Abstract
Purpose
This paper aims to assess whether governance processes that are taking place in the Chinchiná River basin, a coffee culture region in the Andean region of Colombia, are adaptive to climate variability and climate extremes.
Design/methodology/approach
A mixed research method was used by reviewing secondary research sources surrounding the institutional governance system of water governance and disaster response and semi-structured qualitative interviews were conducted with producers and members of organizations within the institutional governance system.
Findings
This study found that there is a low response to extreme events. Hopefully, the growing national awareness and activity in relation to climate change and disaster will improve response and be downscaled into these communities in the future. Although, some learning has occurred at the national government level and by agricultural producers who are adapting practices, to date no government institution has facilitated social learning taking into account conflict, power and tactics of domination.
Originality/value
This paper improves the understanding of the vulnerability of rural agricultural communities to shifts in climate variability. It also points out the importance of governance institutions in enhancing agricultural producer adaptive capacity.

Abstract
Purpose
This study aims to assess gender-based differences on farmers’ perception of impacts and vulnerability to climate change and the implementation of adaptation strategies in the Pra River Basin of Ghana, while also providing lessons for other Sub-Saharan nations and regions with similar conditions.
Design/methodology/approach
The study used semi-structured interviews and questionnaires to collect data from 344 farmers, 64 participants in focus group discussions and 6 agriculture extension officers (key informants) from 10 districts in the Pra River Basin of Ghana.
Findings
Results showed several differences in how climate change is perceived and tackled by male and female genders. In the perception of male farmers, for example, they were found to be more vulnerable to increased temperature, and changes in rainfall and growing season, whereas female farmers on average were considered to be less resilient to floods and droughts for different reasons. Moreover, floods posed higher risks to farming than other climate change impacts. Gender roles had a significant correlation with the type of adaptation strategies practised. Men adopted agrochemicals more often than women, as an adaptation strategy.
Research limitations/implications
Gender-differentiated interventions should be incorporated in the national climate change action plan for sustainable development in a rain-fed agricultural economy such as Ghana. The study recommends several actions to promote gender equity in the assessed region.
Originality/value
This research assessed the gender differentials in climate trends, impact, vulnerability and adaptation based on primary data collected between April and May 2019 and compared the results with climate data in the basin for the period 1991–2014. It is an empirical study focused on primary data analysis obtained in loco by authors, involving approximately 400 participants.

Abstract
Purpose
This study aims to identify the current state of the art and the gaps in the application of computable general equilibrium (CGE) models on studying climate change adaptation.
Design/methodology/approach
A systematic review is conducted to select, classify and analyze relevant studies from two databases of Web of Science and Scopus.
Findings
Totally, 170 articles based on selected keywords were found from both databases, where 56 articles were duplicates. The authors further excluded 17 articles owing to preliminary exclusion criteria. Hence, 97 papers were selected for full-text review and more detailed assessment. Only a few of the studies explicitly have addressed the role of autonomous adaptation embodied in the CGE models. Over one-third of the studies have focused on planned adaptation without explicitly mentioning autonomous adaptation. Agriculture was the most addressed sector, and country-level models are the most adopted. Only one article has focused on South America.
Research limitations/implications
The review suggests that autonomous adaptation embodied in CGE models was not well addressed in the literature. As the limited studies have shown that autonomous adaptation can dramatically mitigate direct climate change impacts, further studies are needed to examine the importance of the autonomous adaptation for better understanding of climate change impacts. Furthermore, CGE models can provide a joint assessment considering both mitigation and adaptation strategies and management measures as such models have also been widely used to address effects of mitigation measures in the literature.
Originality/value
The studies on climate change adaptation based on CGE models have been systematically reviewed, and state-of-the-art knowledge and research gaps have been identified.

Abstract
Purpose
This study analyses climate change vulnerability and adaptation in a northern province in Vietnam from the gender perspective.
Design/methodology/approach
A survey questionnaire was used to collect data for the study. The Livelihood Vulnerability Index (LVI) was calculated for 134 female and 239 male-headed households. Descriptive statistics were synthesized to investigate climate change adaptation from the gender perspective.
Findings
The results show that the LVI of female-headed households is higher than male-headed households, but the variation is negligible. In addition, female and male farmers in the study area use different methods to adapt to climate change. Female farmers have critically contributed to the family workforce and climate change adaptation. Nevertheless, female farmers have less accessibility to agricultural services such as training and credit.
Research limitations/implications
The study suggests that gendered interventions for improvement of livelihood to adapt to climate change should be developed for each aspect of the livelihood. Furthermore, enhancement of services for women and recognition of women's roles in responding to climate change would contribute to more active adaptation to climate change.
Originality/value
Studies on climate change from the gender perspective in Vietnam have been conducted on a limited scale. Particularly, there are very limited studies on climate change in association with gender issue in North Vietnam. Thus, this study will provide more insights into the gender dimension of climate change vulnerability and adaptation so that gender-based adaptation strategies can be developed.

Abstract
Purpose
Rising greenhouse gases have contributed to global warming above the pre-industrial levels with detrimental effects on world climatic patterns. Extreme weather has inflicted drastic impacts, including loss of lives and livelihoods and economic disruption. However, collective international cooperation in adopting greenhouse gas emission mitigating measures can translate into long-run beneficial effects of improving environmental quality. This study examines if international environmental cooperation among the world's top ten polluters can reduce production side emissions.
Design/methodology/approach
The panel estimation procedure was applied to data from ten top polluting countries from 2000 to 2019.
Findings
The results revealed a statistically significant inverse association between a nation's commitments to international environmental treaties and carbon dioxide emissions. Other than confirming the environmental Kuznets curve effect, industrial intensification, international trade and law rule are other strong correlations of carbon dioxide emissions.
Research limitations/implications
The main policy implication is the urgency for the leaders of the world's top ten polluters to actively cooperate in developing and implementing new production-side carbon emission measures as well as the implementation and enforcement of existing international treaties to minimize further environmental damage and let the countries in the lower ranks of carbon emissions to enjoy the long-run benefits of the decarbonized world.
Originality/value
This study makes a new contribution to the environmental research literature by unfolding how collective global cooperation on environmental challenges can help reduce environmental damage in a coherent analytical framework.

Abstract
Purpose
The purpose of this paper is to examine pro-poor urban asset adaptation to climate variability and change. It constructs a conceptual framework that explores the appropriate asset adaptation strategies for extreme poor households as well as the process of supporting these households and groups in accumulating these assets.
Design/methodology/approach
Qualitative data are obtained from life histories, key informant interviews (KIIs) and focus-group discussions (FGDs). These data are collected, coded and themed.
Findings
This research identifies that households among the urban extreme poor do their best to adapt to perceived climate changes; however, in the absence of savings, and access to credit and insurance, they are forced to adopt adverse coping strategies. Individual adaptation practices yield minimal results and are short lived and even harmful because the urban extreme poor are excluded from formal policies and institutions as they lack formal rights and entitlements. For the poorest, the process of facilitating and maintaining patron–client relationships is a central coping strategy. Social policy approaches are found to be effective in facilitating asset adaptation for the urban extreme poor because they contribute to greater resilience to climate change.
Originality/value
This study analyses the empirical evidence through the lens of a pro-poor asset-adaptation framework. It shows that the asset-transfer approach is an effective in building household-adaptation strategies. Equally important is the capacity to participate in and influence the institutions from which these people have previously been excluded.

Abstract
Purpose
The small-scale artisanal fishers in coastal Bangladesh are comparatively more vulnerable to climate risks than any other communities in Bangladesh. Based on practicality, this paper aims to explain the local level climate change perception, its impact and adaptation strategies of the fisher in southeast coastal villages in Bangladesh.
Design/methodology/approach
To achieve the above objective, this study used structural, semi-structured interviews and focus group discussion in two coastal communities, namely, at Salimpur in the Sitakund coast and Sarikait Sandwip Island, Bangladesh. It reviews and applies secondary data sources to compare and contrast the findings presented in this study.
Findings
Results show that the fishers perceived an increase in temperature, frequency of tropical cyclones and an increase in sea level. They also perceived a decrease in monsoon rainfall. Such changes impact the decreasing amount of fish in the Bay of Bengal and the fishers’ livelihood options. Analysing seasonal calendar of fishing, findings suggest that fishers’ well-being is highly associated with the amount of fish yield, rather than climatic stress, certain non-climatic factors (such as the governmental rules, less profit, bank erosion and commercial fishing) also affected their livelihood. The major adaptation strategies undertaken include, but are not limited to, installation of tube well or rainwater harvesting plant for safe drinking water, raising plinth of the house to cope with inundation and use of solar panel/biogas for electricity.
Originality/value
Despite experiencing social stress and extreme climatic events and disasters, the majority of the fishing community expressed that they would not change their profession in future. The research suggests implementing risk reduction strategies in the coastal region of Bangladesh that supports the small-scale fishers to sustain their livelihood despite climate change consequences.

Abstract
Purpose
The purpose of this paper is to discuss the current state of FM preparedness required to deal with the risks to healthcare delivery posed by climate change‐related extreme weather events.
Design/methodology/approach
Selected stakeholders were invited to participate in targeted focus groups that, using the ROMS methodology, explored the status of current knowledge and preparedness of the NSW health system to deal with the expected demands imposed by increasing incidences of extreme weather events. Findings are summarised and discussed in terms of the key stakeholder objectives identified. Further areas of required research are then discussed.
Findings
The key objectives of the stakeholders were readily agreed, however a lack of information regarding the quantifiable impacts forecast to be associated with climate change constrained the development of other than generic strategies for dealing with these impacts. Further areas of research included assessment of changing demand for health services, likely physical impacts on facilities and their adequacy in coping with these, implementation strategies for augmenting coping capacity and associated costs, plus the need for integrating disaster planning and management strategies to ensure the continuity of operation of health facilities during extreme weather events.
Originality/value
The paper outlines the status of current knowledge regarding the likely impact of climate change‐related extreme weather events on healthcare infrastructure. It explores key issues and determines where future work should be undertaken to ensure that rigorous FM responses are available to cope with a clear and identified threat to the health of the Australian, and similar communities.

Purpose
The purpose of this paper is to report on the creation of innovative methods for engaging in conversations about everyday risk.
Design/methodology/approach
A range of methods from conventional survey research to open-ended, semi-structured conversations and focus groups were used in the series of studies that serve as the subject of this meta-study. The meta-study uses participant observation, key informant interviews and project reports to narrate and evaluate the evolution of Frontline as an action planning, monitoring, advocacy and research tool.
Findings
The Views from the Frontline (VFL) methods began as the bottom-up mirror of a top-down monitoring approach used by the United Nations (Hyogo Framework for Action Monitor). Limitations of such bottom up monitoring led to creation of guidelines for formalising local knowledge resulting from actions – Action at the Frontline (AFL) and, later, Frontline, a flexible tool for eliciting experiences of everyday risk. The earlier VFL monitoring approach had shared outsiders’ assumptions about the nature of the “problem” and limited the degree to which local residents could express their own experiences and priorities.
Originality/value
Extensive use of this suite of methods has shown that civil society organisations are fully capable of conducting credible research when properly supported and motivated. Use of these methods has so far provided strong support for policy advocacy at the global scale, has had moderate success in liaison with national policy makers and slow but promising results as a learning/action tool at the local scale. Frontline has as yet untapped potential as a resource for academic research.
