Abstract
Purpose
This paper aims to assess the performance evaluation of major international airports in the world.
Design/methodology/approach
In this study, the authors utilized data envelopment analysis in an input‐oriented method to discuss the overall operational performance of 20 major international airports between 2001 and 2005. They used cross efficiency measure to determine the international airports that enjoy the best operational performances and used the bilateral model to compare the performance differences between international airports of different regions.
Findings
The Atlanta Airport (ATL) in the USA and the Beijing Airport (PEK) in China experienced MPSS. The overall performance of international airports in Asia is better than those in Americas, Europe, and Oceania.
Research limitations/implications
Service quality can be discuss in the field in the future.
Practical implications
In sensitivity analysis, four inputs had positive impacts on overall performances.
Originality/value
The ATL in the USA and the PEK in China were the best practices for the other international airports.

Abstract
Purpose
This study aims to provide a meaningful comparison of airports’ performance and better understand the differences observed in the analysed airport performance by presenting a model to analyse the relationship between operational and financial performance and airport characteristics.
Design/methodology/approach
This study uses a quantitative analysis approach. The Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) and entropy weight were utilised to analyse 17 airports in three Airports Council International regions: Asia, Europe and North America. Through operational and financial factors, these sample airports identified the most efficiently operated airports from 2016 to 2019.
Findings
Overall, Asian airports were superior in operational and financial efficiency. Unlike operating performance, the sample airport’s financial and total performance results show a similar trend. There were no noticeable changes in operational factors. Therefore, differences in financial variables for each airport may affect the total performance.
Practical implications
This study provides insightful implications for airport policymakers to establish a standardised information disclosure foundation for consistent analysis and encourage airports to provide this information.
Originality/value
The adoption of Earnings Before Interest, Taxes, Depreciation, and Amortisation (EBITDA) to debt ratio and EBITDA per passenger, which had previously been underutilised in the previous study as financial factors, demonstrated differences between airports for airport stakeholders. In addition, the study presented a model that facilitates producing more intuitive results using TOPSIS, which was relatively underutilised compared to other methodologies such as date envelopment analysis.

Abstract
Purpose
The purpose of this paper is to provide a comprehensive overview of the literature related to performance measurement (PM) in airport settings. Two research questions were addressed: how the literature has evolved during the last 45 years; and which performance dimensions have been emphasized during this period.
Design/methodology/approach
For the purpose of this study, 380 documents, published between 1970 and 2015 were systematically analyzed. The literature reviewed comprises academic peer-reviewed articles, and studies published by other relevant sources, including professional-related literature.
Findings
The literature reviewed points to three stages relating to the evolution of the PM in airport settings during the period analyzed. Although with a significant lag, this evolution seems to have followed the broad literature on PM. Moreover, a relationship between these stages and the changes occurring at the airport industry was found. Several aspects of airport multidimensional performance are identified and discussed.
Research limitations/implications
Based on the findings of this study, it is concluded that a more comprehensive approach to airport PM is needed. In this context, a research agenda is suggested.
Practical implications
The findings of this study have relevant practical implications for the airport industry. In this context, a framework representing a comprehensive approach to airport performance dimensions with impact on external stakeholders is presented. This framework can be a relevant contribution for researchers and practitioners which are looking for a more comprehensive and multidimensional approach to airport PM.
Originality/value
To the best of the authors’ knowledge, this study appears to be the first to examine the literature related to airport PM according to such a comprehensive approach. A framework of the performance dimensions related to the airport business is provided.

Abstract
Purpose
Assessing airport service performance requires understanding of all passenger processing and discretionary activities at airport passenger terminals – a need that has not yet been addressed in the research to date. This paper aims to address this shortcoming in evaluating overall airport service based on passenger experience from departure to arrival.
Design/methodology/approach
Comparative analysis over 40 airport models, including their indicators and configuration of service measures, was undertaken in a previous work to identify key-design requirements in assessing airport service performance based on passenger experience (Wiredja et al., 2015). Based on these requirements, this paper constitutes the development of a passenger-centred model covering all service areas from departure to arrival terminals. The newly developed model is then examined using factor and regression analyses by involving 215 airline passengers from 22 world’s international airports.
Findings
Overall service performance is understood as a function of combined sub-performances of two groups of airport domains: processing domains and non-processing domains. The overall result demonstrated that the two sets of service factors and their relevant attributes had significant impact on overall service performance at processing and non-processing domains.
Research limitations/implications
The proposed model applies a set of dynamic performance measures that provide flexibility. These measures are adjustable depending on the needs. Adding or replacing measures defines the specificity of the domains and performances assessed. The model components can be modified in respective service attributes when passenger needs or priorities change. The only constant component is user-centred indicators (in this research, Passenger-centred indicators).
Originality/value
This research has generated new insights and knowledge that directly contribute to the assessment of airport service performance. The novelty of this research is the development of a passenger-centred approach in evaluating overall airport service based on passenger experience. This passenger-driven model provides a more integrated and robust approach in this field than previously available.

Abstract
Purpose
The purpose of this paper is to outline the findings from a research project seeking to develop and test a set of key performance indicators for airport facility management, with particular focus on safety and security.
Design/methodology/approach
A case study approach was adopted for this project and data was collected from a series of interviews, workshops, the internet and other media.
Findings
The need for airport security and safety is paramount, post 9/11. Airports generate revenue from the facilities they provide so they seek to maximise their potential revenues but must do so with safety and security foremost in the operators' minds. In the UK a system for boosting security at the airports termed “multi‐agency threat and risk assessments” has been developed jointly by the Department for Transport and the Home Office after Sir John Wheeler's report on airport security and policing in 2002. This provides a framework for this research and enables the evaluation of current practice to be undertaken.
Originality/value
Previous research has not directly measured the relative performance of airport safety and security and the role of facility management in achieving that level of performance and this is the focus of the study. This paper concludes by presenting a potential list of key performance indicators for airport safety and security that emerged from the interviews and workshops.

Abstract
Purpose
This paper aims to explore the use of best practice benchmarking in civil aviation.
Design/methodology/approach
Evidence was gathered from two international questionnaire surveys of the top 200 airlines and the top 200 airports. Supplementary evidence included interviews with airline and airport managers.
Findings
The profile of responses was a good match to the samples. Benchmarking was identified as the most used performance improvement technique for both airlines and airports. Larger airlines were more likely to engage in benchmarking. Ease of usage and the cost relative to other performance improvement techniques were important factors in determining benchmarking uptake. Problems of data comparability and competitive sensitivity were raised. Airports had a greater tendency to concentrate on benchmarking with similar organisations and placed a relatively greater emphasis on its use for performance measurement over process improvement.
Research limitations/implications
Further research should include a sample of detailed case studies to investigate exactly how different airlines and airports are using benchmarking.
Practical implications
Performance measurement has become increasingly important in aviation as markets become more competitive and the number of asymmetric shocks seems to increase.
Originality/value
The surveys revealed a very high utilisation of benchmarking, although a range of activities were actually being undertaken under the banner of benchmarking. The high uptake of benchmarking is probably due, to the turbulent nature of civil aviation that has placed significant economic pressures on managers.

Abstract
Purpose
Weather events have a significant impact on airport arrival performance and may cause delays in operations and/or constraints in airport capacity. In Europe, almost half of all regulated airport traffic delay is due to adverse weather conditions. Moreover, the closer airports operate to their maximum capacity, the more severe is the impact of a capacity loss due to external events such as weather. Various weather uncertainties occurring during airport operations can significantly delay some arrival processes and cause network-wide effects on the overall air traffic management (ATM) system. Quantifying the impact of weather is, therefore, a key feature to improve the decision-making process that enhances airport performance. It would allow airport operators to identify the relevant weather information needed, and help them decide on the appropriate actions to mitigate the consequences of adverse weather events. Therefore, this research aims to understand and quantify the impact of weather conditions on airport arrival processes, so it can be properly predicted and managed.
Design/methodology/approach
This study presents a methodology to evaluate the impact of adverse weather events on airport arrival performance (delay and throughput) and to define operational thresholds for significant weather conditions. This study uses a Bayesian Network approach to relate weather data from meteorological reports and airport arrival performance data with scheduled and actual movements, as well as arrival delays. This allows us to understand the relationships between weather phenomena and their impacts on arrival delay and throughput. The proposed model also provides us with the values of the explanatory variables (weather events) that lead to certain operational thresholds in the target variables (arrival delay and throughput). This study then presents a quantification of the airport performance with regard to an aggregated weather-performance metric. Specific weather phenomena are categorized through a synthetic index, which aims to quantify weather conditions at a given airport, based on aviation routine meteorological reports. This helps us to manage uncertainty at airport arrival operations by relating index levels with airport performance results.
Findings
The results are computed from a data set of over 750,000 flights on a major European hub and from local weather data during the period 2015–2018. This study combines delay and capacity metrics at different airport operational stages for the arrival process (final approach, taxi-in and in-block). Therefore, the spatial boundary of this study is not only the airport but also its surrounding airspace, to take both the arrival sequencing and metering area and potential holding patterns into consideration.
Originality/value
This study introduces a new approach for modeling causal relationships between airport arrival performance indicators and meteorological events, which can be used to quantify the impact of weather in airport arrival conditions, predict the evolution of airport operational scenarios and support airport decision-making processes.

This paper aims to describe the processes used to ensure that the comparisons made between airport and airline performance are as meaningful as possible, and to highlight a number of issues which need to be considered when making performance comparisons in aviation.
Design/methodology/approach
Evidence was gathered from an international data sample of airports and airlines. Operational and financial data was derived from published reports.
Findings
The research illustrates the scale of differences in airport performance levels, and it also highlights the considerable difference in performance levels between airports and airlines. It is clear that many factors can impact on an airport's ability to optimise its performance, and on its relative level of performance when compared to its peers.
Practical implications
The research highlights and demonstrates the need for a degree of understanding of contextual factors when comparing airport performance measures with each other and when comparing airline performance.
Originality/value
Insight into the process by which airport and airline performance measurements can be compared with each other.

The considered aspects are airport service quality, airport operations, airport economy, safety and security, and environmental. The paper uses the grey system theory to assess these airports by summarizing the opinions of experts.
Findings
The finding of this study provides directions of the evaluated airports to take the correct actions to improve overall performance.

Abstract
Airport privatization has led to the emergence of new industry players enabling them, it is claimed, to raise additional capital, improve efficiency, reduce costs, generate new revenue streams and engage in new commercial airport investments in the market economy. A question remains about the impact and benefit of airport privatization reforms on stakeholder groups. It is also debatable how overall privatized airport performance can be formally assessed. This chapter reports the perceptions of key stakeholder groups on the privatization of Sydney Airport. Preliminary attributes and indicators of the airport performance stakeholder model, with an emphasis on assessing privatized airport performance from stakeholders’ perspectives are considered. A qualitative paradigm was applied to this field research. Leximancer data mining software was used for the thematic analysis of the interviews conducted with key Sydney Airport stakeholders.
