Abstract
There are at least 20 overseas companies operating in the retail sector in the UK, taking in a range of merchandise from footwear to jewellery. One strategy is that adopted by the multi‐national manufacturers — vertical integration, in order to secure outlets for their products. The multinational retailers, on the other hand, have pursued a policy of horizontal integration. However, many of both types of firms show a relatively low rate of profitability in relation to other foreign companies operating in Britain.

Abstract
Purpose
Program budgeting and marginal analysis (PBMA) is a priority setting approach that assists decision makers with allocating resources. Previous PBMA work establishes its efficacy and indicates that contextual factors complicate priority setting, which can hamper PBMA effectiveness. The purpose of this paper is to gain qualitative insight into PBMA effectiveness.
Design/methodology/approach
A Canadian case study of PBMA implementation. Data consist of decision-maker interviews pre (n=20), post year-1 (n=12) and post year-2 (n=9) of PBMA to examine perceptions of baseline priority setting practice vis-à-vis desired practice, and perceptions of PBMA usability and acceptability.
Findings
Fit emerged as a key theme in determining PBMA effectiveness. Fit herein refers to being of suitable quality and form to meet the intended purposes and needs of the end-users, and includes desirability, acceptability, and usability dimensions. Results confirm decision-maker desire for rational approaches like PBMA. However, most participants indicated that the timing of the exercise and the form in which PBMA was applied were not well-suited for this case study. Participant acceptance of and buy-in to PBMA changed during the study: a leadership change, limited organizational commitment, and concerns with organizational capacity were key barriers to PBMA adoption and thereby effectiveness.
Practical implications
These findings suggest that a potential way-forward includes adding a contextual readiness/capacity assessment stage to PBMA, recognizing organizational complexity, and considering incremental adoption of PBMA’s approach.
Originality/value
These insights help us to better understand and work with priority setting conditions to advance evidence-informed decision making.

Abstract
Purpose
This article aims to analyze how gender and decision-making styles of Chief Executive Officers (CEOs) of Small and Medium Enterprises (SMEs) impact the financial performance of the firms they manage.
Design/methodology/approach
Data were obtained for 2017 for 185 SMEs in Chile, an emerging economy, including firm information, CEO's sociodemographic characteristics and CEOs' decision-making styles. Generalized Least Squares (GLS) models were estimated to explain the influence of gender and decision-making styles on firm performance, controlling for a series of covariates. To test whether gender moderates the effect of decision-making styles on firm performance, interaction terms were included. Furthermore, models were subject to several robustness procedures, with no significant differences in results.
Findings
The authors find evidence of significant relationships for both gender and the avoidant style. Likewise, the authors find evidence of interaction effects between gender and decision-making styles, particularly between gender and the dependent style.
Originality/value
Findings contribute to prior research by analyzing the relationship between CEO gender and SME performance in the context of a Latin American emerging economy; by providing evidence of the impact of decision-making styles on the financial performance of SMEs; and by examining how a specific decision-making style, namely the dependent style, operates differently according to CEO gender, shedding some light on its ambiguous character as described by prior research. For policymakers and authorities, findings indicate the importance of incorporating women to SMEs and supporting their way towards higher management.

Esta investigación analiza cómo el género y los estilos de toma de decisiones de los gerentes generales (CEOs) de las pequeñas y medianas empresas (PYMEs) impactan en el desempeño financiero de las empresas que administran.
Diseño
Se obtuvieron datos del año 2017 para 185 PYMEs ubicadas en Chile, una economía emergente, incluyendo información de la empresa, así como características sociodemográficas y estilos de toma de decisiones de los gerentes generales. Se estimaron modelos de Mínimos Cuadrados Generalizados (GLS) para explicar la influencia del género y los estilos de toma de decisiones en el rendimiento de la empresa, controlando por una serie de covariables. Para determinar si el género modera el efecto de los estilos de toma de decisiones en el rendimiento de la empresa, se incluyeron términos de interacción. Además, los modelos fueron sometidos a varios procedimientos de robustez, sin encontrar diferencias significativas en los resultados.
Hallazgos
Los autores encuentran evidencia de relaciones significativas tanto para el género como para el estilo evitativo. Asimismo, los autores encuentran evidencia de efectos interacción entre el género y estilos de toma de decisiones, particularmente entre el género y el estilo dependiente.
Originalidad
Los hallazgos contribuyen a investigaciones anteriores al analizar la relación entre el género del CEO y el rendimiento de las PYMEs en el contexto de una economía latinoamericana emergente; al proporcionar evidencia del impacto de los estilos de toma de decisiones en el rendimiento financiero de las PYMEs; y al examinar cómo un estilo de toma de decisiones específico, a saber, el estilo dependiente, opera de manera diferente según el género del CEO, esclareciendo su carácter ambiguo tal como ha sido descrito en investigaciones anteriores. Para las autoridades y los responsables de políticas, los hallazgos indican la importancia de incorporar mujeres a las PYMEs y apoyarlas en su ascenso hacia la alta administración.

The most obvious symptom of the most obvious trend in the building of new libraries is the fact that, as yet, no spade has entered the ground of the site on Euston Road, London, upon which the new building for the British Library Reference Division has to be erected. Some twenty years of continued negotiation and discussion finally resulted in the choice of this site. The UK and much more of the world awaits with anticipation what could and should be the major building library of the twentieth century. The planning and design of a library building, however large or small, is, relatively speaking, a major operation, and deserves time, care and patience if the best results are to be produced.

Abstract
The work of Dr. Hassall on behalf of The Lancet, briefly summarised in a previous essay, received great publicity in the lay Press between 1852 and 1855. The Times and The Quarterly Review gave the subject special prominence. The last named journal, in a review of Dr. Hassall's book in 1855, said: “The precision with which he is enabled to state the result of his labours leaves no appeal… We have now shown enough to convince the public that the grossest fraud reigns throughout the British public commissariat. It remains to be seen whether the Government is able and willing to stay this gigantic evil and national dishonour.” In fact, in the same year, a House of Commons Committee sat to take evidence and reported to the effect that adulteration was widely prevalent, the public health endangered, fraud committed on the whole community, public morality tainted and the high commercial character of the country seriously lowered. Nevertheless, five years were allowed to lapse before the first adulteration Act reached the statute‐book in 1860. This was a weak and inefficient measure and was found to be useless. Very few prosecutions, if any, were instituted. Twelve years later, in 1872, an amending Act was passed. The High Court decided that this Act required sellers of food to know whether what they sold was pure or adulterated. Many traders were convicted, with the result that manufacturers and shopkeepers agitated and obtained the appointment of yet another Parliamentary Committee—on whose advice the Sale of Food and Drugs Act, 1875, was passed. This Act, which had the exceptionally long life of more than fifty years, contained many protective provisions for dealers in food, which, although to some extent no more than fair, did operate in such a way as to limit severely the efforts of local authorities to protect the public. One of the recommendations made in The Lancet has never yet been adopted by Parliament in relation to the sale of adulterated food—namely, that the names and addresses of all vendors of samples found unsatisfactory should be systematically published. Another recommendation was not adopted until the first Labelling of Food Order was made seventy years later, in 1944, requiring the disclosure on many packed foods of their composition.

Purpose
The purpose of this paper is to reflect on the findings of this special issue and discusses the future challenges for policy, research and society. The findings suggest that challenges emerge as a result of legitimacy deficits of both consensus and contestatory modes of public involvement in health priority setting.
Design/methodology/approach
The paper draws on the discussions and findings presented in this special issue. It seeks to bring the country experiences and case studies together to draw conclusions for policy, research and society.
Findings
At least two recurring themes emerge. An underlying theme is the importance, but also the challenge, of establishing legitimacy in health priority setting. The country experiences suggest that we understand very little about the conditions under which representative, or authentic, participation generates legitimacy and under which it will be regarded as insufficient. A second observation is that public participation takes a variety of forms that depend on the opportunity structures in a given national context. Given this variety the conceptualization of public participation needs to be expanded to account for the many forms of public participation.
Originality/value
The paper concludes that the challenges of public involvement are closely linked to the question of how legitimate processes and decisions can be generated in priority setting. This suggests that future research must focus more narrowly on conditions under which legitimacy are generated in order to expand the understanding of public involvement in health prioritization.

Discusses the internationalization of retail operations within the European Union (EU) and the North America Free Trade Agreement (NAFTA). Discusses the determining factors behind the internationalization process and the influence this has on the flow of international investment. Places the motivations behind internationalization indicated by the survey results presented within the debate on the internationalization process. Analyses and uses to illustrate these determining factors, the particular experiences and attitudes of UK retailers towards international expansion. As a group, large UK retailers provide an interesting indicator of changing perceptions and underlying factors that determine the nature of international organizational growth and development. The EU and NAFTA provide useful market comparisons when assessing this process. Presents and discusses observable trends and survey results. Considers current and future developments in the internationalization process.
