This chapter provides an overview of the Department of Defense (DoD) laboratory structure to help equipment designers, modelers, and manufacturers determine where research, testing programs, or relevant findings can be found. The chapter includes a discussion of the performance measures and metrics typically used in DoD laboratories and concludes by considering the current state-of-the-art as well as the state-of-the-possible for human performance measurement.

Technology for training military teams has evolved through a convergence of advances in simulation technology for individual and collective training, methods for analyzing teamwork and designing training solutions, and intelligent tutoring technologies that adapt training to the student, to accelerate learning. A number of factors have slowed this evolution toward intelligent team tutoring systems (ITTS), including the challenges of processing communications data, which are the currency of teamwork, and the paucity of automated and generalizable measures of team work. Several systems fulfill a subset of the features required of an ITTS, namely the use of team training objectives, teamwork models, measures of teamwork, diagnostic capability, instructional strategies, and adaptation of training to team needs. We describe these systems: the Advanced Embedded Training System (AETS), Synthetic Cognition for Operational Team Training (SCOTT), the AWO Trainer, the Benchmarked Experiential System for Training (BEST), and the Cross-Platform Mission Visualization Tool. We close this chapter with recommendations for future research.

Following Iraq's invasion of Kuwait in August 1990, the international community took vigorous, unprecedented steps to curb Saddam Hussein's military ambitions. The central component of these actions was a set of comprehensive arms, aviation, maritime, and economic sanctions, each imposed by the United Nations Security Council (UNSC). When the multinational coalition forces ousted Iraq from Kuwait the following year, the UNSC made these sanctions and embargoes a component of the armistice agreement. Over time, these sanctions were subsequently used as leverage to press for Iraqi compliance with relevant UNSC resolutions calling for Iraqi disarmament.¹

The European defence industry has changed considerably since the late 1980s. The end of the Cold War required the industry to undertake major restructuring, especially when governments, expecting to reap a “peace dividend,” drastically cut procurement spending. In the early 2000s this restructuring was also influenced by the new context of international security, even though defence budgets have started to increase again since 1998. The European defence industry could not expect to escape from a radical transformation, beyond the specific crisis engendered by the end of the Cold War.

Purpose – To examine the implications of arms export controls on the international spread of weapons production and innovation.

Methodology/approach – The chapter analyses predicted responses to arms export controls, drawing on existing literature. It considers incentives to potential buyer countries to develop their own substitutes and a case study of Australia's response to US denial of access to electronic warfare self-protection (EWSP) technology for fighter aircraft.

Findings – Spurred by the US denial of access to relevant EWSP, Australia devoted many years to developing a homegrown substitute. Although Australia achieved some success, the United States ultimately granted Australia access to the technology. Australia then abandoned research, design and development (RD&D) on EWSP for fast jets in 2009. Cause and effect remain a matter of debate.

Research limitations/implications – Insight into the real-world value of the theory is limited by the use of a single case study. Such cases supported by publicly available information are, however, scarce. Countries seeking to circumvent export controls must expect to incur high costs and uncertain outcomes.

Practical implications – Policy-makers should be wary about committing large budgets in developing substitutes for new technologies denied them through export controls. Such efforts may, however, offer the possibility of putting suppliers under pressure unavailable from other actions.

Social implications – Arms export controls designed to limit proliferation of weapons create incentives for states to develop their capabilities for new arms production and to develop new weapons-related knowledge.

Originality/value of the chapter – This chapter provides a new case study which illustrates an innovative approach to arms export control analysis.
