Abstract
Purpose
The purpose of this paper is to understand the impact of activation policies in contexts of public-oriented employment services.
Design/methodology/approach
The fieldwork was conducted in Italy, using the regional case of Emilia-Romagna as a representation of public-oriented models. The empirical research relies primarily on quantitative research methods by means of impact evaluations based on very rich and recent administrative data that includes 20,014 observations. These are integrated with some interesting insights from qualitative research tools by means of semi-structured interviews with stakeholders in the fieldwork.
Findings
The overall level of effectiveness of activation policies does not seem to be particularly high. However, the results show that, to some extent, there are more advantages for job seekers furthest from the labor market. The stronger efforts made to assist those disadvantaged groups are probably related to a loss in the overall effectiveness of the system.
Research limitations/implications
This analysis has focused on a substantially homogeneous and economically developed region. Indeed, Italian activation policy reforms have been implemented differently in different areas of the country. Similar to other Southern European countries, they are characterized by regional fragmentation and implementation gaps in activation policies.
Practical implications
The findings of the present study are relevant to policymakers who deal with activation policies and to both public and nonpublic organizations involved in this field. It seems plausible to support the possibility that public-oriented models could represent a proficient alternative to proposals relying heavily on market-based interventions. Such evidence becomes particularly interesting in the aftermath of the Great Recession when this model is confronted with the consequences of the economic crisis.
Originality/value
The paper adds to the literature on public-oriented models, while overcoming some of the limitations of earlier research, which has been restricted mainly to cases with early traditions of marketized services.

Purpose
This article aims to explore whether and how economic, political and demographic municipal conditions shape citizens' attitudes regarding decentralised social policies.
Design/methodology/approach
The authors analysed the 2018 wave of the Dutch Local Election Studies, which includes a novel survey item asking respondents whether they prefer local social policies to be primarily: (1) protection-based, (2) cohesion-building or (3) activation-based. The authors appended context indicators to that survey and performed multilevel logistic regression analyses (1,913 respondents nested in 336 municipalities).
Findings
At the individual level, these preferences are affected by gender, age, income, education and political inclination, as expected. However, preferences towards local social policies are not shaped by local economic, demographic or political conditions. The authors discuss the implications of these findings for future research.
Originality/value
By using unique data, including a newly developed survey item, this study is the first to explore whether and how municipal conditions shape preferences regarding local welfare. Understanding those preferences is increasingly important as many Western European countries have decentralised swathes of social policies from the national to the local level in recent decades.

Abstract
Purpose
This article deals with the negative emotional consequences of active labour market policies (ALMPs) for long-term unemployed young adults in Finland. Although such policies may have positive effects, an exploration of their negative impacts reveals their problematic side effects. We explore various aspects of ALMP interventions that prevent individuals from gaining such positive outcomes and thus reduce their motivation to invest in the policies.
Design/methodology/approach
Drawing on the affect theory of social exchange, we understand that individuals seek positive rewards from social interactions. Our data is taken from life course interviews with unemployed people aged 20–31 in central Finland in 2012–2013.
Findings
We find three factors linked to ALMPs that diminish participants' emotional well-being: experiences of unfairness, lack of control and a mismatch between ALMPs and clients' needs. By paying attention to aspects of labour market policy that diminish emotional well-being, it is possible to build more functional policies that better meet the needs of long-term unemployed individuals.
Originality/value
This study fills a significant gap in the literature, because there is limited research on unintended negative outcomes of ALMP activation.

The paper aims to analyse the meaning and extension of discretionary power of social service professionals within network-based interventions.
Design/methodology/approach
Empirically, the paper is based on a case study of a network-based policy involving private and public organisations in the Northeast of Italy (Province of Trento).
Findings
The paper identifies netocracy as a social policy logic distinct from bureaucracy and professionalism. What legitimises netocracy is neither authority nor expertise but cooperation, the activation of connections and involvement, considered “good” per se. In this framework, professionalism and discretion acquire new and problematic meanings compared to street-level bureaucracy processes.
Research limitations/implications
Based on a case study, the research results cannot be generalised but pave the way to further comparative investigations.
Practical implications
The paper reveals that the position of professionals in netocracy is to some extent trickier than that in a bureaucracy because netocracy seems to have the power to encapsulate them and make it less likely for them to deviate from expected courses of action.
Originality/value
Combining different literature streams – street level bureaucracy, professionalism, network organisations and welfare governance – and building on an original case study, the paper contribute to understanding professionalism in welfare contexts increasingly characterised by the combination of bureaucratic, professional and network logics.

Purpose
The purpose of this paper is to explore Finns’ labor market development predictions for the next ten years and shed light on preferred policy responses to the digital economy.
Design/methodology/approach
Nationally representative survey data employed in this paper were collected in autumn 2017. The data collection utilized a multiphase sampling, and the interviews (n=1004) were carried out on telephone to minimize selection-bias and produce demographically balanced data.
Findings
Over two-thirds (71 percent) of Finns do not expect technological unemployment to constitute a permanent problem in the digital economy. Nevertheless, 74 percent assume that technological unemployment will increase at least temporarily. A considerable majority (85 percent) also believe that future jobs will be more precarious. Younger generations, despite their currently weak position in the labor market, are surprisingly more optimistic in their predictions. Analysis of preferred policy responses support this paper’s main thesis that the Finnish view on the future of work is rather optimistic: education reforms and streamlining the current social security gather dedicated support, whereas more unconventional ideas such as basic income or work-sharing remain contested.
Originality/value
To predict possible barriers to labor mobility stemming from digital economy discourses and to anticipate possible political fluctuations, studies on the public view are needed. This research aims to provide a solid framework for further comparative explorations of the public view.

This study aims to investigate the moderating effect of sustainability app on environmental citizenship behavior on the basis of norm-activation model.
Design/methodology/approach
A questionnaire survey, which comprises five variables (i.e. awareness of consequences, ascription of responsibility, personal norms, environmental citizenship behavior in a private sphere and environmental citizenship behavior in a public sphere) measured through 16 items, was conducted in the USA by using Amazon Mechanical Turk. With 549 valid respondents’ answers in hand, the collected data were analyzed applying a multi-group structural equation modelling technique with IBM SPSS AMOS 23 software program.
Findings
The results revealed that there is a positive and significant relationship between awareness of consequences, ascription of responsibility, personal norms and environmental citizenship behavior in both private and public sphere. Furthermore, this study attested that sustainability apps utilization has a moderating effect on the predictors of environmental citizenship behaviors.
Originality/value
Past studies have seldom examined the contribution of mobile apps to environmental sustainability. This paper enriches the extant academic literature in the field of technology for behavior change, and bears significant implications on how sustainability apps can be adopted by governments, policymakers, organizations and teacher educators to engage people and stimulate environmental citizenship behaviors.

The purpose of this article is to develop a conceptual framework that sets out the linkages that exist between digitalisation and active labour market policies (ALMPs).
Design/methodology/approach
Based on a narrative literature review, this article seeks to connect two research streams, namely that relating to ALMPs and that relating to digitalisation in the public sector. This exercise requires an understanding of both how the context of digitalisation in the public sector has evolved in relation to technological change and the identification of specific ALMPs that are more sensitive to digitalisation.
Findings
Starting from the identification of ideal-types of ALMPs, “employment assistance” can be considered the type of policies most sensitive to digitalisation, looking at main forms of interventions as career guidance, profiling and job-matching tools. The first tool is closer to a technological domain of “remotisation”, while the second is closer to that of “automatisation”.
Practical implications
Achieving an understanding of the different degrees of sensitivity to digitalisation for various types of ALMPs is relevant for policy-making purposes to identify potential priority areas of strategic investment to enhance this sector.
Originality/value
The authors present an understanding of the current state of the digitalisation of public employment services. The literature review itself allowed the authors to conclude that, despite the interests in the public and academic debate, the existing research relating to the digitalisation of public employment services remains scant. At the same time, the article points towards fertile areas for further analysis.

Abstract
Purpose
The purpose of this paper is to investigate how active labour market policy (ALMP) training programmes and hiring subsidies increase or decrease differences in the unemployment risk between lesser and higher educated people during an economic downturn. A focus is put on potential job competition dynamics and cumulative (dis)advantages of the lesser and higher educated.
Design/methodology/approach
The paper uses multi-level data. The fifth wave (2010) of the European Social Survey was used and combined with macro-level data on labour market policies of the OECD. The sample consisted of 18,172 observations in 19 countries.
Findings
The results show that higher levels of participation and spending on training policies are related to a smaller difference in the unemployment risks of the educational groups. Higher training policy intensity is associated with a lower unemployment risk for the lesser educated and a higher unemployment risk for the higher educated. This implies that the lesser educated are better able to withstand downward pressure from the higher educated, thereby, reducing downward displacement during an economic downturn. Hiring subsidies do not seem to be associated with the impact of education on unemployment.
Originality/value
The paper adds to the discussion on ALMP training and hiring subsidies that are primarily rooted in the human capital theory and signalling theory. Both theories ignore the social context of labour market behaviour. The job competition theory and cumulative (dis)advantage theory add to these theories by focussing on the relative position of individuals and the characteristics that accompany the social position of the individual.

The purpose of this paper is to offer a critical examination of industrial relations in Denmark.
Design/methodology/approach
The approach is based upon available data and a mixture of Marxist theory and systems theory. The theoretical position is discussed in relation to the academic discourses on the main characteristics of Danish industrial relations and provides a review of the foundation and historical development of the Danish system.
Findings
From this basis, it is analysed how the stagnation or decline has taken place in recent years regarding representation of workers’ interest as well as the ability of the Danish system to maintain its key importance when challenged by decentralisation, decreasing union affiliation rates, cuts in unemployment insurance and social dumping due to labour migration.
Originality/value
It is an original paper which offers a critical analysis of the institutional decline and increasing inequality that are the result of the liberalist political-economic hegemony.

Abstract
Purpose
The United Nations Convention on the Rights of Persons with Disabilities (2006) recognizes the right of disabled people to access work. Against this legislative backdrop, this study explores the strengths and weaknesses of the Italian system of targeted placement for disabled people, based on Law 68/1999, which delegates to regional authorities the management of the labor market. The examination centers on the perspective of companies, the primary stakeholders in the inclusion of persons with disabilities within organizational structures.
Design/methodology/approach
The article discusses the results of focus groups conducted with 28 managers of large, medium and small enterprises in Lombardy (Italy). Qualitative analysis was employed, and the results were structured using a simplified strengths, weaknesses, opportunities and threats (SWOT) analysis, incorporating practical recommendations.
Findings
The analysis leads to practical suggestions to improve the entire targeted placement process at the regional level, from selection and accompaniment to evaluation, such as improving the networking of local stakeholders who deal with the inclusion of disabled people, homogeneity of the procedures in different regions, making all employees aware of diversity management, etc. The territorial network and the welfare environment are particularly important in achieving a successful targeted placement and to promote an inclusive corporate culture.
Research limitations/implications
This study is not representative of Italy as a whole, as it remains a qualitative investigation focused on a single region.
Originality/value
This contribution accomplishes an in-depth study of the law of labor inclusion of people with disabilities observed from the point of view of companies, which are still usually reluctant to integrate people with disabilities into their organizations or encounter difficulties in doing so.
