Abstract

Purpose

The purpose of this study is to suggest strategic-based measures for improving the current situation of academic law libraries in Khyber Pakhtunkhwa, Pakistan.

Design/methodology/approach

Using a survey method, this study attempted to explore a strategic-based measure for improving academic law libraries in Khyber Pakhtunkhwa. Data were collected from 43 respondents through semi-structured interviews, including library and information science professionals, academicians and administrative officers of the affiliation awarding institutions and principals of the law colleges.

Findings

Based on the interview findings, the study found that most of the law colleges do not pay attention towards the development of their institutional libraries. Outdated collections, scarcity of information and communication technologies and budgetary issues, inactive roles of regulating bodies and professional associations, limited roles of professional library staff, limited access to the Higher Education Commission digital library, absence of proper library setup and moral obligations and responsibilities of institutional administrations towards the development of academic law libraries were the main challenges.

Research limitations/implications

The scope of this paper covers Constituent Law College of the University of Peshawar and its 18 affiliated law colleges (Total 19), and the geographical area is restricted to the province of Khyber Pakhtunkhwa. The scope of this paper can be extended to additional private and public sector universities in Pakistan, as well as abroad.

Originality/value

This study is the first of its kind in Pakistan which will help the stockholders of affiliated and affiliation granting institutions to improve the current situation of academic law libraries in the province of Khyber Pakhtunkhwa. The study presents a number of suggestions for the improvement of academic law libraries, which may be of value to the local institutions and developing countries with similar situations.

Abstract

Purpose

The purpose of this paper is to examine the determinants of academic law libraries’ use, collections and services among the faculty members of the University of Peshawar, Khyber Pakhtunkhwa, Pakistan.

Design/methodology/approach

Keeping in view the objectives of the study, a survey based on a well-structured questionnaire was designed to collect data about law libraries’ usage, collection and services from the faculty members of 19 law colleges, including Law College, University of Peshawar, and 18 affiliated law colleges situated in the different geographical location of the province of Khyber Pakhtunkhwa, Pakistan.

Findings

Results of the study indicate that most of the faculty members use law libraries for the issue and return of books and consult textbooks for their teaching and other academic activities. The overall results show the usage, collections and services of law libraries as somehow satisfactory.

Research limitations/implications

The scope of this paper covers constituent college of the University of Peshawar and its 18 affiliated law colleges (Total 19), and the geographical area is restricted to the province of Khyber Pakhtunkhwa. The scope of this paper can be extended to additional private and public sector universities in Pakistan, as well as abroad.

Originality/value

There are number of studies on the usage, collections and different library services, but this study is the first of its kind in Pakistan, specifically focusing on academic law libraries at a provincial level. This study will pave way to fulfill the demands of law faculty members and legal practitioners teaching in the legal institution of Pakistan.

Abstract

Purpose

The purpose of this paper is to provide an overview of two law university libraries in the Karnataka state of southern India and their web-based online public access catalogue (web OPAC). Results from a survey of library users’ attitudes towards the use of the web OPAC, methods adopted to learn how to use the web OPAC, guidance sought to use the web OPAC and the extent of use of the web OPAC search facilities in select law school libraries in Karnataka are reported.

Design/methodology/approach

To study the users’ attitudes towards the use of the web OPAC in law university libraries in Karnataka, a questionnaire was developed and distributed to 300 users, including Bachelor Of Legislative Law students, Master of Laws students, research scholars and teaching staff. The sample population was chosen using the convenience sample method, and the researcher received 256 completed and usable questionnaires. A five-point Likert scale was used in the research questionnaire. Typical statistical tests such as mean and standard deviation were applied for the purpose of accuracy.

Findings

The results of the survey indicated that 92.1 per cent of respondents were using the web OPAC. Most of the web OPAC users strongly agreed that they learned to use the web OPAC from a library orientation programme. It was found that there are positive attitudes towards the web OPAC search facility. The survey also found that the web OPAC search page has not given satisfactory guidance to web OPAC users.

Practical implications

This research paper produces findings of relevance to any academic library to develop and implement a user-friendly web OPAC service.

Originality/value

There have been no previous published research studies of the web OPAC and users’ attitudes in the law university libraries in Karnataka state.

Abstract

Purpose

This study examines the information practices of Israeli lawyers highlighting the central role that information plays in professional communities of practice. Examining the information practices of lawyers characterizes the information behavior of this community of practice.

Design/methodology/approach

Information practices are those recurrent practices related to actively seeking information for a variety of sources socially and contextually situated within members of a professional community. Twenty semi-structured interviews were carried out with lawyers in Israel that investigated the different ways by which lawyers interact with information in their professional work. Data collected in the interviews were analyzed using a grounded theory approach.

Findings

Findings from the content analysis of the interviews revealed three main themes: information assimilation, networking and self-promotion and content creation that encompass a wide variety of information practices related to seeking information related to a case, preparing and presenting a case, providing support for the client, collaborating with other members of the professional community and promoting their professional practice.

Originality/value

This study provides an innovating perspective of the ways by which an information-rich community of practice engages with information, solves problems, build social connections and creates new content.

Abstract

Purpose

The purpose of this study is to assess the users' needs and expectations on information services provided in libraries, in four public universities from the western region of Kenya. The study explores the extent to which the libraries address users' needs and expectations examining the challenges being encountered, remedies and best practices put in place to mitigate the challenges. The level of users satisfaction towards the information services provided is also examined.

Design/methodology/approach

Structured questionnaires were distributed among undergraduates (384) and lecturers (86), where 342 were successfully filled and returned, giving a response rate of 73%. The study interviewed ten library staff revealing their views in addressing users' needs and expectations in respective libraries. Collected data were analysed descriptively using statistical methods and presented in figures and tables. Qualitative data were analysed in narrative form.

Findings

Majority of users had a positive perception towards the library, while others indicated that their needs were yet to be meet. The study noted the poor state of affair with inadequacies in information materials infrastructure, dwindling budget, facilities and unskilled personnel. The study recommended the need for additional library budget to facilitate acquisition of additional and up-to-date information resources and facilities.

Originality/value

The concept of user needs and expectations has been widely discussed in developed countries. Identifying and understanding users’ requirements in the context of public libraries in developing countries would start up constructive trends towards building useable collections.

Abstract

Purpose

The purpose of this study is to assess the influence of generations on information behavior and needs to access and use of library resources and how well academic libraries in Kenya are simultaneously serving both generations. From literature reviewed, a study on the Kenyan scenario on generational behavior and needs was not identified and this study sought to fill that gap.

Design/methodology/approach

Data collected were done through mixed-methods research using observation, structured interviews and questionnaires. The sample included 143 students and faculty within different generations, and three library staffs at The United States International University-Africa’s Library. Quantitative data were analyzed through SPSS and Excel, while qualitative data were analyzed according to the theme of this study. Likert-scale responses were used to measure information behavior of users’ needs and preferences.

Findings

Findings showed that the library is serving two distinct generations with different needs: out of a mean score of 5.00 of sample surveyed; digital immigrants need information resources mainly for research at an aggregate 3.93 while digital natives need information resources mainly for examinations at an aggregate 4.01. Both generations need to use technology to access and use information resources at 94% of digital immigrants and an aggregate 81.5% of digital natives surveyed. The library is training both user groups accordingly. This answered the research problem this study sought to assess.

Research limitations/implications

The generation of users was known only after administering the questionnaires. Consequently, the researcher targeted them using the status of respondents, faculty or student, to maximize sampling for each generation. Undergraduate and master’s students were used to target digital natives, while the faculty was used to target digital immigrants. PhD students were used to target both digital immigrants and digital natives. This study was done only in one location, USIU-Africa’s Library.

Originality/value

This study assessed how different generations within academic libraries in Kenya could be guided to effectively and efficiently adapt to global changes. This study assessed generational influence on needs and preferences in access and use of information resources, and assessed how academic libraries are concurrently and successfully serving variant user needs in Kenya,

Abstract

Purpose

The job market of library and information professionals has expanded from academic to industrial, special and business libraries. The unique nature of the organizations, their data and clientele demand a different set of competencies. The purpose of this study is to explore the competencies of information professionals from the perspectives of business employers – a comparatively new job place for the library and information management professionals.

Design/Methodology/Approach

Exploratory sequential mixed methods approach was used to meet objectives of this study in two phases. In the first phase, qualitative data was extracted from panel discussion. Themes were extracted from this qualitative data. In the second phase, a questionnaire was designed which was based on qualitative themes. The instrument contained the nine-point Likert type scale and was filled by the business and industry human resource managers. The quantitatively gathered data were analysed while using descriptive and inferential statistical techniques in the Statistical Package for Social Sciences SPSS version 22.

Findings

The findings of this study indicate that work coordination, knowledge of intellectual property rights, online searching ability, leadership qualities, trustworthiness and background knowledge of the prospective organizations are the basic competencies required by the business employers.

Practical Implications

This study will guide the students on which qualities they are required to obtain to qualify for jobs of information professionals in the current employment sector. Additionally, it will provide guidelines to the continuous education programme designers, prompting them to include in their trainings the vital qualities of candidates required by the current job market.

Originality Value

This is the maiden study that has explored the competencies of library and information management professionals through exploratory sequential mixed methods.

Abstract

A pooled income fund (PIF) is one of the methods created under the 1969 Tax Reform Act whereby a taxpayer may make a tax‐deductible remainder gift to a charitable organization. The fund, established by a charitable organization to receive irrevocable gifts from at least two donors, pays current income to the individual beneficiaries for life, but at the termination of each income interest, the allocable principal must revert permanently to the charitable organization. In recent years, a number of PIFs have been offered to the public by charitable organizations through broker‐dealers or related entities. There are numerous securities‐law issues implicated by the sales of these PIFs, including: (i) whether broker‐dealers may solicit donations to such funds and receive compensation for their solicitations; (ii) the effect of the broker‐dealers’ solicitation and receipt of compensation have on securities registration for the PIF or units offered therein under the Securities Act of 1933, the Securities Exchange Act of 1934, or the Investment Company Act of 1940; (iii) whether staff and persons affiliated with the sponsoring charity, including parties assisting them in the marketing of such pooled income funds, also should be permitted to solicit donations; (iv) whether such charities or persons, or parties assisting them in the marketing of such pooled income funds, then should be required to register as broker‐dealers; (v) what securities licenses may be required of the aforementioned parties; and (vi) whether there are ways to design the manner in which third parties other than broker dealers are compensated to resolve any potential issues arising from answers to the previous questions. This article first sets forth the applicable law involved in the analysis and then attempts to answer each of the issues presented above.

Abstract

During the NEA’s early years, the higher education community formed the core of the organization’s leadership, and higher education issues in turn represented a key area of NEA policymaking. The late 19th and early 20th century Association was fundamentally a professional group with a large teacher membership but little teacher representation in its leadership. In fact, it was only after the first 100 years of the NEA’s existence that the organization made an effective transition toward becoming a labor union, led by teachers and faculty members and focusing its primary energies on collective bargaining – first in the K-12 arena and soon after in higher education. Most recently, the NEA has sought to synthesize the two roles – that of professional association and union.
