Abstract
Purpose
The purpose of this paper is to develop a model which can measure the effect of perception on the assessment of cultural heritage by analysing the façades of buildings for adaptive re-use and sustainable development strategy.
Design/methodology/approach
This paper focusses on the correlation between adaptive re-use and sustainability of cultural heritage, by analysing the invisible social context which has an impact on the establishment of adaptive re-use strategies. The method adopted included literature review and applied experiments for extending the methodology of Langston on the adaptive re-use potential model in order to establish a new tool which can be applied to cultural heritage. The assessment process followed the integrated cultural heritage management approach to identify the indicators which can be implemented on cultural heritage, and, furthermore, for the sustainability of the environment.
Findings
The results demonstrate that the perception of the society can rely on different indicators which affect people to assert an artefact as cultural heritage. Furthermore, these indicators can have an impact on the adaptive re-use strategies regarding the interaction with society. Societies’ perception should not be omitted, and they need to be integrated while evaluating and developing the strategy of adaptive re-use. Therefore, a holistic approach to this process can bring continuity and sustainability to the environment.
Originality/value
No similar prior studies on the perception of cultural heritage as an approach to adaptive re-use strategies have been carried out. Therefore, it is hoped that this model can lead and guide, and, furthermore, be adopted in other similar situations in the assessment and decision-making process of adaptive re-use.

Purpose
Adaptive re‐use enables a building to suit new conditions. It is a process that reaps the benefit of the embodied energy and quality of the original building in a sustainable manner. Initiatives to improve the sustainability of buildings have tended to focus on new construction projects rather than existing ones. One reason is the tendency to regard old buildings as products with a limited useful life that have to be eventually discarded and demolished. Much of the existing building stock will still be in use for another 100 years. Thus, there is a need to develop policy and strategies that encourage adaptive re‐use and the ongoing sustainability of building stock. The purpose of this paper is to provide a comprehensive review of the factors influencing the decision to adopt an adaptive re‐use strategy.
Design/methodology/approach
Adaptive re‐use is beginning to receive attention, yet there is a lack of consensus as to whether it is an appropriate strategy for meeting the changing needs and demands of developers, occupiers and owners for existing building stock. Considering the limited published research on adaptive re‐use in buildings, particularly in the context of sustainability, a comprehensive review of the normative literature is undertaken to determine the factors influencing the decision‐making process for its use.
Findings
It is revealed that the major drivers for adaptive focus on lifecycle issues, changing perceptions of buildings, and governmental incentives. The barriers to re‐use, on the other hand, include a perception of increased maintenance costs, building regulations, inertia of development criteria and the inherent risk and uncertainty associated with older building stock. The identification of drivers and barriers has enabled a balanced view of the adaptive re‐use debate to be presented.
Research limitations/implications
The paper concludes that more empirical research is required to examine the role of adaptive re‐use in the context of its contribution to sustainability if it is to become an effective strategy that drives the formulation of public policy for addressing the issues associated with existing building stock.
Practical implications
The research identifies key adaptive re‐use issues that need to be addressed by policy makers, developers and owners during the formative stages of the design process so that efforts toward sustainability can be ameliorated. Addressing a building's adaptive re‐use will significantly reduce whole life costs, waste and lead to the improved building functionality.
Originality/value
This paper provides policy makers and key decision makers with the underlying factors that need to be considered when implementing an adaptive re‐use policy as part of their sustainability strategy.

Purpose
The loss of heritage buildings should be avoided as they provide a tangible example of a period of life that is now gone. Adaptive re-use enables buildings to be given a second life, enabling them to live on when they may have been previously underutilized. Changing the capacity, function or performance of underutilized buildings for a different purpose, or to suit new conditions, or making use of pre-existing structural elements has become necessary to preserve heritage buildings. The purpose of this paper is to identify the critical success factors (CSF) for the adaptive re-use of heritage buildings.
Design/methodology/approach
Identification of CSF for adaptive re-use can provide asset owners, developers and key stakeholders with the knowledge needed to ensure a project is delivered successfully. Due to a lack of research in the area of CSF for heritage buildings, an exploratory approach was undertaken. Semi-structured interviews were undertaken with stakeholders to solicit their views as to CSFs that lead to the successful adaption of all heritage buildings that had been subjected to re-use program in Perth, Western Australia, were examined.
Findings
Four CSFs were identified: research; matching function; function; and design and minimal change. It is proffered that by addressing the CSFs issues associated with latent conditions, building layout and commercial risk and uncertainty can be addressed. Yet, the Building Code of Australia will continue to be the most significant issue for owners/developers and project teams who embrace an adaptive re-use project.
Originality/value
To date there has been limited research undertaken with regard to determining the CSF for heritage buildings that have been subjected to adaptive re-use. The work presented in this paper identifies the key CSFs that emerged from the stock of heritage building’s in Perth, WA. Further research is required to determine the validity of the CSFs, however, those identified provide a benchmark for further studies in this fertile area.

Abstract
Purpose
The current study evaluates the success of this project at the local scale by examining the degree of compliance with local sustainability indicators after the revival of the Zanjan Match Factory. Hence, the purpose of this article is to evaluate the prosperity of the Zanjan match factory monument restoration project in achieving local sustainability. The study intention of prosperity implies any action, achievement or positive outcome that contributes to informed decision-making and leads to sustainable neighborhood development.
Design/methodology/approach
The current research is applied research in terms of purpose and descriptive-analytical, and survey-field in terms of method. The criteria evaluated in this research include criteria as follows: (1) evaluation of protection and preservation of the building, (2) success of the new function and (3) sustainable local development, which are defined items for each criterion. The questions of the questionnaire are prepared according to the Likert 5 points spectrum, the value of which is answered between 1 and 5 and the hierarchy goes from “very good” to “very poor”. The Cronbach's alpha coefficient obtained for the validity of the questionnaire questions is 0.85, which indicates the appropriate validity of the questionnaire questions.
Findings
The study findings indicate that the applied criteria are at an acceptable level since the criterion of sustainable local development and architecture have obtained the scores of 4 and the new function criterion scores of 3. Field surveys and observations of changes made in the neighborhood including the construction of a thoroughfare, commercial complex, service complex and local parks verify the validity of the findings. The results of the proposed study indicate that adaptive reuse projects should not be taken into account as individual projects since an individual building can be a catalyst for the restoration of other buildings and contribute to the transformation of the whole area by affecting the surrounding environment.
Originality/value
Adaptive reuse of building assets is an important approach to sustainability that can be utilized in conserving and preserving industrial heritage buildings was described in this paper. An adaptive reuse project follows three aims of cultural and historical heritage conservation, the success of the new performance and the development of local communities and a successful project appropriately balances these three goals.

Purpose
The purpose of this paper is to describe the different design approaches architects take towards the adaptive reuse of small-scale shipyards. Thereby giving a proposition for future projects by giving insight in how others preceded and showcasing different possibilities.
Design/methodology/approach
The research is based on a literary review in combination with a case study, following one main question: What architectural approaches do architects employ in redesigning nineteenth- and twentieth century dockyards in Northern Europe and how do these approaches consider the history of building and context? First, this paper researches the history of adaptive reuse. Additionally, the historical and cultural context of shipyards is researched. Finally, a case study is done linking theory with practice. Selected cases are: Kromhout shipyard in Amsterdam, Verftet Ny-Hellesund in Ny-Hellesund and the Maritime Museum in Helsingør.
Findings
Four approaches to adaptive re-use were distinguished in the cases: differentiation, continuation, cultivation and optimisation. Each has its own implications for the design and the chosen approach is ultimately related to the important heritage values of each individual shipyard. Heritage professionals proved to have a great say, in the early stages of the adaptation process, in which the adaptive reuse approach was chosen.
Research limitations/implications
This comparative research enables an in-depth analysis and comparison and thorough qualitative understanding. It however limits the insight in the representativeness of these cases.
Originality/value
This paper compares the adaptive reuse of small-scale shipyards in an international perspective. It offers insight into the patterns, principles and context of the architectural reuse of this underexposed industrial heritage.

Purpose
The discovery of the “right” ontology or ontology part is a central ingredient for effective ontology re‐use. The purpose of this paper is to present an approach for supporting a form of adaptive re‐use of sub‐ontologies, where the ontologies are deeply integrated beyond pure referencing.
Design/methodology/approach
Starting from an ontology draft which reflects the intended modeling perspective, the ontology engineer can be supported by suggesting similar already existing sub‐ontologies and ways for integrating them with the existing draft ontology. This paper's approach combines syntactic, linguistic, structural and logical methods into an innovative modeling‐perspective aware solution for detecting matchings between concepts from different ontologies. This paper focuses on the discovery and matching phase of this re‐use process.
Findings
Owing to the combination of techniques presented in this general approach, the work described performs in the general case as well as approaches tailored for a specific usage scenario.
Research limitations/implications
The methods used rely on lexical information obtained from the labels of the concepts and properties in the ontologies, which makes this approach appropriate in cases where this information is available. Also, this approach can handle some missing label information.
Practical implications
Ontology engineering tasks can take advantage from the proposed adaptive re‐use approach in order to re‐use existing ontologies or parts of them without introducing inconsistencies in the resulting ontology.
Originality/value
The adaptive re‐use of ontologies by finding and partially re‐using parts of existing ontological resources for building new ontologies is a new idea in the field, and the inclusion of the modeling perspective in the computation of the matches adds a new perspective that could also be exploited by other matching approaches.

The paper aims to report on the development of a process mapping approach to explore adaptive re‐use processes.
Design/methodology/approach
Four case studies of adaptive re‐use projects in London (UK) were conducted. Two are reported here. Data were collected through in‐depth interviews with key agents and archival research on planning case documentation. Archival research was also used to “triangulate” interview data, which was analysed by using NUD*IST (now QSR N6) and Decision Explorer™ (DE). Data analysis entailed coding in NUD*IST, and map building and analysis in DE.
Findings
The key common areas between different projects, and networked pivotal activities and issues are identified. A powerful tool for visualising project complexity, and hence for project assessment and evaluation, is provided.
Research limitations/implications
Statistical tools could have complemented the post‐analysis verification discussions with the interviewees to ensure validity of the findings. Data processing and data export/import between software tools are extremely labour intensive and time consuming. Automated visual output is relatively poor for presentation purposes. Tacit researcher bias may be inherent.
Practical implications
The findings provide a basis for developing specific management strategies for complex re‐use projects. This novel approach could be developed into a tool for: post‐project reviews, strategic learning for experienced practitioners, educating and training academics and novice practitioners, and for managing project knowledge.
Originality/value
The creative use of NUD*IST and DE in combination is novel. Experienced practitioners will be presented with a powerful tool for visualising project complexity, and thus for monitoring and reviewing the levels of complexity at each stage, once further development, automation and sophistication are achieved. The critical aspects of adaptive re‐use process, the key activities and issues are pointed out for novice practitioners. Researchers will find the adoption of content analysis and cognitive mapping tools to process mapping innovative.

Purpose
Industrial land renewal is a significant constituent of urban environment and sustainable development. Most implementation in planning of renewal of industrial land has been mainly conducted at the site level of industrial zones or parks and the larger scale of township planning deserve further attention in China. To fill this gap, this paper aims to investigate the implementation of industrial land renewal for a whole urbanized area under the township master planning.
Design/methodology/approach
This study introduces a progressive approach to identify and evaluate the renewal of industrial land in township master planning to move toward a more practical understanding of industrial transition. The authors chose a typical industrialized town, Lijia in Changzhou City, under the development model of “Southern Jiangsu” to explain the measurement and assessment framework to identify and evaluate the renewable industrial land. Synthesizing the idea of sustainable development, the authors investigated the renewable industrial land with an econometric model including multiple-indexes of economic, social and ecological aspects, field observations and depth interviews.
Findings
The analysis demonstrated the spatial heterogeneity and complex generous structure of industrial land renewal in developing countries. It pointed out the major responsibility of enterprises as main industrial land users and indispensable responsibility of government and society. Following the idea of organic concentration and avoiding one-size-fits-all kind of deal, the master planning of Lijia emphasized the connection of industrial land and the combination of market force, social force and government regulation.
Originality/value
With original data and discussion, the authors provide more scientific renewal strategies for planners in sustainable development.

Purpose
Adaptive reuse of older commercial buildings, particularly in countries such as the USA, has been regarded by building owners and developers as uneconomic. Retention of older commercial buildings has commonly been regarded as a barrier to progress and a hindrance to the regeneration of older urban areas. This paper aims to examine the program and legislation that is adopted to encourage the adaptive reuse of commercial buildings in the downtown area of Los Angeles (LA) in the USA, as it is considered to be an exemplar example of how a regeneration strategy makes a contribution to sustainability. It seeks to assess the effectiveness of adaptive reuse of redundant buildings as a commercially viable and effective strategy for urban regeneration that meets the criteria of sustainability.
Design/methodology/approach
A case example is used to examine the underlying factors that have contributed to LA being an exemplar for adaptive re‐use and its contribution to sustainability.
Findings
Urban regeneration requires a vision and a continued commitment to sustainability. In the case of LA, there is clearly evidence of a commitment to sustainability through the implementation of an adaptive re‐use program. A key to this strategy's success is the offering of incentives. Such incentives are required to entice investment and involvement in the program. The ability to make commercial buildings attractive to developers as viable reuse projects relied heavily on the use of legislation that reduces code and zoning requirements and offers substantial financial incentives in the form of tax concessions. The advantages of adaptive reuse in terms of sustainability appear to outweigh the advantages of demolition and new development as experienced in LA. Certainly in terms of urban regeneration the adaptive reuse program in the downtown area appears to have been something of a catalyst in prompting investment in major developments.
Originality/value
The sharing of experiences is pivotal to learning. Such situated learning can provide clients, and industry practitioners with insights about how adaptive re‐use can be used to promote sustainable outcomes. The experiences of LA emphasize the need to consider emphasis on not only environmental and economic benefits but also issues of social equity such as low cost housing for lower income groups. Generally, the objectives of reusing old buildings appear to coincide with many of the desired outcomes of sustainability, but further research is needed to assess the viability of adaptive reuse as a strategy for urban regeneration and sustainability.

Purpose
Adaptive reuse is an effective strategy for optimizing the operational and commercial performance of built assets. While the benefits of adaptive re‐use have been widely espoused, it would appear that owners and practitioners lack a point of reference to justify and evaluate their decision‐making with regard to reusing existing assets. This paper therefore aims to develop a model to assist practitioners with their decision‐making when considering to re‐use or demolish an existing built asset.
Design/methodology/approach
To gain an understanding of the issues that owners and practitioners are confronted with when considering adaptive re‐use, demolition and issues pertaining to sustainability, an interpretative research approach was adopted. A total of 81 in‐depth interviews were conducted over a six‐month period with a variety of stakeholders such as architects, developers, planners, building managers/owners and property consultants. Content analysis was used as the primary analysis technique on the collected data.
Findings
The analysis of the interviews revealed three key criteria are used to examine adaptive reuse decision making: capital investment; asset condition; and regulation. While financial criteria such as development and construction costs were the primary determinants influencing the decision reuse or demolish, the physical condition of the asset juxtaposed with regulations were also considered. Additionally, issues associated with the environmental, economic and social tenets of sustainability were identified as being important but had been given less priority when considering reuse. As current building stock is rapidly becoming obsolete, increasing emphasis is beginning to be placed on them during the adaptive reuse decision‐making process to ensure sustainable outcomes.
Practical implications
The developed model identifies the critical areas that owners, developers and key project stakeholders need to consider when deciding to either reuse or demolish an existing building. It also can be used to evaluate the economic, physical and social implications of undertaking a heritage project. Project and asset managers need to be aware of the impact that different variables have on a reuse project's construction and operational performance as well as long term commercial performance.
Originality/value
The proposed adaptive reuse decision‐making model is grounded in practice and therefore encompasses the real‐life dilemmas and issues facing practitioners. The model captures the complexity associated with the adaptive reuse process and provides an important reference point for developing future ex‐ante evaluation models for its investment justification.
