Abstract

Discusses fire safety management in passenger terminals. Describes the design, development, implementation and validation of a fire safety management model for use in airports, railway and bus stations. The research carried out is based on a comprehensive analysis of 25 terminals (air, bus, rail and sea) in the UK and Europe. Develops the relationship existing between fire risk, people and fire safety management. Although the model is still being reviewed and augmented, it has already produced interesting results and has proved to be an efficient, robust and quantifiable tool for use by fire safety managers.

Abstract

Purpose

Small unmanned aircraft systems (sUAS) are becoming increasingly popular among hobbyists, and with this popularity there comes the risk of runway incursion between a commercial aircraft and sUAS around airports. To keep airports safe and secure, the purpose of this paper is to propose a module, called the Airport Secure Perimeter Control System, that can be attached to every hobbyist’s sUAS for the purpose of notification and prevention.

Design/methodology/approach

Upon startup, the module connects to a database containing the central coordinates of every airport in the USA. A five-mile critical radius plus an additional one-mile buffer region is established around each point. The buffer region is created in order to inform the user that he/she is approaching a safe airspace and needs to take corrective action. Once the five-mile zone has been breached, autopilot software takes over the manual controls, and the sUAS is landed in a controlled manner, while the user still has lateral control of the vehicle in order to avoid any potential hazards below it. Then, both operator and airport receive messages about the event.

Findings

To demonstrate the proposed design, a prototype was developed that successfully implemented this system, and was formally tested within a controlled environment.

Originality/value

This solution would drastically reduce the security threat of sUAS breaching the critical regions surrounding airports, and its implementation is relatively simple.

Abstract

While airports traditionally have been seen as classic examples of public enterprises, the government’s role in airport management has been changing throughout the world. This study explores airport governance models with a focus on stakeholder issues. Relatively little is known empirically about how public, private, or public–private partnership (PPP) provision of airport services affects different stakeholders. The main aim of this study is to develop a better understanding of the impact of airport governance forms on stakeholders. For this purpose, a theoretical background focused on identifying airport stakeholders and their conflicting interests is followed by a qualitative content analysis using past studies on airport management. The results suggest that a balanced approach is required to deal with stakeholder interests detached from their governance structures.

Abstract

Purpose

This study examines the issues affecting learning and development (L&D) interventions to enhance operational efficiency in airport companies.

Design/methodology/approach

This study adopted a case study design following a qualitative approach for data collection and analysis procedure. A purposive sample of fifteen executives, including 6 Chief Executive Officers, along with 9 operational managers from the aviation industry in Namibia were suitable participants to gather information about issues affecting L&D for specific interventions to improve operational efficiency in airport companies. The data was collected using face-to-face interviews. The transcripts generated from the recordings were organized using thematic analysis via NVivo version 12.

Findings

The results showcased a lack of training needs assessment and process, inadequate specialized training and poor levels of commitment. Hence, specialized L&D interventions will impact commitment and work outcomes, which are essential for operational efficiency in airport companies.

Originality/value

There is a paucity of literature on how to address L&D issues for operational efficiency in the aviation sector.

Abstract

Purpose

An interactive processing scheme is proposed to improve the target detection probability as well as the tracking performance of the radar system.

Design/methodology/approach

Firstly, with the spatial-correlated features extracted from the foreground and background statistical models, the thresholds were adapted to distinguish the dim small targets from clutters in the complex incoherent radar images. Then, the target trajectories were constructed with the target tracking algorithm. According to the temporal correlation with the target life cycle, the thresholding values were modified in the neighbourhood of the predicted positions to improve the detection sensitivity in these areas during the tracking process. Finally, the temporal-correlated features of the remained clutters were used to further reduce the false alarm rate.

Findings

The proposed algorithm was applied on the simulated data, as well as the image sequences obtained with the incoherent marine radars. The detection results demonstrated that the interactive algorithm could detect and track the dim small targets with relatively low false alarm rate.

Practical implications

The interactive processing scheme could be applied for low-altitude airspace surveillance with incoherent marine radar.

Originality/value

The proposed scheme outperforms the classical radar target detection algorithms and the state-of-the-art image processing algorithms for video-based surveillance.
