Abstract

Purpose

The purpose of this paper is to identify and assess the key performance indicators (KPIs) for the maintenance of public hospital buildings in the Gaza Strip.

Design/methodology/approach

Four KPIs were identified and evaluated in this paper: building performance indicators (BPI), maintenance efficiency indicators (MEI), annual maintenance expenditure (AME) and urgent repair request indicator. Twenty-one buildings in 13 public hospitals in Gaza Strip Governorate were taken as the sample of this study.

Findings

The results indicated that the European Gaza hospital has the highest BPI score (81.66) and the Dorra hospital has the lowest BPI score (68.26). The findings revealed that the average AME for all hospitals was $13.8/m2 which is considered to be below the standard level of expenditure. The MEI for Gaza public hospital buildings was found to be equal to 0.3 which indicated low level of maintenance expenditure.

Research limitations/implications

Unavailability of certain data, lack of maintenance documentation and comparison difficulty between the Gaza Strip and Israel due to political, cultural and financial situation were some of the limitations of this study.

Practical implications

The Ministry of Health (MoH) can utilize the results of this study and consider it as benchmarking for maintenance management in public hospital buildings. This can improve the current maintenance situation which ultimately will improve the health-care situation in Palestine. The Palestinian MoH should look for external funding to increase the AME, as well as aim at increasing the MEI.

Social implications

The health-care situation in Palestine will be improved.

Originality/value

This study is considered the first study to identify and assess the KPIs in the Gaza Strip. KPIs will assist the MoH to compare the actual and estimated performance in terms of effectiveness, efficiency and quality of workmanship.

Abstract

Purpose

The Gaza Strip in Palestine is suffering from a shortage of water and energy. To manage the current situation and address future issues, practical approaches need to be adopted to enhance water and energy efficiency. The purpose of this paper is to elicit professionals’ perceptions of the drivers affecting water and related energy consumption in residential buildings in the Gaza Strip.

Design/methodology/approach

In total, 19 drivers were identified from previous research and modified according to the results of a pilot study. These drivers were ranked under a Relative Importance Index (RII). A questionnaire survey was then administered and non-random purposive sampling used. The population of this study comprised stakeholders, including the United Nation Refugee Work Agency, Gaza Strip Governorates Municipalities, and the Coastal Municipalities Water Utility.

Findings

The results of all drivers (i.e. RII=71.43 per cent, mean=3.57) indicated that the respondents agreed about which drivers were affecting water and energy consumption. The sign Test-value was a positive 4.55 and the p-value was 0.000 (i.e. smaller than the level of significance a=0.050). The means of these drivers differed significantly and were greater than the hypothesised value of 3. Accordingly, it was concluded that the drivers investigated significantly affected household residents’ consumption of water and energy in residential buildings. The study revealed that climate changes, knowledge of how to conserve water and energy and household size were the most important drivers affecting household residents’ consumption of water and related energy in residential buildings.

Practical implications

The study will assist the parties concerned about water and energy use to be aware and understand the drivers affecting water and related energy the consumption in order to provide household residents with the necessary knowledge to ensure conservation and sustainability. Although this study related to a narrow geographical area in Palestine, the findings could be useful to similar locations in the Middle East and Africa.

Originality/value

This research demonstrates the drivers affecting water and related energy the consumption in residential buildings in the Gaza Strip which is considered the first study in Palestine and in the region. The study provides a useful platform for the development of appropriate water and energy strategies in Palestine and other similar geographical locations in the Middle East.

Abstract

Purpose

The purpose of this paper is to develop a structural relationship model to study the relationship between causes and effects of poor communication and information exchange in construction projects using Smart-PLS.

Design/methodology/approach

The first method of this research is to identify the causes and effects factors of poor communication in construction projects from the extant of literature. The data used to develop the model was collected using a questionnaire survey, which targeted construction practitioners in the Malaysian construction industry. A five-point Likert type scale was used to rate the significance of the factors. The factors were classified under their relevant construct/group using exploratory factor analysis. A hypothetical model was developed and then transformed into Smart-PLS in which the hypothetical model suggested that each group of the cause factors has a direct impact on the effect groups. The hypothesis was tested using t-values and p-values. The model was assessed for its inner and outer components and achieved the threshold criterion. Further, the model was verified by engaging 14 construction experts to verify its applicability in the construction project setting.

Findings

The study developed a structural equation model to clarify the relationships between causes and effects of poor communication in construction projects. The model explained the degree of relationships among causes and effects of poor communication in construction projects.

Originality/value

The published academic and non-academic literature introduced many studies on the issue of communication including the definitions, importance, barriers to effective communication and means of poor communication. However, these studies ended up only on the general issue of communication lacking an in-depth investigation of the causes and effects of poor communication in the construction industry. The study implemented advanced structural modeling to study the causes and effects. The questionnaire, the data and concluding results fill the identified research gap of this study. The addressed issue is also of interest because communication is considered one of the main knowledge areas in construction management.

Abstract

Purpose

Knowledge and application of energy management during the life cycle of construction projects are lacking. The purpose of this paper is to identify and investigate the key barriers that are faced by contracting firms in the implementation of energy management during building construction projects focussing on construction plants, as they are considered as the major energy users on site.

Design/methodology/approach

A questionnaire survey was employed and distributed using stratified random sampling to 100 contracting companies operating in the Gaza Strip. The collected data were analysed using the Statistical Programme for the Social Sciences (SPSS; Version 22) to identify the number of components that could represent the 31 identified barriers.

Findings

From the factor analysis, the barriers were clustered into four factors: economic and financial (which accounted for the largest percentage of variance), knowledge and information, legal and contractual, and organisational and management. This indicates that economic and financial aspects are the most important barrier impeding the implementation of energy management; local contractors should seriously consider this issue when making decisions about energy management during project construction. In addition, the lack of energy-management codes and lack of governmental support are significant obstacles to the implementation of energy management on construction sites.

Research limitations/implications

Although the objective of this study was achieved, there were some study limitations. This study is limited to the perceptions and geographical boundaries (i.e. the self-governing territory of Gaza Strip in Palestine as a developing country), therefore, it cannot be generalised. However, it could form the basis for useful comparison in the future. A future study may be carried out with a much larger sample size to validate the conclusions of this study. Triangulation research methods could also be employed in future research in order minimise the bias and validate the conclusion. Further study regarding energy management throughout the whole life cycle of the development is recommended.

Practical implications

This paper has highlighted a number of barriers to efficient energy management during the project construction phase. It is critical for local regulators to take note of the economic and financial barriers to facilitate a more energy-conscious society where incentives (could be via tendering preferences) can encourage both clients and contractors to proactively conserve energy during construction. As for the contractual barriers, the local government should lead by example in including “energy consumption” as a leading indicator for evaluating project performance.

Originality/value

This study also provides practical knowledge for stakeholders so that they can develop effective methods to overcome the identified barriers to attain higher levels of sustainable energy management. This study can contribute to knowledge in the developing countries context concerning energy management and conservation in construction projects.

Abstract

Purpose

Delayed payments have been long standing, pressing issue in construction projects, especially in Government-funded construction projects. The root causes and the consequences of delayed payments must be identified before implementing strategies to mitigate the consequences of such delayed payments. However, these causes and consequences and the parties responsible for managing the delayed payments have not been identified so far. Therefore, the purpose of this study is to investigate the management of payment delays in Government-funded construction projects.

Design/methodology/approach

The study used a mixed approach comprising four case studies and a questionnaire survey. The empirical data collected from the case studies and the questionnaire survey were analysed using manual content analysis and mean rating, respectively.

Findings

The study identified the most significant causes and the most significant consequences of delayed payments that occur in Government-funded construction projects. It also revealed the strategies that clients, consultants, contractors and other parties can adopt to mitigate the adverse consequences of such delayed payments.

Originality/value

This study identified the most significant causes of delayed payments in Government-funded construction projects, the most significant consequences of such delayed payments and the most suitable strategies the clients, consultants and contractors can adopt to mitigate the consequences of such delayed payments. Thus, this study supports streamlining the management of payment delays in Government construction projects and identifies the roles that different parties must play in managing payment delays in Government building projects, which is an under-researched area.

Abstract

Purpose

Construction projects within Malaysia are plagued by time overruns that can transform what should have been successful projects, into those incurring additional costs, disagreements, litigation and in some cases abandonment. To help better understand this problem, the purpose of this paper is to investigate Malaysian project characteristics in relation to time overruns.

Design/methodology/approach

In total, 150 Malaysian quantity-surveying organisations provided data relating to recent projects they have worked on. Project characteristics considered in analysis are new build and refurbishment, public and private sectors, procurement methods used, nature of projects and tendering methods.

Findings

Public sector projects were found more prone to overruns than those in the private sector; refurbishment projects experienced better time performance than new build; construction management demonstrated better time performance than design-build or traditional procurement; and infrastructure projects/negotiated tendering, performed better than selective/open tendering, respectively. The study also developed a linear model to predict project duration, based on contract period.

Research limitations/implications

The study adds a geographically specific detailed analysis to the extant literature of project performance generally and to that of time overruns more specifically.

Practical implications

Findings provide stakeholders with information that may help mitigate the frequency of project delays among construction projects, especially in Malaysia.

Originality/value

The analysis and modelling of time overrun in relation to Malaysian project characteristics in this way is novel.

Abstract

Purpose

This study aims to identify the enabling factors for Building Information Modeling (BIM) adoption in Vietnamese construction enterprises and uncover their interrelationships. This will help stakeholders focus on controlling and allocating resources (time, personnel, and costs) appropriately to adopt BIM and differentiate themselves from fierce competition in the architectural, engineering, construction and operations (AECO) industry.

Design/methodology/approach

This study first identifies and evaluates 32 enabling factors for applying BIM in the Vietnamese construction industry according to the TOE extended framework. Afterwards, a hybrid questionnaire survey using a convenient sampling method is conducted to capture stakeholders' views. The exploratory factor analysis (EFA) and the partial least squares structural equation modelling (PLS-SEM) technique are then applied to identify the constructs of the enabling factors and their interrelationships.

Findings

The study extracts six constructs that could have a significant impact on the adoption of BIM in construction enterprises, namely: technical feasibility (TF), human resources and management (HRM), company business vision (CBV), political environment (PE), economic viability (EV), and legal aspects (LA). Based on eleven proposed hypotheses, the analysis results confirm nine hypotheses and show that the HRM, TF, and CBV have the strongest effects on managers in evaluating the factors for BIM.

Originality/value

The results of the study fill the gap in knowledge by discovering the interrelationships among the enabling factors for BIM adoption in construction enterprises. The results might support the construction enterprises and their stakeholders in increasing the application of BIM, and digital transformation in construction industry.
