Abstract

Purpose

Who leads and the purpose of public leadership matter. The aim of this viewpoint essay is to examine the fundamentals of public policy design and implementation as well as contemporary public leadership from a new approach inspired by the 2030 Agenda. This work provides a more humanistic and fruitful approach to public leadership, which is crucial in the current context of social division, turbulent politics and weak and infertile leadership.

Design/methodology/approach

This viewpoint essay is based on academic literature as well as on institutional reports to explore the 2030 Agenda's potential when it comes to outlining a new style of public leadership.

Findings

The 2030 potential has always been analyzed from the different synergies that can be established from the 17 Sustainable Development Goals (SDGs). Nevertheless, this essay proposes to separate from the mainstream discourse by outlining six core properties of the 2030 Agenda as key elements that implicate a new roadmap in the design and evaluation of public policies and contribute in a disruptive way to conceive public leadership.

Originality/value

This essay offers an innovative leadership framework that integrates key elements from the 2030 Agenda perspective with theoretical and practical notions of policy-making and public leadership to overcome the main challenges of the present and future days.

Abstract

Purpose

The purpose of this study is to contrast the capacity of tourism-specialized and non-tourism-specialized systems in small developing insular societies to achieve a well-being model aligned with the Agenda 2030.

Design/methodology/approach

The empirical method of this work consists of a panel-corrected standard errors analysis for a total of seven Caribbean Small Island Developing States (SIDS) to measure the contribution of both economic diversification and tourism specialization to well-being in the Agenda 2030 framework. Time period considered in the analysis include 2005–2019.

Findings

Linear and nonlinear relationships reveal the need to conjugate both tourism specialization and economic diversification in the 2030-development agendas of small developing insular societies as both represent a means to achieve a well-being model aligned with the Agenda 2030.

Originality/value

One of the main novelties of this work is that development is analyzed from a multidimensional point of view (standard of living, access to education and health services), as an integrated thinking that considers any tourism development model that defines a route with Sustainable Development Goals (SDGs) and Agenda 2030 as main destination in SIDS. Specifically, practical implications are given combining recommendations to foster development and face poverty (SDG-1), while inequalities situations are reduced (SDG-10) and decent jobs are generated (SDG-8). These implications also focus on strengthening local suppliers of goods and services from other sectors to be integrated into the destination value chain (SDG-2), ensuring access to education (SDG-4) and contributing to gender equality (SDG-5).

Metodología

El método empírico de este trabajo consiste en un análisis de errores estándar corregidos por panel (PCSE) para 7 Pequeños Estados Insulares en Desarrollo para medir la contribución al bienestar a través de la especialización turística y la diversificación económica en el marco de la Agenda 2030. El horizonte contemplado en el análisis incluye 2005–2019.

Objetivo

El objetivo de este trabajo es contrastar la capacidad de los sistemas especializados y no especializados en turismo dentro de las pequeñas sociedades insulares en desarrollo para lograr un modelo de bienestar alineado con la Agenda 2030.

Resultados

Las relaciones lineales y no lineales revelan la necesidad de conjugar tanto la especialización turística como la diversificación económica en las agendas de desarrollo 2030 de las pequeñas sociedades insulares en desarrollo, ya que ambas representan un medio para alcanzar un modelo de bienestar alineado con la Agenda 2030.

Originalidad

Una de las principales novedades de este trabajo es que se analiza el desarrollo desde un punto de vista multidimensional (nivel de vida, acceso a la educación y servicios de salud), como un pensamiento integrado que considera cualquier modelo de desarrollo turístico que defina una ruta con los ODS y la Agenda 2030 como destino principal en los PEID. En concreto, se ofrecen implicaciones prácticas que combinan recomendaciones para fomentar el desarrollo y hacer frente a la pobreza (ODS-1), al tiempo que se reducen las situaciones de desigualdad (ODS-10) y se generan empleos decentes (ODS-8). Asimismo, fortalecer a los proveedores locales de bienes y servicios de otros sectores para que se integren en la cadena de valor del destino (ODS-2), garantizar el acceso a la educación (ODS-4) y contribuir a la igualdad de género (ODS-5).

Abstract

Purpose

This study aims to explore a holistic framework for implementing and reporting sustainable development goals (SDGs) in universities. The aim is to define elements of the content as well as the context, which will allow us to understand and compare sustainable development processes at the university level. Using the 2030 Agenda context, this research describes a university profile which is accountable to its stakeholders, thus aligning its sustainability report with the SDGs.

Design/methodology/approach

This research has considered the entire Spanish university system and relies on data collection from sustainability reports published by 50 public universities and 34 private universities. Through an analysis of the contents of public reports, the aim is to build an index like the social responsibility dissemination index, but specific to the 2030 Agenda in the university context.

Findings

The holistic model, based on a dissemination index, showed diverse methods of implementing and reporting contributions to the SDGs, with varying degrees of depth, priority, reach, suitability and visibility. The proposed index was also used as a classification variable to group Spanish universities into two conglomerates, one that leads the contribution to the 2030 Agenda and another that follows the previous ones.

Research limitations/implications

This research work could be extended to include any European university educational systems. Case studies could add qualitative value to the implementation of the SDGs.

Originality/value

As a pilot study, the developed index can be used to analyse the sustainability reports of Spanish universities to determine the use of reporting to render accounts to stakeholders.

Abstract

Purpose

The 2030 Agenda provides the normative framework for much contemporary thinking on sustainable tourism. This viewpoint paper aims to discuss the inherently political nature of the sustainable development goals (SDGs) and the implications for tourism and sustainability.

Design/methodology/approach

This is a paper that highlights the political dimensions of positioning tourism within the SDGs.

Findings

This paper highlights continuing challenges in the broader politics of sustainable development in terms of the development of the 2030 Agenda and its implementation. It finds that the SDGs function as a form of metagovernance for sustainable development and sustainable tourism in particular.

Originality/value

This paper reinforces the importance of understanding the politics of the 2030 Agenda by locating sustainable tourism and the SDGs in the broader political context and the significance of metagovernance. In so doing, this paper contributes to continued theoretical debates on the framing of sustainable tourism that are key to understanding the politics of sustainable development and the winners and losers in the politics of tourism.

Abstract

Environmental sustainability is one of humanity's most daunting issues and continues to garner attention from researchers and policymakers. The substantial corpus of work on sustainability has focused on broader sustainable development goals (SDGs), with occasional discourse on the progress of environmental issues within the SDGs. In this issue, we draw precise attention to environmental SDGs and their implementation progress at country and company level, underscoring the actions required to accomplish Agenda 2030. The contributions to this special issue provide incremental knowledge of the state of progress made towards accomplishing Agenda 2030, as well as advance our understanding of corporate environmental research particularly in developing countries. We report a concise viewpoint of the chapters featured in this special issue of Advances in Environmental Accounting and Management on the progress and prospects of environmental sustainability and Agenda 2030. Our review and summary highlights crucial findings from each contribution, the implications of such findings for policymakers, and areas for immediate and future actions pertinent for the accomplishment of the Agenda. The overarching outcome from the chapters featured in the special issue suggests a positive change in the appetite for sustainable practices at both country and company level. Yet, the practicality and approach to attain the goals set by United Nations Agenda 2030 is still a distance away. We believe insights from chapters in this issue would provide pragmatic support to managers and governments in developing and implementing strategic actions to confront the growing yet emerging state of environmental SDGs accomplishment at country and company levels.

Purpose

Population worldwide has experienced several challenges related to sustainable development, such as scarcity of natural resource, unsustainable consumption, poverty, injustice, violence, social inequality and natural disaster (including floods, tsunami and landslide). These issues interfere in sustainable development and target to achieve societal balance, structuring without compromising economic and environmental resources of future generations. The higher educational institutions are included in this context because they play a role in professional training and in education to promote sustainable practices. The higher educational institutions can assume a prominent position in the 2030 Agenda implementation for sustainable development of the United Nations, especially in the Goals 4 and 10, quality education and reduced inequalities, respectively. The purpose of this research study aims to develop a literature review and analyze the higher educational and sustainable themes, involving the Brazilian scenario.

Design/methodology/approach

This research study develops a literature review based on researches that involve higher educational and sustainable themes in the Brazilian scenario. Inclusion criteria are papers in English, with the search equations in their titles, and peer-reviewed papers. Paper publication year was not an exclusion criterion. This research aimed to understand opportunity and challenge processes in the Brazilian higher educational institutions and their actions, so that the Sustainable Development Goals are completely achieved and the 2030 Agenda for sustainable development is fulfilled. For this, a research central question was established: What are the opportunities and the challenges to achieve the 2030 Agenda for sustainable development in the Brazilian higher education?

Findings

A total of 636 papers were recovered. The “Higher Education AND Opportunities,” “Higher Education AND Challenge,” “Higher Education AND Challenges,” “Higher Education AND Opportunity,” “Brazilian AND Higher Education” and “Brazil AND Higher Education” search equations found, respectively, 165, 146, 131, 74, 62 and 25 papers, involving 94.8% of the total number of the papers found. The papers recovered enabled the vision of five clusters: policy; inclusion; culture; relationship; and environment, society and economy. The paper analyses found that innovation process, sustainable practical implementation and holistic look, involving professors and students, can allow the 2030 Agenda achievement.

Originality/value

The authors of this research study presented a framework based on the literature analyzed through five clusters: policy; inclusion; culture; relationship; and environment, society and economy, considered from opportunity and challenge perspectives. The authors introduced and discussed the Brazilian higher educations and their opportunities and challenges. The Brazilian panorama was linked with the 2030 Agenda for sustainable development, in specific, with the Goals 4 and 10. Implications of this research study are related to the higher educational opportunities and challenges in policy, inclusive, cultural, sustainable and relationship contexts, involving governmental and nongovernmental sectors, professors and students for the Brazilian educational improvement.

Abstract

The transformational prospects of the United Nations' 17 Sustainable Development Goals (SDGs) are doubtless. Nonetheless, finding the appropriate implementation mechanisms to accomplish these goals and their targets and deliver on the promise of Agenda 2030 is proving challenging. Using publicly available documentary evidence from Voluntary National Reviews and Sustainable Development Reports, we analysed the progress of environmental SDG implementation in BRICS (Brazil, Russia, India, China, South Africa) and MINT (Mexico, Indonesia, Nigeria, Turkey) countries. The findings reveal an overall implementation progress level of 64% and 62% in BRICS and MINT, respectively. Relatively, countries in BRICS outperformed their MINT counterparts in five of the six environmental SDGs analysed. Our assessment broadly notes a promising engagement with environmental SDGs in these blocs, albeit with limited progress, and the presence of impressionistic practices in reportage of successes compared with challenges. We highlight the critical environmental goals and areas for practical actions to accomplish Agenda 2030 moving forward. The study specifically draws the attention of policymakers to issues of climate action (SDG13) and affordable and clean energy (SDG7), where immediate actions are needed to ramp up environmental actions. Given the limited time left to accomplish Agenda 2030, the findings of this study provide timely insight into the environmental SDGs that are at risk of failure in these developing countries. The study significantly implicates developing countries' ability to achieve Agenda 2030 and provides practical and actionable policy measures that are urgently needed to address the situation.

The Whole Institution Approach is part of UNESCO’s Education for Sustainable Development program. This chapter explores what a “Whole Institution Approach” is and what it translates to in different higher education institutions around the world. This chapter provides background information to understand the complexity of sustainable development in higher education and how universities engage with the United Nations Agenda 2030. This chapter is based on an autumn 2018 International Association of Universities qualitative study, which looked at how the sustainable development goals (SDGs) are changing the dynamics of universities. To illustrate the findings, this chapter presents five case studies highlighting different approaches to integrating sustainable development into the whole institution. This chapter shows that there is no one-size-fits-all approach; each university engages with sustainable development and the SDGs in its own way. Finally, this chapter explains what the 2030 Agenda can mean for higher education institutions and more specifically Whole Institution Approaches.

Abstract

Purpose

The purpose of this paper is to shed light on the state-of-the-art about sustainable tourism. Despite the significant growth of publications exploring sustainable tourism, the debate on the relationship between tourism and sustainability remains open. In addition, the sector faces the challenge of the 2030 Agenda, as the authors have not yet managed to curb environmental degradation and social disparities. This research needs to be comprehensively addressed to inform future steps and to identify sustainable tourism practices that will advance the goals of this action plan.

Design/methodology/approach

This study applies a mixed methodology, using a bibliometric analysis performed by VOSviewer and SciMat software of 311 articles from the Web of Science. In addition, it includes an in-depth analysis of trending research topics in the field during 2019 and 2020.

Findings

After 20 years of research on sustainable tourism, there is still significant dispersion of studied topics, frameworks and applications. The results show the evolution of research towards the study and measurement of sustainable change, social and cultural aspects and the development of responsible governance models.

Research limitations/implications

New stakeholder relationships models require a methodological and technological framework. Further progress in sustainable tourism guided by the 2030 Agenda demands the establishment of worldwide recognised measurement indicators and policy frameworks.

Originality/value

With a mixed methodological approach and a special focus on the sustainable development goals (SDGs), this paper provides a “state-of-the-art” update to sustainability research in tourism. The results obtained have been associated with their contribution to achieving SDGs.

Objetivo

A pesar del importante crecimiento de las publicaciones que exploran el turismo sostenible, el debate sobre la relación entre turismo y sostenibilidad sigue abierto. Además, el sector se enfrenta al reto de la Agenda 2030, ya que aún no se ha conseguido frenar la degradación medioambiental y las disparidades sociales. Esta investigación debe abordarse de forma exhaustiva para informar de los pasos futuros e identificar las prácticas de turismo sostenible que harán avanzar los objetivos de este plan de acción.

Diseño/metodología/enfoque

Este estudio aplica una metodología mixta, utilizando un análisis bibliométrico realizado por el software VOSviewer y SciMat con 311 artículos de la Web of Science. Además, incluye un análisis en profundidad de los temas de investigación de tendencia en el campo durante 2019 y 2020.

Resultados

Después de 20 años de investigación sobre el turismo sostenible, sigue habiendo una importante dispersión de los marcos temáticos estudiados y de las aplicaciones. Nuestros resultados muestran la evolución de la investigación hacia el estudio y la medición del cambio sostenible, los aspectos sociales y culturales y el desarrollo de modelos de gobernanza responsable.

Limitaciones/implicaciones de la investigación

Los nuevos modelos de relaciones con los grupos de interés requieren un marco metodológico y tecnológico. Los nuevos avances en el turismo sostenible guiados por la Agenda 2030 exigen el establecimiento de indicadores de medición y marcos políticos reconocidos a nivel mundial.

Originalidad

Con un enfoque metodológico mixto centrado especialmente en los Objetivos de Desarrollo Sostenible (ODS), este trabajo proporciona una actualización del “estado del arte” a la investigación de la sostenibilidad en el turismo. Los resultados obtenidos se han asociado con la consecución de los ODS.

Abstract

Purpose

By highlighting the important role of information and communications technologies (ICTs) in readdressing the competitive balance between tourism small- and medium-sized enterprises (SMEs) and larger firms, this paper serves as a call to action to governments, regional tourism organisations and other policy-level stakeholders to facilitate more rapid diffusion of the developing smart tourism concept, helping to support tourism agenda 2030 and multiple UN’s Sustainable Development Goals.

Design/methodology/approach

Reviewing the literature on ICT use in tourism, this paper builds a case for deploying smart tourism to enhance the competitiveness of SMEs.

Findings

Without a collaborative approach, tourism SMEs are unlikely to use emerging technologies effectively to compete against larger peers and online platforms. By adopting a smart tourism approach, network effects between stakeholders can trump scale, allowing SMEs to compete more effectively and destinations to promote inclusivity and sustainable economic growth.

Originality/value

Highlighting the pivotal role that ICTs in general and Smart Tourism in particular can play in addressing the competitive imbalance between SMEs and larger players, this paper serves as a call for action for governments’ regional tourism organisations and other policy-level stakeholders to hasten their adoption of smart tourism principles as a means of supporting tourism agenda 2030 and furthering the UN’s Sustainable Development Goals.

Revisando la literatura sobre el uso de las tecnologías de la información y la comunicación (TIC) en turismo, este artículo desarrolla un caso de la implantación del Turismo Inteligente en la mejora de la competitividad de las Pequeñas y Medianas Empresas (PYMES).

Al destacar el importante papel de las TIC en el reequilibrio competitivo entre las PYMES turísticas y las grandes empresas, este artículo sirve de llamada a la acción a los gobiernos, las organizaciones regionales de turismo y otras partes interesadas a nivel político para facilitar una difusión más ágil del turismo inteligente, contribuyendo a apoyar la agenda turística 2030 y los múltiples Objetivos de Desarrollo Sostenible de la ONU.

Sin un enfoque colaborativo, es improbable que las PYMES turísticas utilicen eficazmente las tecnologías emergentes para competir con sus homólogas más grandes y las plataformas en línea. Si se adopta un enfoque de turismo inteligente, los efectos de red entre las partes interesadas pueden ganar terreno, lo que permite a las PYMES competir con mayor eficacia y a los destinos promover la inclusividad y el crecimiento económico sostenible.

Al destacar el papel fundamental que pueden desempeñar las TIC en general y el turismo inteligente en particular a la hora de abordar el desequilibrio competitivo entre las PYME y las grandes empresas, este trabajo sirve de llamamiento a la acción para que los gobiernos, las organizaciones regionales de turismo y otras partes interesadas a nivel político aceleren la adopción de los principios del turismo inteligente como medio de apoyar la Agenda de Turismo 2030 y promover los Objetivos de Desarrollo Sostenible de las Naciones Unidas.
