Abstract

Purpose

South Korea has signed and implemented 15 free trade agreements (FTAs) with 52 countries. More than 80 percent of imports of agricultural products came from FTA partner countries in 2015. We can say that South Korea entered the era of an opening in agricultural import sector. It means that FTA is an important factor in causing changes in agricultural imports. As a result of the implementation of the FTA, tariff cuts and other changes in trade conditions could lead to an increase in imports of agricultural products from FTA partner country or diversity of partners. South Korea has implemented 15 FTAs so far, each with a different period of implementation, different scale of trade, and different major trade items. This means that each FTA will have a different size and type of impact on the changes in the import structure. Therefore, the purpose of this paper is to analyze how the FTA actually affected agricultural imports and what type of impact each FTA had. Especially, the authors focused on the effects of trade creation and diversion to analyze the patterns of structural changes in the import of agricultural products according to the implementation of FTAs.

Design/methodology/approach

In this study, the authors analyzed both trade creation and trade diversion effect through the poisson pseudo-maximum likelihood method based on the previous research gravity model of Magee (2008, p. 353) and Yang and Martinez-Zarzoso (2014, p. 144). The biggest improvement compared to the standard gravity model is that all variables such as GDP, population, and distance are removed. This model cannot be regarded as a gravity model because the basic parameters of gravity model such as GDP, population, distance are excluded, but it can be said that the fixed effect variables replace the basic parameter of the gravity model.

Findings

According to the analysis, the authors found that the effects of trade creation were apparent in the early stages of FTA implementation before 2011 and the effect of the trade transition was seen in the mid-FTA transition period after 2011. The authors also clarified the pattern of structural changes in the agricultural imports of each FTAs. It is shown that the change in agricultural import structures was more apparent in major FTAs like the Korea-ASEAN, Korea-EU, and Korea-US FTA. In other words, the effects of trade creation and trade diversion in these FTAs were found to be statistically significant.

Research limitations/implications

The limitations of this study are as follows. First, as multiple FTAs are implemented simultaneously, the effects of individual FTA can be offset. Second, the FTA effect of each item was not reflected, because it was analyzed based on the amount of imports by country. Third, the effect of the trade between the partners was not reflected. Therefore, future studies need to add or supplement these limitations.

Practical implications

This paper demonstrated through an empirical analysis that the FTA directly affects changes in agricultural import structure. And it proved that the period of FTA implementation, items imported from FTA partner countries, and the size of imports affected the structure of agricultural imports. Of course, changes in the domestic consumption patterns, changes in the supply and demand, conditions of quarantine inspection, and preference of importers are also factors that affect the structure of agricultural imports. It is expected that the effect of trade creation and the effect of trade diversion in agricultural import will be more significant when tariff rates are further decreased due to FTA implementation and domestic demand of agricultural product rises as a result of an economic recovery. As the FTA directly affects changes in agricultural imports, it should be carefully dealt with when signing a new FTA or improving the existing ones. And appropriate measures should be taken to minimize damages to the domestic agricultural sector due to changes in the import structure of agricultural products.

Originality/value

This paper fulfils an identified need to do research what kinds of effect occurred after FTA implementation in the agricultural sector. An empirical analysis was conducted on the effects of trade creation and diversion of agricultural products, based on the actual results of bilateral trade between the 50 major importers of agricultural products, including the 30 FTA partner countries.

Abstract

Purpose

The purpose of this paper is to apply an analysis of complex networks to empirically research international agricultural commodity trade and countries’ trading relations. The structure of global agricultural commodity trade is quantitatively described and analysed.

Design/methodology/approach

Based on statistical physics and graph theory, the research paradigm of a complex network, which has sprung up in the last decade, provides us with new global perspective to discuss the topic of international trade, especially agricultural commodity trade. In this paper, the authors engage in the issue of countries’ positions in international agricultural commodity trade using the latest complex network theories. The authors at first time introduce the improved bootstrap percolation to simulate cascading influences following the breaking down of bilateral agricultural commodity trade relations.

Findings

On a mid-level structure, countries are classified into three communities that reflect the structure of the “core/periphery” using the weighted extremal optimisation algorithm and the coarse graining process. On a micro-level, countries’ rankings are provided with the aid of network’s node centralities, which presents world agricultural commodity trade as a closed, imbalanced, diversified and multi-polar development.

Originality/value

The authors at first time introduce the improved bootstrap percolation to simulate cascading influences following the breaking down of bilateral agricultural commodity trade relations.

Purpose

Grey modeling technique is an important element of grey system theory, and academic articles applied to agricultural science research have been published since 1985, proving the broad applicability and effectiveness of the technique from different aspects and providing a new means to solve agricultural science problems. The analysis of the connotation and trend of the application of grey modeling technique in agricultural science research contributes to the enrichment of grey technique and the development of agricultural science in multiple dimensions.

Design/methodology/approach

Based on the relevant literature selected from China National Knowledge Infrastructure, the Web of Science, SpiScholar and other databases in the past 37 years (1985–2021), this paper firstly applied the bibliometric method to quantitatively visualize and systematically analyze the trend of publication, productive author, productive institution, and highly cited literature. Then, the literature is combed by the application of different grey modeling techniques in agricultural science research, and the literature research progress is systematically analyzed.

Findings

The results show that grey model technology has broad prospects in the field of agricultural science research. Agricultural universities and research institutes are the main research forces in the application of grey model technology in agricultural science research, and have certain inheritance. The application of grey model technology in agricultural science research has wide applicability and precise practicability.

Originality/value

By analyzing and summarizing the application trend of grey model technology in agricultural science research, the research hotspot, research frontier and valuable research directions of grey model technology in agricultural science research can be more clearly grasped.

China's population–land contradiction is a crucial issue, and by deeply analyzing causes of wasting arable land, this article recommends some policies to avoid waste.

Design/methodology/approach

Based on the current high-, middle- and low-class differentiation in the agricultural products' consumption structure against urban residents' rapid income growth, this article proposes that agricultural products with distinctive regional characteristics should be developed according to regional natural agricultural resources and market demand, so as to ensure that China's scarce arable land can be used effectively.

Findings

Choices in regional agricultural production relate to operational farmers' enthusiasm for profitability and production, residential farmers' ability to ensure their own food security, agriculture's sustainable development and arable land resources' optimal allocation. Therefore, the varietal structure of agricultural products and regional production layout should be compatibly decided according to consumer demand and resource endowment.

Originality/value

During the process of industrialization and urbanization, wasting of arable land has become a social development problem. On the basis of agriculture's regional resource endowment, this article reconstructs the functional positioning of various Chinese agricultural regions and solves the difficult problem of consumption structure transformation and homogeneous competition through the geographical division of labor, thereby optimizing allocation of arable land resources.

Abstract

Purpose

In the context of carbon peaking and neutrality, effectively controlling agricultural carbon emissions has gained academic attention. As an essential form of agricultural service scale management, this study investigates whether and how trusteeship affects the carbon emission behavior in planting production.

Design/methodology/approach

The authors established a theoretical framework to analyze the impact of agricultural production trusteeship on carbon emissions from planting. China's provincial panel data in the 2012–2021 period were selected to test the impact, mechanisms and heterogeneity of agricultural production trusteeship on carbon emissions from planting using the bidirectional fixed effect model and the panel correction standard error regression model.

Findings

The findings indicate that agricultural production trusteeship significantly inhibits carbon emissions from planting, especially in the dimensions of fertilizer input, pesticide application, agricultural film use and mechanical fuel. Agricultural production trusteeship primarily affects the intensity of these carbon emissions through contiguous farmland management and planting structure adjustment. Further examinations revealed that the influence of agricultural production trusteeship on carbon emissions from planting was heterogeneous with respect to geographical location, proportion of non-farming income and scale of agricultural production.

Originality/value

This study is the first to systematically evaluate the impact of agricultural production trusteeship on carbon emissions from planting.

Abstract

Purpose

Taking Huangshan City as an example, the purpose of this paper is to explore the relationship between gross products of agriculture (GPA), its main composition as well as their influential intermediate inputs, followed by some suggestion, in order to optimize agricultural industrial structure and distribute the ratio of various inputs in agriculture, farming, forestry, animal husbandry and fishery, so as to improve GPA of Huangshan City.

Design/methodology/approach

This paper is characterized by an exploratory research by using the grey incidence analysis based on the grey systems theory initiated by Chinese professor Julong Deng. The original data processed in the model are quoted from the Statistical Yearbook of Huangshan City.

Findings

This paper draws some important conclusions. First, in terms of large, intermediate inputs in animal husbandry production and fishery production are two important aspects which affect the growth potentiality of agricultural gross products in Huangshan City. This also reflects that the development potentialities of fishery and animal husbandry are larger. Second, the level of agricultural modernization is relatively low in Huangshan City, the growth of agricultural output relies on a large number of inputs such as fertilizers, pesticides, but it also reflects the agriculture production system has huge potentiality to increase in Huangshan City from the side. Third, agriculture producer services as a whole is still relatively weak in Huangshan City. It is difficult to adapt to the development of modern agriculture and agricultural modernization. Finally, the results show that intermediate inputs have different influence on farming, forestry, animal husbandry and fishery.

Originality/value

Suggestion are also proposed to the related policy makers as follows: to vigorously develop animal husbandry and fishery in order to optimize agricultural industrial structure of Huangshan City, to improve agricultural modernization level, to speed up the service support system construction of agriculture production, to optimize the allocation of inputs in farming, forestry, animal husbandry and fishery reasonably.

Abstract

Purpose

The purpose of this study is to propose a performance measurement (PM) model for agricultural extension agents. Based on an interdisciplinary approach, management accounting-agricultural extension, the study has three main research objectives: highlight the main concepts to be embedded in a PM model for agricultural extension agents in an agricultural extension organization (RO1); identify main PM components of the proposed PM model for agricultural extension agents (RO2); and investigate empirically the causal relationships in the proposed PM model (RO3).

Design/methodology/approach

An interdisciplinary literature review and a proposed PM model for agricultural extension agents are presented (RO1 and RO2). An empirical survey is incorporated, carried out in early 2011 (RO3), to examine three groups, totaling around 274 respondents. Data were collected through personal interviews using structured questionnaire forms. Path analysis technique was applied.

Findings

The authors propose a PM model consisting of five components. The five components are: agricultural extension agents’ characteristics, agents’ work attitudes, services provided, use of agricultural extension services and farmers’ satisfaction with agricultural extension services. The overall findings of the empirical surveys were found to validate the suggested causal relations among the components of the model. Findings indicate that 85 per cent of changes in farmers’ satisfaction with services are explained by changes in the preceding variables in the model.

Research limitations/implications

It is, however, important to view this study with a few limitations in mind; for instance, using a survey method (e.g. sampling and the use of questionnaires in data collection); and the constraints associated with the model. That is to say that the components of the model could be further increased to incorporate other aspects of stakeholders, e.g. the economic impact of governmental financial policies on tax and the customs duties on agricultural products.

Practical implications

A Food and Agriculture Organization of the United Nations agricultural extension reference manual recommends certain purposes for a PM in agricultural extension organizations; interestingly, all these are already embedded in the proposed PM model, which makes it unequivocally a useful PM model for agriculture extension agents in agricultural extension organizations worldwide. Furthermore, the proposed model contributes significantly to agricultural extension practitioners and academics alike. It focuses the attention of agricultural extension organizations on the causal relationships among the model’s components. These components are linked to the agricultural extension organization strategies.

Social implications

In addition to the practical implications above, the proposed PM model demonstrates the need for placing equal importance on all five components included and setting performance indicator (PI) targets.

Originality/value

The importance of this study emerges from the fact that it is helpful to examine the development and implementation of PM models across various disciplines to enhance understanding. The PM model overcomes the shortcomings in previous PM models of agricultural extension agents’ criteria/models in the agricultural extension literature. It is not merely a theoretically proposed model because the proposed causal relations amongst its variables are empirically investigated. Following management accounting and strategy theories, the authors propose that the relative importance of the attributes of PI in the proposed model differs according to each agricultural extension organization’s strategy, size and organizational structure.

Abstract

Purpose

There is growing interest from the global development community in the role of agricultural research and extension (AR & E) systems to achieve development targets. Despite this interest, many smallholders in developing countries continue to lack access to updated agricultural information and reliable services. In an effort to increase the effectiveness, impact, and reach of AR & E programs, many governments have attempted to reform their national systems. The paper aims to discuss these issues.

Design/methodology/approach

This paper systematically compares the systems and reforms of AR & E in China and India in order to draw out lessons applicable to developing countries. This paper first reviews the existing literature on AR & E systems and their role in agricultural and economic development. The authors then provide a detailed review and comparative analysis of the reforms and approaches implemented in the AR & E systems of China and India. The authors apply this comparative analysis to draw out lessons that can be applied to inform the reformation of AR & E systems in developing countries.

Findings

The authors find that although both countries face similar agricultural development challenges, each took a different approach in the reformation of AR & E to address these challenges. Each country’s approaches had different impacts on the effectiveness of the system. Lessons from the reformation of the AR & E systems in China and India can be used to inform and improve the impact of AR & E in developing countries.

Originality/value

The paper examines two systems together using a set of common indicators and factors. The paper’s value comes from its usefulness in informing future AR & E reforms in other developing countries in order to increase the impact of these reforms on development outcomes.

Purpose

The purpose of this paper is to propose and verify the influence mechanism of various kinds of infrastructure investment on farmers' income in rural China. It further analyzes the effect of rural infrastructure investment on rural economic transformation.

Design/methodology/approach

This research is used to GMM model to verify the relationship between infrastructure investment and farmers' income; furthermore, the mediating effect model is used to verify the linear conduction mechanism, and panel threshold model is used to verify the nonlinear conduction mechanism.

Findings

The results show that: (1) Rural infrastructure investment can indirectly affect farmers' income by changing land efficiency and land use structure; (2) The impact of infrastructure investment on farmers' income is nonlinear; (3) Increasing infrastructural investment of productivity and transportation will contribute to accelerating the transformation of rural economy.

Originality/value

This paper expands the research on the impact of rural infrastructure investment on farmers' income; it analyzes the inner mechanism and enriches the research contents in this field; the influence of various infrastructure investment on rural economic transformation is further discussed; it provides policy suggestions and theoretical basis for accelerating the transformation of China's rural economy.

Abstract

Purpose

China's economy has transformed from a high-speed growth phase to a high-quality development phase. The agriculture sector has grown substantially since the economic reform in 1978. Considering the five-year plan (FYP) as a collection of policies, this study explores the relationship between the FYP and agricultural total factor productivity (TFP).

Design/methodology/approach

This study uses 31 provincial-level panel data of the five FYPs from 1996 to 2020. The data envelopment analysis (DEA) is used to compute Malmquist productivity indexes. The authors analyze the temporal and spatial changes and convergences of China's agricultural TFP, and investigate the impact of economic planning on China's agricultural TFP and its regional difference.

Findings

There is a slow but upward growth trend in China's agricultural TFP. The technical change has played a leading role in the growth of China's agricultural TFP. The agricultural TFP of all provinces has shown a “catch-up” effect and is developing toward their respective steady-state levels. The regional difference in productivity growth among the eastern, central and western regions exists. Test results show that the FYP has a positive effect on the agricultural TFP, and the effect has obvious regional heterogeneity. The FYP also plays a positive role in the gross value of agricultural output, and the impact effect is greater than that on the improvement of agricultural productivity.

Originality/value

There are many forms of industrial policy in China, among which the FYP is the guiding document of industrial policy, which makes a systematic plan for industrial development in the subsequent five years. The development objectives, guidelines and overall deployment for agriculture in the FYP not only describe the general context of China's agricultural development but also show the key ideas of agricultural development. Therefore, this study explores its impact on agricultural quality development from the perspective of FYP. The results provide evidence for examining the governance performance of the government and the objective evaluation and restraint of the FYP. As agriculture moves toward the stage of high-quality development, the Chinese government should strengthen the critical guiding role of the FYP and pay attention to quality indicators such as technical progress, efficiency improvement and regional coordination in the formulation of the FYP.
