Abstract

Addresses the standardization of the measurements and the labels for concepts commonly used in the study of work organizations. As a reference handbook and research tool, seeks to improve measurement in the study of work organizations and to facilitate the teaching of introductory courses in this subject. Focuses solely on work organizations, that is, social systems in which members work for money. Defines measurement and distinguishes four levels: nominal, ordinal, interval and ratio. Selects specific measures on the basis of quality, diversity, simplicity and availability and evaluates each measure for its validity and reliability. Employs a set of 38 concepts ‐ ranging from “absenteeism” to “turnover” as the handbook’s frame of reference. Concludes by reviewing organizational measurement over the past 30 years and recommending future measurement reseach.

This paper aims to examine the influence of records management practices on staff performance among administrative staff in private universities in Uganda.

Abstract

Purpose

This paper aims to examine the influence of records management practices on staff performance among administrative staff in private universities in Uganda.

Design/methodology/approach

Using surveys, this study took a cross-sectional descriptive and analytical design. Out of a population of 177, the study targeted a sample size of 123 respondents. Using proportionate random sampling, data were obtained from 104 usable questionnaires. The researchers applied Statistical Package for Social Scientists (SPSS) to test all the four hypotheses. The results are presented in terms of hierarchical regression analysis models.

Findings

Records creation, records maintenance and records disposal are significant predictors of administrative staff performance in chartered private universities in Uganda.

Practical implications

This study is relevant to heads of private universities, as it will guide them to set up and implement records management policies and practices, which are relevant for improving staff performance at work. They will be able to closely adhere to efforts that imply appropriate management of records to promote decision-making, cost reduction and information processing. Private university owners could appraise university management based on whether they can successfully execute records management-related policies and procedures for staff performance.

Originality/value

This study demonstrates that the application of proper records management practices translates into increased administrative staff performance in terms of efficiency and effectiveness within the workplace.

Abstract

Purpose

The purpose of this paper is to assess the records system of a Turkish public university, using the example of Hacettepe University in order to develop records management programs in Turkish universities.

Design/methodology/approach

A survey method is used in this research; data are gathered through literature reviews, legal analysis, questionnaires, and interviews. Analyzing the information gathered concerning the differences and commonalities of the systems will allow researchers to develop solutions for records management.

Findings

The paper finds that institutional processes in Turkish public universities relating to records are not able to meet legal and administrative requirements, and this inadequacy resulted from erroneous applications, insufficient legal regulations, lack of quality‐based administrative structure, ineffective records management systems, and unqualified staff.

Originality/value

This paper uses analysis techniques specific to the records management and quality management fields in order to provide information about the administrative systems needed for quality‐based systems documentation.

Abstract

Purpose

This study aims to explore the principles and practices for managing records with the lens of functional analysis and knowledge management by using a case study that focuses on the experience of implementing records management at a public high school in Hong Kong.

Design/methodology/approach

A single case study is chosen as the research method for this paper. A series of qualitative interviews and documentary analysis were used to collect and triangulate the qualitative data.

Findings

The results show that the case school adopted a hybrid top-down and bottom-up approach to record management, facilitate decision-making and manage knowledge. The school adopted the taxonomy provided by the quality assurance framework as the functional classification in a digital archive in the records management system.

Practical implications

This study provides a set of taxonomy and a hybrid top-down and bottom-up approach to schools for ensuring that accurate information of all school activities is kept and can facilitate an effective and evidence-based, decision-making process.

Social implications

Identifying taxonomy and management practices for effective documentation in public schools can support planning, assist with organising the continuity of improvement plans and increase reporting and accountability to society.

Originality/value

This study offers a taxonomy and management approach to the literature of records management and the practices for promoting and improving records management in school.

Abstract

The Australian Series system is an archival control or metadata system, used primarily to describe records in the custody of archival institutions. However, the article explains how concepts and descriptive model embodied in the system can also be usefully employed to document the content, context and management requirements of current records, including electronic records, at an aggregate level. This can assist in situations where records have been undermanaged, where the functionality of existing systems is limited, or where there are multiple localised systems. The system can be used as a basis to gather and present structured evidence of the need to improve existing practices. It can also assist the management of legacy records, once improved systems have been established.

Abstract

Purpose

The purpose of this paper is to present an analysis of parental leave use and long-term employment trajectories of parents in Luxembourg based on anonymous administrative records. This is the first systematic analysis of parental leave take-up rates and return rates for Luxembourg using a large and reliable data set.

Design/methodology/approach

The authors use highly detailed administrative data to calculate take-up and return rates for parental leave for both men and women working in Luxembourg. To gain deeper insights into the employment trajectories of parents, the authors deploy the visualisation tools of the TraMineR package, which allow the authors to trace developments over time.

Findings

The authors estimate take-up rates for parental leave at 72 per cent for mothers and 13 per cent for fathers. The return rates for mothers are 88.4, 99.4 and 70.8 per cent depending on whether they took full-time, part-time or no parental leave. In contrast, over 95 per cent of fathers remain employed following parental leave. The trajectory analysis reveals that the event of birth is a clear turning point for the majority of the female trajectories, but not for the male ones.

Originality/value

The paper contributes to the literature in at least several ways. First, this is the first available paper presenting the situation in Luxembourg using a large and reliable data set. Second, by including fathers in the analysis, the authors contribute to the available knowledge of male use of parental leave, which has been the subject of continued policy efforts in the past decades. Finally, the authors show how parental leave can be analysed using sequence analysis tools and how this method offers additional, holistic insights into work-family patterns over time.

Abstract

Purpose

The purpose of this study is to assess the appraisal of records at the University of Witwatersrand and the University of Venda. Furthermore, the study intends to recommend appraisal of records to recognize African culture, reviewing records management policy to include an element on the appraisal of records, raise awareness on the appraisal of records, capacity building and develop electronic records management strategy to appraise records.

Design/methodology/approach

This study is based on the qualitative research technique. The research approach is a multiple case study comparing the previously advantaged and disadvantaged universities in South Africa.

Findings

The study found that archives and records management legislation, archives and records management policy, re-appraisal of records, capacity building are essential for the appraisal of university records. Lack of appropriate appraisal theory and strategy by the University of Witwatersrand and the University of Venda leads to a loss of institutional memory.

Research limitations/implications

This research is limited to the University of Witwatersrand and the University of Venda. These two institutions are a sample of the state of archiving in South Africa.

Originality/value

There is very little, if any, research on the appraisal of South African universities' records. The outcome of this research will benefit universities that are seeking to develop and implement appraisal strategies.

Abstract

Purpose

The purpose of this study was to investigate the state of appraisal with regard to compliance with archives and records management legislations (ARML), the archives and records management policy (ARMP), reappraisal of records, capacity building, archives building and electronic records management (ERM) and to make a recommendation based on the research findings.

Design/methodology/approach

This study was based on the qualitative research technique. The research approach was a multiple case study comparing the previously advantaged and disadvantaged universities in South Africa.

Findings

The study found that ARML, ARMP, reappraisal of records and capacity building are essential for the appraisal of university records. The lack of appropriate appraisal theory/strategy led to a loss of institutional memory.

Research limitations/implications

This research was limited to the University of the Witwatersrand (WITS) and the University of Venda (UNIVEN). These two institutions are representatives of the state of archiving in South Africa.

Practical implications

This research will serve a benchmark for other South African universities, intending to implement systematic disposal of records in compliance with legislations and policies.

Social implications

Failure by universities to appraise records will lead to the loss of institutional memory. This implies that history of institution will be lost if necessary measures are not taken.

Originality/value

Abstract

Purpose

The purpose of this paper is to describe the development of a knowledgebase supporting a prototype Europe‐wide time‐spatial search interface for historical resources. It discusses how this structure could be used to access other types of digital heritage content.

Design/methodology/approach

By using a relational database with spatial capabilities, a multi‐lingual search structure has been created which supports a temporal map and a facetted browser, collaborative facilities and a heritage resource viewer, with links to online catalogues.

Findings

Combining data from three states with very different histories identified the strengths and weaknesses of the approach. The framework's flexibility means it could easily be re‐purposed to support front ends to other types of cultural content.

Research limitations/implications

Due to the variability in the administrative unit source data, its initial integration required significant manipulation to achieve consistency; however, the benefits of data assimilation ensure the base framework is as efficient as possible.

Practical implications

Usage levels of on‐line cultural resources will be far higher if ordinary users can access them via access routes which have meaning for them, such as by locality/place. Ontology‐based geographical frameworks are much easier to search by place name than are conventional GIS systems, and vastly more accessible to search engines.

Originality/value

This interface demonstrates the potential for integrating data from any number of different national organisations into a single user tool. It also highlights the potential for utilising the underlying structure in multiple contexts.

Abstract

Purpose

The Foreign Affairs and International Trade Canada (DFAIT), Government of Canada, through Shastri Indo‐Canadian Institute, encourages Indian scholars for Understanding Canada Faculty Research, Fellowships; the author visited Canada during March 2010 to study Canadian archival system, especially records management in archives in Ontario province; the driving rationale for the study was the realization that there existed very few or no archives and record management (ARM) programs in India. This study intends to report different types of ARM programs in Canada, with special reference to e‐records management, namely automation status, creation of virtual exhibits, preservation of digital images, metadata standard for e‐records, etc.

Design/methodology/approach

The author visited national, provincial and municipal archives and conducted unstructured interviews with archives staff/managers.

Findings

Records are considered as commodity and attempts to improve their management has necessitated a more integrated and controlled approach. In this study, it is noted that archivist and records managers have at present very little influence on policy implementation of archives and working under university librarian and less influence on decision making. All the university archives get a nominal amount from library budget. No separate budget for archives is available; modest budgets are allocated for rare book collection. The total archives concept in English Canada is based on the American system. The responsibility for collecting and copying its historical records fell to the government; with the so‐called convergence of technologies helping to fulfill new demands and rising expectations and to empower the end‐user. It was possible to establish very good relations with the archivists of these institutions and the author is keen to keep contact with them. It is expected that this study will serve as a building block to deeper examinations of broader issues such as the core competencies with respect to records management with special reference to e‐records management.

Research limitations/implications

The prime objectives were to overview the current state of active and passive record keeping in the Government of Canada and identify the core competencies required to build effective record keeping infrastructures in the digital environment that has emerged in most government institutions. During a period of one month, the author was able to visit only selected archives in Toronto and Ottawa. The archives in other parts of Canada are not included in this study due to time limit.

Originality/value

The paper presents a study of the archival system in Canada and its role and contribution towards promoting a knowledge society in Canada.
