Abstract

The study explored the pattern and level of staff involvement in the management and administration of Abubakar Tafawa Balewa University Library, Bauchi: document survey, participant observation and the questionnaire methods were employed to gather relevant data. Results show satisfactory levels of staff participation in decision making through inputs during staff meeting, membership in various Library committees and the communication channels in use. Suggestions for improvement in the overall management and administration of the University Library were proffered.

Abstract

Staff development efforts by Abubakar Tafawa Balewa University Library, Bauchi are discussed, with particular reference to the area of computer literacy courses. The purchase of a microcomputer (Turbowriter) and steps being taken to acquire CD‐ROM are reviewed as practical efforts towards computerisation in the University Library and suggestions are made for its success. Staff development and retention are advocated for effective computerisation of any library system.

Gives a brief history of the Abubakar Tafawa Balewa University, Bauchi, Nigeria. Points out that this university first had to use a temporary building for nine years even though the facilities in it were inadequate. Focuses on the new library building of this university commissioned on 10 November 1990. Describes the main sections of the new library including its facilities. Draws attention to inadequacies of the building. Finally concludes that the new library building is by all standards a functional one.

Abstract

This study uses official documents and interviews to examine the creative ways that Abubakar Tafawa Balewa University Library adapts to survive austerity. To circumvent the shortfalls in books and journal acquisitions, the Library receives enhanced funding, uses UNESCO coupons and actively solicits for gifts, exchanges, and repository privileges. To sustain basic services and to have a steady supply of stationery, the library has commercialised its photocopying, video coverage, lamination, training programme, and other services. The setting up of the National Documentation and Information Centre has the double blessing of attracting books and donations of journals, and of raising funds for the running of the Library’s essential services.

Abstract

A brief historical background of Abubakar Tafawa Balewa University (ATBU) and its library is given. This article then provides a brief overview of the concept of staff development and discusses in detail the various staff development efforts of librarians by ATBU Library, Bauchi. These include staff orientation, staff meetings, in‐service training, academic library staff seminars and representation on Schools Boards of Studies. Other relevant activities include professional activities, library use instructions, sabbatical leave, personnel training and outreach as well as library research. Finally, the article advocates that staff development should also aim at staff retention through the provision of incentives for staff.

Abstract

The paper briefly reviewed the characteristics and functions of national libraries in general. It then gave an overview of the National Library of Nigeria (NLN) with special reference to the laws that established it and its functions. The survey was narrowly focused on the present state of the Bauchi State Branch of the National Library of Nigeria. It was found that this branch library is not fully equipped and funded to serve as a bibliographical centre and clearing house to the State. It has also not been effective in providing advisory service on library development and organisation to departments and agencies in the State. Finally, several recommendations were made to improve upon the present level of performance of the NLN Bauchi Branch.

Briefly discusses the importance of motivation. Points out that managers should take interest in motivating their workers for this influences their performance and organizational effectiveness. Gives a short review of the administrative structure of the Abubakar Tafawa Balewa University Library, Bauchi, Nigeria (ATBU). Presents empirical data, which were gathered by means of a questionnaire relating to the motivation and productivity of library assistants in ATBU. Abstract

Purpose

The purpose of this study is to assess the effects of financial management practices of small-scale building contractors on the technical performance of the contractors in the northern part of Nigeria with international best practices. Previous studies argued that the technical performance of small-scale building contractors in developing countries is poor because of insufficient cash to acquire strategic resources at the outset of a project. This continues to pose a challenge to the sustainable development of the construction industry, particularly in developing countries like Nigeria. There is, therefore, a need to identify, assess and compare the effects of financial practices of the contractors with technical performance best practices.

Design/methodology/approach

The technical performance of each contractor was evaluated using a five-point Likert scale. This is used to obtain the mean technical performance levels of the contractors. A questionnaire survey was administered to the professionals in the industry who were selected by using a proportionate stratified random sampling technique. The contractors’ performance was compared using ANOVA with post hoc, and the effects of contractors’ financial management practices were determined using multiple regression analysis.

Findings

The results of this study indicated that the contractors in Nigeria were average technical performers and there were large effects of financial management practices on the technical performance of contractors in building projects.

Research limitations/implications

This study is limited to small-scale building contractors in northeast Nigeria. One of the implications of this study is that it provides the criteria for an evaluation of small-scale building contractors’ technical performance in Nigeria and other developing countries that faced similar problems.

Practical implications

The practical implications of this study are that it establishes the current level of contractors' technical performance and serves as an awareness of contractors' current financial practices.

Social implications

This study created bases for self-evaluation of contractors’ technical performance and competition among small-scale contractors in Nigeria for the enhancement of productivity particularly in rural areas for national development.

Originality/value

This study emanated from the government reports and past studies in the area of performance management based on the persistence of poor technical performance of small-scale contractors in the construction industry.

Abstract

This paper discusses the staffing patterns at the Abubakar Tafawa Balewa University (ATBU) Library, Bauchi, Nigeria from 1981‐1997. The expansion and scope of services of the library, application of modern technologies to library operations and funding dictated the staffing policy to a large extent. The difficulties encountered in getting the right calibre of staff, both professional/academic and supporting were highlighted. Finally, suggestions were posited for effective staffing of libraries in Nigeria.
