Abstract
Disasters do not discriminate. Socio-political systems create the circumstances by which hazards disproportionately impact some individuals more than others. It is also these systems that either provide policies, procedures, and processes to help every person recover in an effective and positive manner, or create further inequalities and inequities leading to additional harm and delivering insufficient opportunities for substantial recovery. This chapter seeks to explore the unique disaster response considerations that must be taken into account for individuals with access and functional needs, and the subsequent challenges in recovery that may be experienced by this population. This exploration will be through the lens of justice, including the roles of equality, equity, and human rights. More specifically, this chapter will examine Jerolleman’s principles for Just Recovery and the applicability of this concept to individuals with access and functional needs.

Abstract
This chapter analyzes the link between the digital divide, infrastructure regulation, and disaster planning and relief through a case study of the flood in San Jose, California triggered by the Anderson dam’s overtopping in February 2017 and an examination of communication failures during the 2018 wildfire in Paradise, California. This chapter theorizes that regulatory decisions construct social and disaster vulnerability. Rooted in the Whole Community approach to disaster planning and relief espoused by the United Nations and the Federal Emergency Management Agency, this chapter calls for leadership to end the digital divide. It highlights the imperative of understanding community information needs and argues for linking strategies to close the digital divide with infrastructure and emergency planning. As the Internet’s integration into society increases, the digital divide diminishes access to societal resources including disaster aid, and exacerbates wildfire, flood, pandemic, and other risks. To mitigate climate change, climate-induced disaster, protect access to social services and the economy, and safeguard democracy, it argues for digital inclusion strategies as a centerpiece of community-centered infrastructure regulation and disaster relief.

Abstract
Purpose
The 2019 Global Assessment Report on Disaster Risk Reduction (GAR) cites earthquakes as the most damaging natural hazard globally, causing billions of dollars of damage and killing thousands of people. Earthquakes have the potential to drastically impact physical, social and economic landscapes; to reduce this risk, earthquake early warning (EEW) systems have been developed. However, these technical EEW systems do not operate in a vacuum; the inequities in social systems, along with the needs of diverse populations, must be considered when developing these systems and their associated communication campaigns.
Design/methodology/approach
This article reviews aspects of social vulnerability as they relate to ShakeAlert, the EEW system for the USA. The authors identified two theories (relationship management theory and mute group theory) to inform self-reflective questions for agencies managing campaigns for EEW systems, which can assist in the development of more inclusive communication practices. Finally, the authors suggest this work contributes to important conversations about diversity, equity and inclusion (DEI) issues within early warning systems and earthquake preparedness campaigns in general.
Findings
To increase inclusivity, Macnamara (2012) argues that self-reflective questioning while analyzing perspective, philosophy and approaches for a campaign can help. Specific to EEW campaigns, developers may find self-reflective questions a useful approach to increase inclusion. These questions are guided by two theories and are explored in the paper.
Research limitations/implications
Several research limitations exist. First, this work explores two theories to develop a combined theoretical model for self-reflective questions. Further research is required to determine if this approach and the combination of these two theories have adequately informed the development of the reflective questions.
Originality/value
The authors could find little peer-reviewed work examining DEI for EEW systems, and ShakeAlert in particular. While articles on early warning systems exist that explore aspects of this, EEW and ShakeAlert, with its very limited time frames for warnings, creates unique challenges.

Purpose
Earthquake usually causes death, injury, disability and destruction of buildings and infrastructure, and people with disabilities are usually affected more than healthy people. As undesirable experiences may also have positive outcomes, this study aims to investigate the experiences of PWD and identify the positive effects of earthquakes on them in Iran, as an earthquake-prone country.
Design/methodology/approach
In this qualitative study, 20 participants were selected purposively among those having physical disability, aged 23-55 years and with experience of an earthquake. Their opinions were collected using semi-structured interviews. Analysis was performed using thematic approach and MAXQDA software was used to organize the data.
Findings
The positive effects of earthquake were categorized into five main themes: promotion of preparedness, knowledge enhancement, improvement of structures, socio-economic improvement (economic situation enhancement and social cohesion promotion) and outstanding role of national and international non-governmental organizations.
Originality/value
Although disasters are generally unpleasant, in the long term, they can result in positive effects and may be considered as opportunities to improve the situation and eliminate certain limitations. It is also important to learn from experiences of people with disabilities and apply the lessons learned, for enhancing preparedness and providing better services in the response phase of disaster management. Additionally, paying attention to the positive attitudes of such people, with special conditions and limitations, indicates their enhanced resilience to cope with disasters and emergencies, including COVID-19, which should be taken into consideration by policymakers and planners in future programs.

Abstract
This paper deals with the organizing of interactive product development. Developing products in interaction between firms may provide benefits in terms of specialization, increased innovation, and possibilities to perform development activities in parallel. However, the differentiation of product development among a number of firms also implies that various dependencies need to be dealt with across firm boundaries. How dependencies may be dealt with across firms is related to how product development is organized. The purpose of the paper is to explore dependencies and how interactive product development may be organized with regard to these dependencies.
The analytical framework is based on the industrial network approach, and deals with the development of products in terms of adaptation and combination of heterogeneous resources. There are dependencies between resources, that is, they are embedded, implying that no resource can be developed in isolation. The characteristics of and dependencies related to four main categories of resources (products, production facilities, business units and business relationships) provide a basis for analyzing the organizing of interactive product development.
Three in-depth case studies are used to explore the organizing of interactive product development with regard to dependencies. The first two cases are based on the development of the electrical system and the seats for Volvo’s large car platform (P2), performed in interaction with Delphi and Lear respectively. The third case is based on the interaction between Scania and Dayco/DFC Tech for the development of various pipes and hoses for a new truck model.
The analysis is focused on what different dependencies the firms considered and dealt with, and how product development was organized with regard to these dependencies. It is concluded that there is a complex and dynamic pattern of dependencies that reaches far beyond the developed product as well as beyond individual business units. To deal with these dependencies, development may be organized in teams where several business units are represented. This enables interaction between different business units’ resource collections, which is important for resource adaptation as well as for innovation. The delimiting and relating functions of the team boundary are elaborated upon and it is argued that also teams may be regarded as actors. It is also concluded that a modular product structure may entail a modular organization with regard to the teams, though, interaction between business units and teams is needed. A strong connection between the technical structure and the organizational structure is identified and it is concluded that policies regarding the technical structure (e.g. concerning “carry-over”) cannot be separated from the management of the organizational structure (e.g. the supplier structure). The organizing of product development is in itself a complex and dynamic task that needs to be subject to interaction between business units.
