Abstract
Purpose
This paper aims to show the aligned development that took place in public administration and public financial management toward serving public values. By analyzing the mode of institutions’ interaction, the paper attempts to pinpoint the changing trends in budget institutions in Egypt, probing the extent to which they can be read from an administrative perspective and the possibility of enhancing budgetary outcomes under the existing administrative arrangements.
Design/methodology/approach
An analytical framework for public management administrative and budgetary institutions’ alignment is presented. A ladder analysis is developed to highlight the consistency of rationale between the two sets of institutions. The alignment is demonstrated at three consecutive levels: control and discipline, efficiency and effectiveness and openness and communication.
Findings
The international experience reveals that the alignment of administrative and budgetary institutions is both theoretically traceable and practically applicable in the case of developed economies. Whereas, in the case of Egypt, both sets of institutions have been exposed to best practices; yet, they are not seen as complementary and enforcing each other. The internalization of the benefits of reforms in the two tracks into an integrated public management context in the case of Egypt is not reached.
Practical implications
Egypt needs to ensure the alignment of both dimensions to maximize the benefits of reform.
Originality/value
The ladder approach sorts the developments in both administrative and budgetary institutions into three levels to help assessing the maturity and conformity in countries’ public management systems.

Abstract
From its inception the Comparative Public Administration discipline was intended to examine and inform deliberate changes in public sector institutions. For example, one of its founders and leaders Fred Riggs called for better understanding of “the forces which lead to administrative transformations” to improve the effectiveness and efficiency of administrative institutions (Riggs, 1964, p. 3). But their attempts to systematically examine the challenges of administrative institutional reforms and synthesize lessons by developing conceptual and theoretical frameworks drawing from institutional literature in other disciplines faced numerous obstacles. For example, the Comparative Administration Group's initiative to examine these challenges in 1960s under the leadership of Fred Riggs lost momentum due to the complexity of the subject, excessive criticism of its theories, ethnocentric sentiments, and limited funding. More-recent research has also been stifled by limited interest in the subject and a lack of general conceptual and theoretical frameworks that hinders synthesis of scholarship (Jreisat, 2005). Thus, the remaining challenge is “how to utilize the wide-ranging human experience to advance knowledge about administrative reform and how to apply it to institutional capacity building” (ibid.).

Abstract
Following the collapse of the Soviet Union, Kyrgyzstan found itself cut out from Moscow's subsidies that constituted 10% of its GDP at that time (World Bank, 2003). Kyrgyzstan's economy went into severe crisis as it was interwoven into the economic infrastructure of the other republics of the former Soviet Union, which were also disintegrating. Hence, the most urgent issue on the agenda of the government and donors was economic recovery and stabilization. Partly because of this excessive external economic dependency, the new government was forced to seek out funds from donors in exchange for a commitment to a series of institutional reforms.

Abstract
The second of a two‐part article (Part I published in IJPSM , Vol. 5 No.1) which continues the historical overview from 1949 when the new democratic government instigated administrative reforms based on initiatives from foreign research. In the period after the Second World War attempts at reform were hindered by increased number of Civil Servants and economic problems, particularly inflation and a fall in the standard of living. Traces the difficulties which emerged between the bureaucracy and successive governments as a direct result of their failure to appreciate the role of the bureaucracy. The 1960 revolution led to the establishment of three bodies with specific tasks to change the structure of the economic and administrative systems and to implement five‐year plans, but which met with limited success. Discusses the ensuing excessive review and evaluation in every sphere of state activity which has continued to date.

Abstract
Purpose
The paper aims to ascertain the governance arrangements of higher education providers in Cambodia and to seek insights into institutional governance while its higher education sector is in a significant transition towards the market model.
Design/methodology/approach
The empirical research underpinning this paper applies a qualitative method, based on an interpretivist approach to inquiry. The study uses semi-structured interviews with 38 key research participants from relevant institutions. The data analysis follows a thematic coding approach.
Findings
The study has found that despite their divergent governance arrangements, three forms of higher education providers – public institution, public administrative institution and private institution – have become increasingly similar because of their convergent trend towards commercialization and politicization. These two critical issues are considered threats to institutional development in Cambodia.
Research limitations/implications
The interviews were conducted with the key actors at leadership and management levels. This leaves room for future research to investigate the institutional governance issue at faculty and student levels to develop a deeper understanding about the on-the-ground implementation. This paper is a useful information source for policymakers, institutional leaders and educational practitioners.
Originality/value
This paper addresses the under-researched issue of institutional governance in Cambodia and critically examines the assumption that devolution and privatization of higher education in Cambodia will help advance the sector for economic development. The paper contributes to the ongoing academic debate in the higher education domain while higher education institutions are struggling to sustain their place in the competitive marketplace.

Abstract
Achievement of objectives of education and training is one of significant factors influencing quality of life. Higher education institutions use different work, teaching methods and tools; however they are inadequate in many cases. Today higher education institutions have problems concerning sustention and rise of certain level of education by giving the job for graduates, using of new technologies that help to present, manage, evaluate and control knowledge. The main objectives of quality management system (QMS) at higher education institutions are as follow: to assure continuous improvement of education quality; to demonstrate performance results and relevant facts to the interested parties (customers of college or university, social partners, administrative institutions) showing the abilities of education institution to prepare high qualification specialists that fully correspond to changing requirements of labour market. The QMS at education institutions should be designed as continuous process, considering that the quality of final product is the result achieved in primary processes. The process shall involve all interested parties. Parameters and indicators of education quality can help to analyze the efficiency and effectiveness of existing QMS. The results of quality audits should be also taken into account when designing and implementing QMS at organization. Literature review showed that for the assurance of education quality three different approaches prevail: total quality management (TQM); requirements of quality awards and assessment models; and QMS corresponding to the requirements of ISO 9001 standard. The case study of QMS design and implementation at Vilnius Law and Business College is presented in the paper. The peculiarities, difficulties and obstacles of QMS implementation in the higher educations institutions are analysed in more detail in this article.

Abstract
Purpose
The purpose of this paper is to examine three substantial trends in public administration research from a Norwegian perspective with a special focus on administrative reform that addresses organizational arrangements rather than changes of policy by focusing on government capacity and good government.
Design/methodology/approach
The paper is synthesizing trends in Norwegian public administration research over the past 30 years by using existing publications and also by contrasting it to development in other countries.
Findings
The paper describes, first, the theoretical development toward meso-level theories and an institutional turn in public administration research. Second, it focuses on the methodological development toward more time series analysis and comparative and objective data. Third, it addresses the trend from processes and administrative behavior to performance and effects.
Originality/value
The paper addresses the increasing internalization of public administration research, the strengthened focus on empirical studies of “living” organizations, the need to address the big issues and large forces in public administration and also the transformative periods and unsettled situations going beyond settled stable situations.
