Abstract

Purpose

The purpose of this paper is to show that in a time of globality, companies operate in a business environment in which high speed dictates mutual interactions and, at the same time, requires a radically different approach to data collection, storage, and processing based on an integrated view of the data.

Design/methodology/approach

The author believes that frauds in the corporate environment after the fall of the Berlin Wall have to be investigated through the similarity of models under which citizens are subjugated by means of financial machination by the ruling political and economic elites.

Findings

The innovativeness of data mining techniques is reflected primarily in the radical turn away from the retrospective data access that used to be typical of decision support systems, toward prospective and proactive information delivery. Data mining is a technique offering undeniable benefits by improving the quality of life and making one's life easier, and bringing more order and responsibility into the behavior of institutions. But on the other hand, data mining poses numerous questions relating to privacy, legality and ethics. The trouble is that there is a permanent threat of using data mining applications beyond the limits of its original purposes.

Practical implications

The New Economy, whose driving force is new information and communication technologies (ICTs), requires new accounting practice which directs the measuring system to a pattern which connects the value concept and the action that will generate future profit.

Originality/value

The paper is a plea for proactive company actions aimed at strengthening control mechanisms and internal controls. The future will bring a growing demand for forensic accounting services.

Abstract

The Bureau of Economics in the Federal Trade Commission has a three-part role in the Agency and the strength of its functions changed over time depending on the preferences and ideology of the FTC’s leaders, developments in the field of economics, and the tenor of the times. The over-riding current role is to provide well considered, unbiased economic advice regarding antitrust and consumer protection law enforcement cases to the legal staff and the Commission. The second role, which long ago was primary, is to provide reports on investigations of various industries to the public and public officials. This role was more recently called research or “policy R&D”. A third role is to advocate for competition and markets both domestically and internationally. As a practical matter, the provision of economic advice to the FTC and to the legal staff has required that the economists wear “two hats,” helping the legal staff investigate cases and provide evidence to support law enforcement cases while also providing advice to the legal bureaus and to the Commission on which cases to pursue (thus providing “a second set of eyes” to evaluate cases). There is sometimes a tension in those functions because building a case is not the same as evaluating a case. Economists and the Bureau of Economics have provided such services to the FTC for over 100 years proving that a sub-organization can survive while playing roles that sometimes conflict. Such a life is not, however, always easy or fun.

Abstract

Purpose

It is difficult for corporate sustainability reporting (CSR) to provide accountability to stakeholders. This paper assesses whether accountability-based CSR systems can be created through the application of Spotlight Accounting and WikiRate as a hybrid forum.

Design/methodology/approach

The current paper explores the utility of Spotlight Accounting for CSR through assessing its application to a hybrid forum, WikiRate. This process involved engaging student researchers to collect CSR data from the United Nations Global Compact's (UNGC) corporate action group (CAG) and recording this information into the WikiRate platform. Aggregate analysis was conducted to assess the limitations and challenges of the data to inform decision-making.

Findings

Spotlight Accounting exposes challenges within traditional applications of CSR. These challenges impact comparability, decision usefulness and accountability of CSR data for stakeholders.

Practical implications

This paper provides recommendations to enhance the accessibility and relevance of company information to assist in the provision of Spotlight Accounting. In doing so, it highlights the usefulness of CSR to leverage greater accountability between corporations and society.

Originality/value

This paper applies the emerging practices of Spotlight Accounting and presents it as an alternative way to research and conceptualise external accounts, reporting and accountability. This form of accounting has the potential to enhance communications and partnerships between companies and society as well as challenge dominate power dynamics held by corporations.

Abstract

Purpose

This study aims to evaluate the practices of carbon management accounting (CMA) made by companies committed to sustainability in Australia’s four highest carbon-emitting industries, including electricity, transport, stationary energy and agriculture. The evaluation covers three CMA phases (i.e. data collection, interpretation and reporting).

Design/methodology/approach

This is a cross-sectional study using descriptive research. Data was collected using a questionnaire primarily derived from Burritt et al.’s (2002, 2011) CMA framework and suggestions from other references. The questionnaire includes a set of closed- and open-ended questions. Data was collected from 39 senior managers in the selected industries with direct knowledge and experience in their companies’ CMA practices.

Findings

The respondents disclose numerous different motivations for their companies to practise CMA and various ways of practising their CMA. This reflects diverse industry practices due to the absence of a generally accepted standard and different stages of organisational learning. The findings also show that the respondents perceived CMA practices as essential to enhancing their companies’ sustainability performance and overall reputation. However, the majority of the respondents showed little appetite for carbon emission disclosure.

Practical implications

The findings thoroughly describe the current CMA practices by companies committed to sustainability in Australia’s high carbon-emitting industries. Overall, the results show that while the respondents perceived CMA practices as essential for their companies’ sustainability performance and energy-saving, the CMA applications were inconsistent, along with some concerning results, such as a lack of assurance and accountability in the data validation and audit. These indicate the importance of policymakers to consider establishing CMA guidelines or standards to improve its practice. For any company, these findings can be used as learning materials to start or enhance CMA practice at their companies. A broader professional CMA community can strengthen the collective efforts to make CMA more robust.

Social implications

The findings portray the perceptions of practitioners from Australia’s four highest carbon-emitting industries, indicating motivations to use CMA to understand their companies’ carbon footprint and reduce their companies’ environmental impacts.

Originality/value

The findings contribute to the limited literature in this area and offer several valuable insights regarding the current practice of CMA in Australia, focussing on high carbon-emission industries. It also encourages more research in this area using data from other industries or countries to develop comparative results and strengthen the literature. Future research using actual carbon emission information or a longitudinal approach could also evaluate the changes and progresses in CMA practices.

The institution of an annual series devoted to current and ongoing research in economics and business should be considered one of the notable developments during the period under review. Long standing need for such a reference not withstanding, there has been until this year no systematic attempt to organize a continuing series which concentrated on selected areas of ongoing research, especially adapted to the Jahrbucher format. By facilitating the publication of research papers which are longer than the conventional journal‐length article yet shorter than a monograph, publishing outlets available to scholars in the field have been infinitely expanded. Two years ago, the Royal Economic Society and the Social Science Research Council of Great Britain, developed an experimental series, published by Macmillan, entitled Surveys of Applied Economics. The JAI Press, Greenwich, Conn., has now come out with an annual series, which is expected to fill the gaps in at least seventeen areas of economic theory and business. Addresses the standardization of the measurements and the labels for concepts commonly used in the study of work organizations. As a reference handbook and research tool, seeks to improve measurement in the study of work organizations and to facilitate the teaching of introductory courses in this subject. Focuses solely on work organizations, that is, social systems in which members work for money. Defines measurement and distinguishes four levels: nominal, ordinal, interval and ratio. Selects specific measures on the basis of quality, diversity, simplicity and availability and evaluates each measure for its validity and reliability. Employs a set of 38 concepts ‐ ranging from “absenteeism” to “turnover” as the handbook’s frame of reference. Concludes by reviewing organizational measurement over the past 30 years and recommending future measurement reseach.

In today’s marketplace, accountants must understand and master Big Data and data analytics, and many educators have devised approaches to help students acquire these critical skills. At our university, we have worked closely with our accounting advisory council to develop an adaptable classroom case where students not only gain a broad understanding of what data analytics means to the profession but also what specific tools are available to analyze an accounting-centered problem – cash collections. Using patterns and behaviors discovered in their data analyses, students develop collection procedures and controls for a case firm. Such a project begins to fulfill the profession’s initiative that accountants must exploit Big Data and data analytics for organizational growth and opportunity.

Abstract

Purpose

The purpose of this study is to gain insight into what aspects of eXtensible Business Reporting Language (XBRL) data and information quality (DIQ) most interest professionals.

Design/methodology/approach

The authors use text analytics to examine XBRL discourses from professionals working in the domain. They explore the discussion in the three largest LinkedIn XBRL groups. Data collection covered the period 2010-2016.

Findings

Via the text analytics, the authors find the most appropriate XBRL DIQ dimensions. They propose an XBRL DIQ framework containing 18 relevant DIQ dimensions derived from both the accounting and IS fields. The findings of this study are expected to help direct future XBRL research into the DIQ dimensions most worthy of further empirical investigation.

Originality/value

XBRL is the international standard for the digital reporting of financial, performance, risk and compliance information. Although the expectations of XBRL to produce improvements in DIQ via its applications (e.g. standard business reporting, digital data standard and interactive data visualization) are high, they remain unclear. This paper contributes to better understanding of the aspects of XBRL DIQ most relevant to professionals.

Abstract

Purpose

This article analysed how data collection systems (DCS) developed by governmental audit organizations (Court of Accounts) affect budgetary planning within local governments.

Design/methodology/approach

Eighteen semi-structured interviews complemented by six time-lagged interviews via WhatsApp were carried out with the actors involved in the preparation and auditing of the Medium-Term Expenditure Framework (MTEF) in Brazilian local governments. Documents such as the structured layouts of Courts' DCS and the publicised MTEF prepared by local governments were also analysed.

Findings

The findings indicate that Courts' DCS structured layouts reduce local governments' budgetary planning autonomy in elaborating their MTEF. It happens as the Courts' main driver is to make MTEF information auditable and not to improve the usefulness of information by governments. As a result, the planning choices of the local governments end up limited, not by the general legislation but by the rules established by the computerized systems of the Courts.

Originality/value

The paper's originality relies on demonstrating that the digitalisation of audit processes ultimately affects local governments' practices through structured layouts for the data collection on MTEF information - that impose rigidity on the budget planning process of local governments. The authors highlight the role of public sector auditing organisations as potential catalysts of reforms; however, this should be considered cautiously since the drivers and motivations of the organisation that sponsors public financial management reforms matter for overall reform effectiveness.

Abstract

Purpose

The purpose of this paper is to investigate the phenomenon of Big Data and corporate reporting, and to determine the impact of Big Data and the current Big Data state of mind with regard to corporate reporting, what accountant and non-accountant participants’ perceptions are of the phenomenon, what the accountants’ role is and will be in this regard, and what opportunities and risks are associated with Big Data and corporate reporting. Furthermore, this study seeks to identify the inherent technological paradoxes of Big Data and corporate reporting.

Design/methodology/approach

The current study is qualitative in nature and assumes an interpretive stance, investigating participants’ perceptions of the phenomenon of Big Data and corporate reporting. To this end, interview data from 25 participants, video and text material, were analysed to enhance and triangulate findings. A four-fold sampling strategy was employed to ensure that any collected data would contribute to the findings. Data were analysed on the basis of open and selective coding stages. Data collection and analysis took place in two stages, in 2014 and in 2016.

Findings

Three topics, or categories, emerged from the data analysis, which have sufficient explanatory power to illustrate the phenomenon of Big Data and corporate reporting, namely the Big Data state of mind and corporate reporting, accountants’ role and future related to Big Data, and perceived opportunities and risks of Big Data. Features of a new approach to corporate reporting were identified and discussed. Furthermore, four paradoxes emerged to express inherent opposing positions of Big Data and corporate reporting, namely empowerment vs enslavement, fulfilling vs creating needs, reliability vs timeliness and simplicity vs complexity.

Originality/value

The original contribution of the study lies in the empirical investigation of the phenomenon of Big Data and corporate reporting as one of the most recent and praised developments in the accounting context. The dual communication flows of corporate reporting with Big Data is an important element of the findings, which can enhance the prospective financial statements significantly. Finally, technological paradoxes of Big Data and corporate reporting are discussed for the first time, two of which are based on the literature and the remaining two are inherent in the phenomenon of Big Data and corporate reporting.
