Abstract

This paper analyzes two external costs often associated with port development, cost to fisheries from marine dredge disposal and damages from air pollution, using estimates of development and operation for a proposed (but since cancelled) container port as a case study. For dredge disposal, a bio-economic model was used to assess short- and long-term and indirect (joodweb) damages to fisheries from marine disposal of clean sediments. In the case of air pollution, estimates of annual activity levels and emission coefficients are used to estimate incremental annual emissions of three key pollutants (NOx, HC and CO) for trucks, trains, yard vehicles, and vessels. These estimates allow for phasing in of strict new air pollution regulations. For both external costs, sensitivity analyses are used to reflect uncertainty. Estimates of shadow values in year 2002 dollars amount from $0.094 per cubic yard to $0.169 per cubic yard of clean dredged material for the selected disposal site and from $0.0584 per mile (jor current control standards) to $ 0. 0023 per mile (after phasing in of new regulations) for air pollution from heavy trucks.

Abstract

In 1987, Campbell Soup Company introduced the Souper Combo, a line of frozen soup and sandwiches. Melvin Druin, vice‐president for packaging, called it “the perfect combination of old‐fashioned good taste and today's convenience. No mess. No fuss. Easy to use. All you have to do is clean your spoon. Everything else just throw away.” Unfortunately, the multi‐layered plastic‐coated packaging does not just disappear when thrown away. Plastics packaging, particularly from convenience products, has become a waste disposal nightmare. Garbage, an environmental magazine, gave the Souper Combo an “in the dumpster” award, saying, “It's precisely the kind of product that's created the municipal landfill monster.”

Abstract

Purpose

There are many different pollution reduction strategies even within different ports in the same country. Every port can learn from these environmental protection strategies. What remains universally key, though, is to select the optimum strategy to reduce pollution. This paper aims to use a fuzzy analytic hierarchy process (FAHP) to prioritize the relative weights of key criteria assessing the port environmental protection and select the best port in Taiwan.

Design/methodology/approach

Four criteria and eleven sub-criteria of the FAHP model are developed through expert interviews and relevant literature review. Three alternative ports considered are Kaohsiung, Keelung and Taichung. The expert questionnaire samples (23) include four groups: shipping operators, port operators, governmental officials and academics.

Findings

Results indicate that finance is the most important evaluation criteria, followed by port environmental policy, technology and stakeholders. Among the three ports compared, Kaohsiung Port is selected as the best port, followed by Keelung and Taichung port.

Originality/value

The result of this paper can help fill the gap in the existing literature regarding decision analysis techniques for port pollution regulation and expect to present a holistic picture of the important evaluation criteria related to port environmental protection as well as raise issues of public awareness concern and consequently improve green port sustainability.

Abstract

Purpose

The purpose of this paper is to utilize the existing theories and knowledge surrounding information systems (IS) evaluation and Green information technology (IT)/IS investments to develop a conceptual model for helping decision makers to overcome and reduce the impacts from Green IT/IS investment related to cost overruns or under-optimized budgets.

Design/methodology/approach

The paper is discursive, based on the analysis and synthesis of literature pertaining to IS evaluation, Green IT/IS adoption and Sustainable/Green/CSR within an aviation context. Gaps in the preceding research have been identified, and a conceptual model is proposed. Additionally, further research and a methodology are suggested.

Findings

The paper proposes a conceptual model that can identify factors including external factors derived from institutional theory, internal organizational factors, and a list of indirect costs associated with Green IT/IS investments for an aviation organization.

Research limitations/implications

As a conceptual paper, the study is limited to literature, identifying gaps, and proposing a model. The paper recommends further empirical validation of the proposed conceptual model.

Practical implications

The conceptual model is helpful for decision makers within the aviation industry to enhance their understanding of the identification and management of indirect costs within the aviation context, which results in effective management of Green IT/IS indirect costs.

Originality/value

The paper fills gaps in the knowledge of IS evaluation, Green IT/IS adoption/evaluation within aviation context through helping decision makers to understand, identify, and manage the associated indirect costs.

Abstract

Purpose

The purpose of this paper is to measure a port's green performance. The literature is reviewed and a survey is carried out to identify major green port performance indicators and to evaluate three major ports' overall green performance in Asia. Indicators located in the critical quadrants with a high degree of importance and low degree of performance are identified and resources are suggested that can be employed to improve the ports' overall sustainability performance effectively.

Design/methodology/approach

Port performance indicators are reviewed to select the green‐related ones by a session of brain storming with academicians from China, Hong Kong, and Taiwan in the shipping discipline. Selected indicators are used to design an analytic hierarchy process (AHP) questionnaire. The weight and degree of performance of each of the 17 green indicators among three major container ports are calculated by the data obtained from the AHP round survey respondents.

Findings

Avoiding pollutants during cargo handling and port maintenance, noise control, and sewage treatment were perceived to be the three critical indicators by respondents in two of the three ports investigated. Among the three investigated ports, Shanghai port had the highest number of critical indicators to be improved. Air pollutants avoidance, encouraging the use of low‐sulphur fuel, and using electrically powered equipment were three of the five critical indicators found in Shanghai port, but not in the other two investigated ports in this study.

Originality/value

The theoretical implications of this research are the development of a conceptual framework to measure the degree of importance of a set of green port performance indicators, and to provide a decision support system to help port authorities to evaluate their performance regarding the 17 green port performance indicators compared with that of other ports.

Abstract

The glassworks of Murano have been, and still are, one of the causes of environmental pollution of the Venetian Lagoon, primarily via atmospheric emissions but also as a result of effluent discharges and disposal of solid waste. A preliminary environmental audit of Murano’s glassworks carried out in 1999 indicated that the local entrepreneurs see the adoption of environmental management systems and pollution‐prevention/reduction measures as a major burden. The main reasons are the costs that must be borne, the complexities of Italian legislation and regulation, and the relatively small size of the majority of the units operating on this island. Pollution‐control and waste‐minimisation strategies are slowly being implemented as a result of regulatory pressures.

A distinction must be drawn between a dismissal on the one hand, and on the other a repudiation of a contract of employment as a result of a breach of a fundamental term of that contract. When such a repudiation has been accepted by the innocent party then a termination of employment takes place. Such termination does not constitute dismissal (see London v. James Laidlaw & Sons Ltd (1974) IRLR 136 and Gannon v. J. C. Firth (1976) IRLR 415 EAT).

Abstract

We are growing accustomed to shock tactics of the US Administration in dealing with toxic residues in food or additives which are a hazard to man, as well as the daily press infusing sensation, even melodrama, into them, but the recent action of the FDA in calling in from the food market several million cans of tuna and other deep sea fish because of the presence of mercury has had the worthwhile effect of drawing world attention to the growing menace of environmental pollution. The level of mercury in the fish is immaterial; it should never have been there at all, but it stresses the importance of the food chain in the danger to man and animal life generally, including fish beneath the sea. Without underestimating risks of pollution in the atmosphere from nuclear fission products, from particulate matter carried in the air by inhalation or even skin absorption, food and drink, which includes aqua naturale would seem to be the greatest danger to life. What these recent events illustrate in a dramatic manner, however, is the extent of pollution.
