Abstract

Purpose

During the past few years, only a limited number of construction projects in Palestine were completed on time; indeed many of these projects had been delayed for reasons believed to be outside the control of both the contractors and owners. Such delays have given rise to many claims and conflicts. The aim of this paper is to investigate this widespread phenomenon, and its associated problems, from the perspective of the local contractors.

Design/methodology/approach

The paper reports on a questionnaire‐based research investigation targeting local contractors with a focus on critical problems associated with the process of claim management, starting with claim identification, through to claim notification, examination, documentation, presentation, and negotiation.

Findings

The paper presents the survey results and main findings which indicate that: lack of site staff awareness to proactively detect claims, inaccessibility or unavailability of relevant documents, and conflicts arising during owner/contractor negotiation are all critical problems associated with the process of claim management.

Originality/value

The outcome of this research will assist local contractors in understanding the critical problems associated with the process of claim management; thus minimizing the number of, and cost associated with, claims and conflicts.

Abstract

Purpose

Labor productivity is one of the most important factors that affect the physical progress of any construction project. In order to improve labor productivity, site production should be measured on a regular basis, and then compared to acceptable standard benchmarks. The objective of this paper is to measure masonry labor productivity in Gaza Strip, Palestine, using a consistent benchmarking approach.

Design/methodology/approach

Production data were collected from nine different construction projects located in Gaza. For each project, values for baseline productivity, disruption index, performance index and project management index were calculated.

Findings

Based on the nine targeted projects, the baseline productivity of masonry works in Gaza seems to range from 0.29 to 0.80 work‐hours per square meter. Calculated values were utilized to develop a correlation between two project benchmarks (i.e. disruption and project management indices). AS only four out of the targeted nine projects performed reasonably well, the paper strongly recommends developing a benchmarking standard for each local construction firm in Palestine which may lead to an improvement in the national construction productivity.

Originality/value

The outcome of this research will improve the national construction productivity in Palestine and highlights the benefit of improving benchmarking standard.

Abstract

Purpose

The purpose of this paper is to identify and rank the factors that affect the bid/no bid decision according to their relative importance from the perspective of the contracting parties operating in the Gaza Strip, Palestine.

Design/methodology/approach

The objectives of this research were investigated through a postal questionnaire, which covered a randomly selected sample of 63 contractors, 29 clients and 13 consultants operating in the construction industry in the Gaza strip. The questionnaire was structured based on related literature, the pilot study and actual factors affecting bidders' decisions to bid or not that arise from special conditions in the Gaza Strip. A total of 78 factors that affect the bid/no bid decision were identified. These factors were then ranked according to their relative importance to contracting parties operating in the Gaza Strip, Palestine.

Findings

The results illustrate that the financial capability of the contractors, the financial capability of the clients, the financial values of the project, the due date of the payments, the availability of construction raw materials in local markets, and the stability of the construction industry were the most critical factors affecting the bid/no bid decision, as agreed by all respondents.

Originality/value

The paper provides supportive practical solutions for contractors, clients and consultants to enhance and improve bidding decisions. It is recommended that clients and consultants consider the financial capabilities, technical capabilities and staff competencies of the contractors during the awarding stage, and not simply focus on the lowest bid.

Abstract

Purpose

The purpose of this paper is to identify and assess the key performance indicators (KPIs) for the maintenance of public hospital buildings in the Gaza Strip.

Design/methodology/approach

Four KPIs were identified and evaluated in this paper: building performance indicators (BPI), maintenance efficiency indicators (MEI), annual maintenance expenditure (AME) and urgent repair request indicator. Twenty-one buildings in 13 public hospitals in Gaza Strip Governorate were taken as the sample of this study.

Findings

The results indicated that the European Gaza hospital has the highest BPI score (81.66) and the Dorra hospital has the lowest BPI score (68.26). The findings revealed that the average AME for all hospitals was $13.8/m2 which is considered to be below the standard level of expenditure. The MEI for Gaza public hospital buildings was found to be equal to 0.3 which indicated low level of maintenance expenditure.

Research limitations/implications

Unavailability of certain data, lack of maintenance documentation and comparison difficulty between the Gaza Strip and Israel due to political, cultural and financial situation were some of the limitations of this study.

Practical implications

The Ministry of Health (MoH) can utilize the results of this study and consider it as benchmarking for maintenance management in public hospital buildings. This can improve the current maintenance situation which ultimately will improve the health-care situation in Palestine. The Palestinian MoH should look for external funding to increase the AME, as well as aim at increasing the MEI.

Social implications

The health-care situation in Palestine will be improved.

Originality/value

This study is considered the first study to identify and assess the KPIs in the Gaza Strip. KPIs will assist the MoH to compare the actual and estimated performance in terms of effectiveness, efficiency and quality of workmanship.

Abstract

Purpose

The purpose of this paper is to develop a structural relationship model to study the relationship between causes and effects of poor communication and information exchange in construction projects using Smart-PLS.

Design/methodology/approach

The first method of this research is to identify the causes and effects factors of poor communication in construction projects from the extant of literature. The data used to develop the model was collected using a questionnaire survey, which targeted construction practitioners in the Malaysian construction industry. A five-point Likert type scale was used to rate the significance of the factors. The factors were classified under their relevant construct/group using exploratory factor analysis. A hypothetical model was developed and then transformed into Smart-PLS in which the hypothetical model suggested that each group of the cause factors has a direct impact on the effect groups. The hypothesis was tested using t-values and p-values. The model was assessed for its inner and outer components and achieved the threshold criterion. Further, the model was verified by engaging 14 construction experts to verify its applicability in the construction project setting.

Findings

The study developed a structural equation model to clarify the relationships between causes and effects of poor communication in construction projects. The model explained the degree of relationships among causes and effects of poor communication in construction projects.

Originality/value

The published academic and non-academic literature introduced many studies on the issue of communication including the definitions, importance, barriers to effective communication and means of poor communication. However, these studies ended up only on the general issue of communication lacking an in-depth investigation of the causes and effects of poor communication in the construction industry. The study implemented advanced structural modeling to study the causes and effects. The questionnaire, the data and concluding results fill the identified research gap of this study. The addressed issue is also of interest because communication is considered one of the main knowledge areas in construction management.

Abstract

Purpose

This paper aims to investigate the use of alternative dispute resolution (ADR) techniques in the Palestinian construction industry. It also seeks to identify some of the drivers and barriers to the greater use of particular ADR techniques.

Design/methodology/approach

In this study, 12 semi-structured in-depth interviews were conducted with senior ADR practitioners comprising nine construction professionals, two eminent lawyers and a retired judge.

Findings

This research has explored the practices of mediation, adjudication and expert evaluation in the Palestinian construction industry and has identified deficiencies in implementation and the roles that the cultural and legal contexts play in this. The research findings cast some doubt on the results of previous studies asserting the widespread use of construction mediation.

Originality/value

This paper contributes to knowledge by bringing new insight into the practice of particular ADR techniques in the Palestinian construction industry and in identifying challenges to the more widespread adoption of these ADR techniques. This paper exposes the myth of the popularity of construction mediation and the dilemma to the use of mediation brought by the social construction and conceptualisation of the mediator’s role.
