Abstract

Purpose

The purpose of this paper is to introduce the anniversary issue marking 30 years of academic publication.

Design/methodology/approach

This anniversary issue contains 12 articles from 11 countries and 17 academic institutions which present literature reviews, meta-analyses, and novel studies. It also contains testimonials about the history of the journal from Enrique Ogliastri (Editor and/or Director between 1998 and 2018), Elvira Salgado (Editor between 2002 and 2013), and Carlos Pombo (Chief Editor, 2013 to the present).

Findings

The history of the journal may be divided into five stages: first, the foundation at the Universidad de Chile (1988-1998); second, the move to the Universidad de los Andes (Bogotá) and the preparation of a proposal to the Institute of Scientific Information (ISI) for inclusion among the scientific journals of the world (1999-2004); third, a period of consolidation in Latin America (2004-2007); fourth, the acceptance of the journal in ISI and the development of an electronic platform with free access to the journal (2008-2013); and fifth, the entry of the Emerald group as editorial partner (2013-2018).

Originality/value

The 12 articles present literature reviews, meta-analyzes, and novel studies.

La historia de la revista de CLADEA se podría dividir en cinco etapas: la fundación en la Universidad de Chile (1988-1998); pasó a cargo de la Universidad de los Andes (Bogotá), un período de puesta a punto para presentar al Institute of Scientific Information (ISI) la solicitud de ser analizada e incluida entre las revistas científicas del mundo (1999-2004); el período de consolidación en América Latina (2004-2007); la aceptación en ISI y el desarrollo de una plataforma electrónica de acceso libre a la revista (2008-2013); y el ingreso del grupo Emerald como socio editorial (2013-2018).

Case overview/synopsis

Caso de estudio escrito sobre la base de una historia real de éxito que explica el desarrollo de una solución tecnológica que permitió al Organismo Supervisor de Energía y Minería del Perú (OSINERGMIN) combatir eficazmente la informalidad en la comercialización de combustibles y convertirse en un referente en la región. La historia empieza recreando el sistema que existía de comercialización de combustibles y cómo las falencias del propio sistema alentaban la aparición de comerciantes informales que se beneficiaban de la situación. También se explica como la autoridad reguladora decide hacer frente a esta problemática creando una unidad especial que combata este flagelo y cómo después de algunos fracasos se logra diseñar una estrategia original con ayuda de la tecnología que finalmente logra controlar la informalidad

Escuelas de negocios, donde se pueden analizar diferentes aspectos como la estrategia empleada en la cadena de suministro del comercio informal o formal. También se recomienda su utilización en programas de maestría en sectores específicos, como la gestión pública o la administración de la energía. Abstract

Modernization attempts have been undertaken in Uruguay during the last 20 years, inspired by both neo-managerial and neo-Weberian approaches. However, except for a few cases, most reforms have failed to achieve substantial gains in administrative capacity, effectiveness, or efficiency. We argue that some virtuous qualities of Uruguayan democracy can also show a dark side as they frequently turn into obstacles for State sector reform, no matter its orientation. Firstly, the electoral and party system obliges the Executive to build wide interparty consensus through intensive negotiations in order to advance significant transformations. Secondly, there are multiple nonpartisan actors which are powerful enough to block reform attempts. Moreover, the current pact between politicians and bureaucrats carries several negative consequences: high politicization of management decisions, serious management deficit, as well as low responsiveness of middle and lower staff levels. For all these reasons, the road to modernization of public management in Uruguay is sinuous and plagued with obstacles.

Abstract

Purpose

This study empirically tests a model of human capital (HC) factors affecting the organisational competitiveness (OC) of automotive parts suppliers in the Industry 4.0 framework, including concepts such as Toyota Kata (TK), Kaizen and Quality 4.0, during the coronavirus disease 2019 pandemic.

Design/methodology/approach

An instrument was created to measure emotional intelligence (EI) and analytical skill (AS) as input variables and OC as the output variable. The instrument was distributed electronically to Tier 1 non-technical employees in Nuevo León and Querétaro, México. A total of 195 surveys were obtained. The instrument used stepwise multiple linear regression.

Findings

This study proposes a model to strengthen the OC of Tier 1 automotive parts supply industry from the perspective of HC factors. Furthermore, it is shown that EI and AS have a positive and significant impact on OC.

Practical implications

From an HC perspective, this study provides a useful basis to improve OC for researchers, industry experts and managers at different levels of the automotive industry, including the triple helix (academia, industry and the government).

Originality/value

No studies simultaneously test the relationship of EI and AS to OC; therefore, this study fills a gap in the literature. Furthermore, the study explored the literature on individual Kaizen (IK) and TK, leading to a contrast between the definitions of EI and AS. Finally, for EI, a reference to motivation was found in the IK. In the case of AS, an orientation to ability of problem solving was found in TK.

Abstract

Administrative reforms in Argentina have followed an irregular trajectory as a result of the penetration of patronage in the state apparatus. Extensive politicization has impeded the development of a univocal and stable civil service at the national level.

In this context, the goal of this chapter is to analyze the characteristics of the federal civil service in its interaction with actors and institutions of the political system during the 2004–2014 period. The study reveals two main findings: (1) a diversity of bureaucratic formats coexist in the country, both formally and informally; and (2) the relationships between the administration and the political system vary according to the predominant bureaucratic format.

Abstract

Purpose

This paper aims to conduct a bibliometric study on e-government research, with special concern over finding bases on which electronic government studies are constructed.

Design/methodology/approach

This paper is a bibliometric study using citation, co-citation and bibliometric coupling analysis, applied to 161 selected articles published in 37 top journals in public administration.

Findings

The paper presents existing knowledge on e-government research and provides a categorization in terms of research subfields. The 40 top-cited works were classified into three subfields of intellectual influence: models and evolution; implementation factors; and adoption constraints. In total, 63 works were classified into three subfields of mainstream research: adoption (contextual and technological factors); evolution status and implementation; and social capital. The paper presents gaps in research streams.

Research limitations/implications

Because of the chosen research approach, this study has limitations that are inherent to bibliometric studies, such as the selection of journals and keywords. This work helps e-government students and researchers to understand the mainstream research of the field, presents the references on each stream and, in addition, provides information to public policy makers. Findings from this study can contribute to theory building in e-government research.

Practical implications

This study may provide support to government institutions to assess the allocation of public resources for research.

Originality/value

The paper fulfils an identified need to examine the intellectual foundations and mainstream research in the field of e-government, unlike other reviews. The paper makes a methodological contribution by integrating co-citation and bibliographic coupling in mapping knowledge.

Bibliometria utilizando análise de citação, cocitação e pareamento bibliográfico, aplicado a 161 artigos selecionados publicados em 37 periódicos de ponta em administração pública.

Resultados

Apresentar o conhecimento existente sobre pesquisa em e-government e fornecer uma categorização de subcampos de pesquisa acadêmica. Os 40 trabalhos mais citados foram classificados em três subcampos: Modelos e Evolução, Fatores de Implementação e Restrições de Adoção. 63 trabalhos foram classificados em três subcampos: Adoção (Fatores Contextuais e Tecnológicos), Status de Evolução e Implementação, e Capital Social.

Limitações/implicações da pesquisa

Devido à abordagem de pesquisa escolhida, este estudo apresenta limitações inerentes aos estudos bibliométricos, como a seleção de periódicos e palavras-chave. Este trabalho auxilia estudantes e pesquisadores do e-government a entender as principais vertentes de pesquisas da área, apresenta as principais referências e, além disso, fornece subsídios aos formadores de políticas públicas. Os resultados deste estudo podem contribuir para a formação da teoria na pesquisa em e-government.

Implicações práticas

Este estudo pode fornecer suporte a instituições governamentais para avaliar a alocação de recursos públicos para pesquisa.

Originalidade/valor

O documento preenche lacuna identificada em examinar a base intelectual e a pesquisa predominante no campo do e-government. O artigo faz uma contribuição metodológica ao integrar cocitação e pareamento bibliográfico.

Este trabajo ayuda a los estudiantes e investigadores de e-government a comprender la investigación en este campo, presenta las referencias en cada línea y, además, proporciona información a los responsables de la política pública. Los hallazgos de este estudio pueden contribuir a la construcción de teorías en la investigación del e-government.

Implicaciones prácticas

Este estudio puede brindar apoyo a las instituciones gubernamentales a la hora de evaluar la asignación de recursos públicos para la investigación.

Originalidad/valor

El documento cumple con una necesidad identificada de examinar los fundamentos intelectuales y la investigación general en el campo del e-government. El artículo hace una contribución metodológica al integrar la co-cita y el emparejamiento bibliográfico.

Abstract

This chapter analyzes the concept of the Center of Government (CoG) and its relevance for the public administration agenda in Latin America. It identifies five key functions of the CoG: strategic management, policy coordination, performance monitoring and improvement, political management, and communications and accountability, and it assesses the region's performance for each of them, citing concrete experiences. The CoG is still an emerging topic for scholars and practitioners in Latin America. Despite the fact that CoGs in Latin America formally recognize most if not all of its five key functions, the region shows a relatively weak performance in practice. Nonetheless, recent innovative experiences show an increased interest in governments to strengthen the CoG and suggest paths that may lead to improved performance.

The CoG may be a relatively new topic in public administration research, but it is not a new phenomenon. It refers to functions that have been performed, and to structures that have existed, for several decades in many countries, including Latin American ones. However, a number of factors have led to an increased relevance of CoG institutions in recent years. The first section of this chapter will attempt to define the concept of “Center of Government”; to enumerate the CoG's main political and technical functions; to describe the typical structures that perform these functions; and to indicate why these institutions play a critical role in current times. Then, Section 2 will discuss how CoG institutions in Latin American countries have been performing their core functions, identifying regional trends and country-level configurations. The political economy of CoG strengthening will also be covered. Section 3 concludes.

Abstract

Purpose

The purpose of this paper is to design a model to improve drinking water management in Iztapalapa, Mexico City from the perspective of managers and users of the service.

Design/methodology/approach

The research question was what elements should an integrated drinking water management model contain to improve drinking water management in Iztapalapa, Mexico City? The research design involved a mixed approach under document analysis, application of semi -structured interviews to four managers of drinking water and measuring perceived service quality and user satisfaction in 360 service users. It included concurrent validity and confirmatory factor analysis.

Findings

The integral drinking water management model is a multidimensional factorially confirmed construct, qualitatively conformed by nine management dimensions, four of perceived quality and three of service satisfaction from home users.

Originality/value

The study fills the gap of little research on drinking water from the perspective of managers and users of the service in a valid and reliable way in Iztapalapa, Mexico City, as no similar research has proposed an integral drinking water management model with the variables used in this research. The model can be applied by following the recommendations to improve water management, which contemplates Mexico’s levels of government to reform the regulations that fragments the management, and taking the budget into profitable activities that support the infrastructure and new water harvesting projects.

Abstract

This chapter describes an institutional choice that most Latin American countries have taken in the past 25 years: the creation of national Public Performance Monitoring and Evaluation (PPME) systems. We summarize research assessing their institutionalization, identify their shortcomings, and discuss trends demonstrating a potential – not yet realized – to fulfill their vocation as instruments of political and democratic accountability. Despite remarkable progress in their institutionalization, the evidence suggests that the systems fall short in producing strong results-oriented democratic accountability. Key factors hindering this aspiration include the systems' low credibility, problems associated to their diversification, low institutional coherence, and lack of effective coordination mechanisms to improve information legibility, its quality, its usefulness, and thus its use by both public managers and citizens. We suggest that PPME systems depend on environmental conditions beyond government structures and processes and argue that citizen-oriented mechanisms and entry points for social participation around the systems are required to fulfill their accountability function.

Abstract

The purpose of this chapter is to analyze the profile of public administration concerning its capacity to authoritatively assign values to a society, and in particular to the political system in Mexico. Many of the recent transformations in the Mexican public administration have occurred in a context in which a democratic opening of the political system has been the main trait of public life. This is the main light under which these changes in Mexico's federal public administration in recent years should be read.

The article explores the structural features of both the government and the federal public administration in Mexico. In particular, the transformation of the administrative apparatus not only in quantitative but also in qualitative terms is explained as a result of a change in the balance between the public and private sectors in recent decades, as well as the experience of the Professional Career Service and its impact on public officials in Mexico. We examine the links of the bureaucracy with political parties and civil society, as well as the political relationships within the public administration itself. We also describe accountability within the federal public administration. We explore recent reform and change processes in Mexico's administrative apparatus. Finally, some considerations are given to the opportunities and challenges facing the contemporary Mexican public administration as a result of having huge problems and at the same time partial solutions.
