Abstract

Purpose

The purpose of this study is to explain the need for the implementation of decentralization of Indonesia social health insurance (INA-Medicare), with particular emphasis for Aceh Province. First, it discusses the inconsistency of Act on National Social Security System (ANSSS) to the 1945 Constitution, because certain rules in ANSSS are contrary to the 1945 Constitution. This weakens the practice of broader regional autonomy, lessens the importance of public service quality in health care and ignores specific cultural and religious values of the regional people. Then, it explains provisions on central and regional government authority in the 1945 Constitution, Act on Regional Autonomy and Act on Governing of Aceh. Later, it explores current law and practice of INA-Medicare under the national social security system and the centralized administering body. Finally, it provides reasons for decentralization of INA-Medicare, as the solution.

Design/methodology/approach

This study uses doctrinal legal research. It relies on both primary and secondary legal authorities. In additions, it also uses sociolegal research by relying on non-legal materials, including empirical data from books, journals and newspapers. Analysis of legal authorities is by legal reasoning process, whereas analysis of non-legal materials is by qualitative approach.

Findings

This study argues that the decentralization of INA-Medicare is more suitable for Aceh Province because of several reasons, including implementing broader regional autonomy, improving public service quality in health care and implementing the principle of sharia social health insurance.

Originality/value

The study is original because it focuses on a specific regional area of Aceh Province, Indonesia. It concentrates on specific legal issues and provides unique reasons for argumentation. Therefore, it provides important specific information for journal readers.

Abstract

Purpose

The authors investigate the role of community engagement in the connection between disaster mitigation and disaster preparedness. Using a vulnerability-to-hazard framework built by the European Union, the authors study the case of Aceh province, Indonesia, which was hit hard by Asian tsunami in 2004.

Design/methodology/approach

The research design uses a single case study research. The authors study the case of Aceh province, Indonesia, by comparing improvements in disaster mitigation and disaster preparedness in a period longer than ten years beginning in 2004, right before the Asian tsunami that devastated the province. Aware that the connection between mitigation and preparedness is a broad research topic, the authors focus on the domain of pre-disaster evacuation.

Findings

The authors find that Aceh province has made substantial improvements in healthcare facilities and road quality (mitigation) as well as early alert systems and evacuation plans (preparedness). Socio-economic indicators of the community have improved substantially as well. However, there is a lack of safe sheltering areas as well as poor road signaling maintenance, which threatens the effectiveness of infrastructural improvements. The authors propose that community engagement would connect disaster mitigation and disaster preparedness. The connecting element is community-based maintenance of critical infrastructure such as road signals, which the government could facilitate by leveraging on operational transparency.

Research limitations/implications

The findings open avenues for future research on the actionable engagement of communities in disaster mitigation and disaster preparedness.

Originality/value

This paper contributes to three areas of humanitarian logistics research: disaster management cycle (DMC), pre-disaster evacuations and community engagement in disaster management.

Abstract

Purpose – The purpose of this paper is to provide historical and current records about the state of Uqubat Hudud and/or Ta’zir against any person who performs gambling deeds that are in fact perceived to be ineffective in its implementation in Langsa City, as it still has not caused the maximum deterrent effect for the community in Kota Langsa. So there are always new actors to maisir action. Therefore, this research is to know the effectiveness of punishment for gamblers in Langsa City and to know the obstacle to punishment for gamblers in Langsa City.

Design/Methodology/Approach – The type of research used in this study is empirical research.

Findings – The findings of law enforcement research have not been effective in enforcing law enforcement against gambling. At the level of investigation and investigation conducted by the police is often that the case of gambling is not disclosed or unchecked and no further handling efforts were undertaken in order to enforce the law. While WH, which is a special sharia police handling cases of jinayat law violations in Aceh, also do not have or qualify as PPNS. Similarly, the case of gambling always continues to exist in the midst of society and does not cause deterrent effect for people in Langsa City Aceh Province, Indonesia. Obstacles in punishment for gamblers in Langsa City consists of two factors namely law enforcement factors and community factors.

Limitations of Research/Implications – This study highlights the problem of the effectiveness of the implementation of Qanun Jinayat in the punishment of gamblers in Aceh, especially Langsa City. Then the legal awareness of the community in Langsa City of Aceh Province is also seen.

Practical Implications – The solution offered enhances the professionalism of police investigators’ performance in Langsa City, provides human resources/Police Wilayatul Hisbah in Langsa City of Aceh Province as civil servant investigator, provides socialization of law on Qanun Jinayat to the people in Langsa City.

Originality/Value – Gambling case always continues to exist in the middle of society and does not cause a deterrent effect for people in Langsa City of Aceh Province Indonesia.

Abstract

Purpose

This paper aims to analyse the implementation of Islamic principles and values within the budgetary management of one of Indonesia’s local governments, that of Aceh provincial government. The authors investigate the extent of Islamic teachings in Aceh’s public budgeting to gain an understanding of the challenges in implementing such ideas in practice.

Design/methodology/approach

To investigate these issues, the authors used a qualitative interpretive approach in this study, gathering written materials related to the budgeting process and conducting 19 interviews with local government officials, politicians, scholars and a corruption watchdog. Data was manually coded and thematically analysed.

Findings

In this study, the authors find that the budgetary management problems Aceh provincial government faces (including poor resource allocation, budget delays and poor accountability and transparency) indicate unsatisfactory performance in incorporating Islamic principles and values into government. The authors argue that a key challenge to a more complete implementation is that the Acehnese’ perspectives of Sharī’ah and its enactment remain limited to particular aspects, such as criminal law, rituals and symbols, and are not extended to wider governance and budgetary practices.

Practical implications

The findings are likely to be of interest to policymakers and those who hold them to account, in a region/country where Islamic values and principles largely influence the government and social affairs. They indicate that a broader conception of Sharī’ah would facilitate a more thorough implementation of Islamic principles and values within public budgeting.

Originality/value

This study is one of a handful of studies exploring Islamic public budgeting, with its originality lying in the investigation of the challenges faced in implementing Islamic principles in government budgeting.

Abstract

Purpose

This study aims to explore the perception among the tourism stakeholders about Halal tourism competitiveness, challenges and opportunities in Aceh, a Sharia-law tourism destination.

Design/methodology/approach

This study adopted the qualitative research method and used in-depth interviews with purposively selected 13 Halal tourism stakeholders in Aceh.

Findings

This study found that the Indonesian Government has aggressively promoted Aceh as one of its main Halal tourist destinations. Despite its popularity in the growing and lucrative Muslim market, the understanding of Halal tourism in Aceh among its stakeholders is still at its infancy level. Besides, although Aceh is a Muslim-majority region, its Halal facilities and services, especially the Halal certification for their foodservice industry, are still lacking compared to their neighbouring competitors.

Originality/value

This study confirms the scarcity of stakeholder understanding and support challenged and undermined Aceh’s Halal tourism competitiveness. As such, this study sheds light on the original insight that stakeholders’ limited comprehension and backing can hinder Aceh’s Halal tourism competitiveness.

Abstract

Purpose – The main objective of this study was to analyze the factors that affect the poverty level of the farming community after the tsunami that occurred in Aceh. After the conflict and tsunami, Aceh has faced severe poverty. However, the long years of conflict, political struggle, economic transformation, and natural disasters have caused Aceh to become one of the poorest provinces in Indonesia today.

Design/Methodology/Approach – The research was conducted in five districts in Aceh province: Aceh Barat, Aceh Besar, Pidie Jaya, Bireuen, and Aceh Utara. The total sample used in this study amounted to 280 farmers who were taken by stratified random sampling method. This research used primary data and secondary data. The analysis model used a logistic regression model with maximum likelihood.

Findings – The results showed that the poverty level of farmers is influenced by seven factors: education, experience, income, the number of family dependents, planting area, side job, and work motivation. The other factors such as age, farming tools, land ownership, and position in the community have no significant effect on the poverty level of the farmers.

Research Limitations/Implications – Implications of the results of this study show that financial assets are the most important factor in influencing each strategy implemented by farmers. The main obstacles faced by them are generally difficult to get credit because agricultural produce is uncertain.

Abstract

Purpose – The purpose of this study is to analyze the impact of motivation and organization citizenship behavior on performance of employees at PT. Bank Aceh Syariah Lhokseumawe. The research was conducted at Bank Aceh Syariah located at Lhokseumawe. The population in this research were all members of the employees at Bank Aceh Syariah Lhokseumawe (146 employees), the samplesof this research were 74 employees at Bank Aceh Syariah Lhokseumawe.

Design/Methodology/Approach – The tool of analysis was path analysis using SPSS, while the method of data analysis was path analysis.

Finding – The results of this study indicate that the work motivation had positive and significant impact on organization citizenship behavior and performance of employees on PT. Bank Aceh Syariah Lhokseumawe. Otherwise organization citizenship behavior had positive and significant effect on employees performance at PT. Bank Aceh Syariah Lhokseumawe. From this research, the effect motivation of this research can be applied and that organization citizenship behavior had partial mediation to influence work motivation on employees performance at PT. Bank Aceh Syariah.

Research Limitations/Implication – The quality and good performance of human resources owned by Bank Aceh in terms of experience, knowledge, and skills that they can compete with other commercial bank employees, especially in Aceh province.

Abstract

Studies of disaster and conflict often mention the Indonesian case of Aceh province because of its twin histories of separatist conflict and the 2004 Indian Ocean tsunami, each with massive losses of life and infrastructural damages. This chapter addresses the tourism angle in Aceh’s tourism–disaster–conflict nexus with a review and analysis of the efforts to memorialise these events through the establishment of museums in Banda Aceh, the provincial capital. Museums that preserve dark aspects of the past, such as violent wars, disasters and mass death must navigate the tension between providing a record of what has occurred and engaging with collective memory while not denying the individual experience of the event. The tsunami has been formally commemorated with a monumental, centrally located museum. Meanwhile, a few local non-governmental organisations with a small grant from an international donor struggled to establish a Peace and Human Rights Museum to commemorate the violence and human rights violations of the war in Aceh. Memories of Aceh’s conflict remain largely in the informal sphere. These divergent memorialisations of Aceh’s disasters and conflicts serve as a point of entry for examining how museums and their benefactors engage in contested memory politics.

Abstract

Purpose – This study aims to analyze and assess the relation of freight transportation for regional development in the north zone of Aceh. The impact of freight transportation to accelerate the delivery of goods as observed through several indicators including regulation, retribution, freight entrepreneur, trucker, size of truck bin, punctuality, loading and unloading systems on regional planning supporting has been focus of this study.

Design/Methodology/Approach – The freight transportation in north zone of Aceh, covering Lhokseumawe, Aceh Utara, Bireuen, BenerMeriah and Aceh Tengah regencies will be examined. In several indicators including regulation, retribution, freight entrepreneur, trucker, size of truck bin, punctuality, loading and unloading systems the freight transportation will be surveyed for the analysis. The factors which contribute in the development of the area through freight transportation are the economic growth, human resources improvement, management of land use and environmental harmonization. This regional development approach aims to determine a connection between the two variables.

Findings – The results of the study show that variables of freight transportation in several indicators including regulation, retribution, freight entrepreneur, trucker, size of truck bin, punctuality, loading and unloading systems have a significant impact on regional development. It is indicated by the value of 0.214 in the regression weight result.

Research Limitations/Implications – This research has implications on the relation of freight transportation with regard to several indicators including regulation, retribution, freight entrepreneur, trucker, size of truck bin, punctuality, loading and unloading systems on the regional development based on the aspect of economic growth, human resources improvement, management of land use and environmental harmonization.

Practical Implications – The result of this study will be an important input to the Aceh government, county and city governments in the north zone in Aceh to encourage the establishment of a road network to accelerate freight transportation in that region for the development of new economic zones.

Originality/Value – This study suggests that freight transportation has the strongest links to significantly influence the activities of regional development, so it can be recommended for the Aceh government, county and city governments in the north zone of Aceh to orient road network policy towards the development of the new economic area and support the implementation of the special economic zones of Arun, Lhokseumawe.
