Abstract

This chapter examines the competitiveness of the tourism cluster in the United Arab Emirates (UAE) by applying Porter's competitiveness of nation diamond model, with its four dimensions: factor conditions, demand conditions, the related and supporting industries, and, lastly, the firm's strategy and rivalry. Specifically, we provide a thorough analysis of the UAE's strategic plans, initiatives, and tactics to cultivate competitiveness in tourism across the nation. This includes the draft of a vision for the nation, decisions to build and reinforce their infrastructure, determination to develop and nurture skilled workforce, ability to respond innovatively to their customers' evolving demands, selection of the appropriate base for competition, and, finally, continuous melioration of related industries. Examining secondary data and by reviewing governmental reports, we find that UAE did not cultivate a national advantage by owning random natural resources, but rather by having a strategic intent to converge all their efforts and to deliberately build a coherent cluster in the tourism sector. The chapter also provides some limitations and recommendations for future research.

Abstract

Purpose

United Arab Emirates’ (UAEs) commitment to sustainable development is well reflected in its Vision-2021, 2030 and the Green Economy Strategy for Sustainable Development, followed by several initiatives at federal and local level. However, out of seven Emirates, the governments of Abu Dhabi and Dubai are adopting and rigorously implementing green initiatives for conserving energy, minimizing resources wastage and becoming zero-carbon ecology, leaving behind the other five emirates. To promote the implementation of government’s sustainability agenda holistically (including all the emirates), it is important to adopt a systems thinking to diagnose the complex social arrangements and their interactive relations with the larger systems and the environment at each and all recursive levels.

Design/methodology/approach

This viewpoint proposes that Viable System Model (VSM) framework can support sustainable planning and configuration evaluation holistically, by diagnosing the region (system-in-focus) together with the present and future environment, at multiple recursive levels of city, emirates and country-wide. To demonstrate the relative strength of the VSM structural framework and its principles to replicate/implement the green initiatives country-wide, the study provides supporting evidence and multiple examples of its application in other parts of the world for managing sustainability-related issues from smallest (town/city) to largest (national) levels in the United Arab Emirates.

Findings

The VSM framework has been adopted by several scholars for fruitful utilization of its structural, connectivity, recursivity and complexity principles in the context of sustainability at the organizational, territory and national levels. The discussion has been made on the suitability of VSM framework for implementing sustainable development initiatives county-wide by viewing it in totality and at multiple levels of administration and governance.

Research limitations/implications

It has implications for leaders, policy-setters and regulators of United Arab Emirates as well as Gulf region inclusive of Saudi Arabia, Qatar, Bahrain, Kuwait and Oman.

Originality/value

No prior work exists in Arab region where VSM has been proposed for the holistic management of sustainable initiatives. It has implications for leaders, policy-setters and regulators of United Arab Emirates as well as Gulf region inclusive of Saudi Arabia, Qatar, Bahrain, Kuwait and Oman.

Learning outcomes

The purpose of this paper is to enable tourism management and strategic management students to evaluate and analyze tourism activities in the United Arab Emirates by TCA. Students will gain a comprehensive understanding of developing tourism in rural areas in the United Arab Emirates and to build up proper strategies. They will be able to perform the organization’s competitive standing using Porter’s Five competitive forces and analyze its business strategies as well. They will be able to analyze the current status of the organization using SWOT analysis and to design alternative strategies for the company using TOWS analysis.

Case overview/synopsis

The Department of Tourism and Culture – Abu Dhabi, also known as the TCA, is a governmental tourism authority in the Emirate of Abu Dhabi established 14 years ago as part of an economy-diversifying strategy for the non-oil era. The TCA is responsible of creating tourism activities to generate new tourists in Abu Dhabi, which will increase the revenue of the authority and as well increase the gross domestic product of the United Arab Emirates (UAE) economy. Tourism activities have been focused on Abu Dhabi City as is it considered the capital city of the UAE. However, other cities are also part of this strategy, e.g. Al Ain City, which is located in the eastern region of the Emirate of Abu Dhabi, and Al Dhafra City, which is located in the western region of the Emirate of Abu Dhabi, both of which lack the required infrastructure, population, and tourism activity, due in part at least to the fact that the TCA’s strategy plans have been focused on Abu Dhabi City. Sultan Al Mutawa Al Dhaheri (Al Dhaheri), the TCA’s Executive Director of Tourism, has been responsible for developing tourism in Al Ain City and Al Dhafra, but due to the current situation of the two cities regarding the low revenue growth (and the consequent lack of investors willing to invest) and no critical mass (i.e. a sufficient number of hotel rooms available), Al Dhaheri is facing a dilemma regarding achieving TCA strategy in Al Ain City and Al Dhafra City.

This case facilitates students of tourism and marketing to use Kapferer’s brand prism model to analyse the case.

Study level/applicability

This case can be used for tourism undergraduate and marketing students to make them understand the processes for revitalising and developing a destination brand to increase the number of visitors and become more attractive to tourists and visitors. The case highlights the major strategies used by the Sharjah Investment and Development Authority team to develop Sharjah as a family, entertainment, eco-tourism and heritage destination among the seven emirates of the United Arab Emirates.

Case overview

Sharjah is one of the emirates which form the United Arab Emirates. The case describes how a young leader of Sharjah developed destination Al Qasba as a tourist attraction, which was earlier not frequented by family and investors. After that, he was vested with the responsibility of developing Sharjah into an investment and heritage destination in United Arab Emirates. The case details how the team used different strategies to attract investors to the destination to make it more attractive to tourists as well the dwellers of the emirates.

Abstract

Corporate social responsibility (CSR) has gained great attention among regulators, stock market authorities, and firms' stakeholders for many decades. In this chapter, we first review the main regulations, standards, and laws issued by UAE federal authorities namely the Company Commercial Law of 2015, the Abu Dhabi Stock Exchange (ADX) disclosure guidance of 2019, Abu Dhabi Sustainability Week, and UAE CSR platform. Second, we present a summary of the empirical research on CSR issues in UAE context, namely in the following four fields: (1) CSR determinants both at the micro and macro levels, (2) CSR measures in the three pillars (environmental, social, and governance), (3) the impact of CSR policy and practices on financial performance/market value, (4) and the role of some mediating/moderating variables such as leadership and board gender diversity. Results show greater compliance to CSR standards among different industries and institutions but heterogenous empirical findings in the four explored fields. While there is crucial alignment with both social and environmental standards as evidenced by numerous empirical studies, additional efforts should be deployed to highlight the governance pillar through firms' discretionary reporting. Our survey provides useful directives and outcomes as it portrays both legal aspects coupled with some empirical evidence of CSR issues in the UAE context. Our study helps corporations to comply with local standards on sustainability reporting and highlights the potential economic benefits and advantages for firms adopting CSR strategy. Furthermore, it can be considered as the cornerstone for regulatory bodies in the United Arab Emirates when issuing/enhancing new standards/rules on CSR practices.

Abstract

The paper concentrates on the administrative side of the United Arab Emirates (UAE) budgetary process and employs a quantitative approach to test two major hypotheses about the style of decision making and the impact of this style on annual estimations of public expenditures. Therefore, the major question of the paper is not concerned with the content of these decisions (annual estimations) in a substantive descriptive and normative manner, as in public finance studies, but rather with the analysis of the outcomes of these decisions. The paper uses data from annual budgetary allocations to test certain hypotheses and concludes that UAE budgetary decision-makers in United Arab Emirates Federal ministries use an incremental style of decision making to estimate their annual expenditure.

Abstract

Purpose

The purpose of this study is to examine faculty perceptions of the aim/structure of the United Arab Emirate's Qualifications Framework (QF Emirates) and its impact on academic practices in order to support policymakers on how to better implement the framework.

Design/methodology/approach

The study applied a mixed-methods approach to obtain quantitative and qualitative feedback from faculty members from two of the largest higher education institutions in the United Arab Emirates (UAE), namely the UAE University (UAEU) and the Higher Colleges of Technology (HCT). A questionnaire was used to capture broad insight from a sample of 788 faculty members from both institutions. In addition, semistructured interviews were conducted with 20 faculty members to offer more in-depth analysis of how to improve QF Emirates strategies in light of the current challenges and future aspirations.

Findings

The study revealed that faculty members have an overall “average” to “high” perceptions of the general aim/structure of the QF Emirates and its impact on teaching, learning and assessment. Moreover, the study revealed that faculty from the HCT have a significantly higher perception of the QF Emirates implementation compared to faculty from the UAEU. The study concluded with proposing a number of solutions to support in improving the QF Emirates implementation, including raising awareness across stakeholders, identifying and communicating faculty roles in the process, and developing polices, guidelines and systems to support consistent integration of QF Emirates into academic practices.

Originality/value

The outcomes of this study would add to the existing body of knowledge pertaining to the role of stakeholders (e.g. faculty members) in the implementation of the national qualifications framework. It addition, it can drive future professional development activities and add to the discourse around the conceptual framework of NQFs. Outcomes of the study could also provide additional information on the use of the QF Emirates as a supporting instrument. Last but not least, this work could provide insight to policymakers in regard to institutional support that would promote effective adoption of the QF Emirates.

Abstract

Purpose

The main purpose of this study is to test and verify return on investment (ROI) model proposed for academic libraries in Arab countries. The study assessed the value of AAU digital library resources and identified the value of the digital library in supporting the funded research projects.

Design/methodology/approach

The proposed ROI model is based on two phases and two different data. In Phase I, the authors calculated ROI based on the total downloads of full text to determine the total financial returns of the database subscription costs for the academic year 2019–2020. In Phase II, the authors examined the citations drawn from the Scopus database on a sample of 30 funded research projects for the College of Engineering during the year 2019.

Findings

Although the application of the proposed model has some challenges, it is relevant in measuring the ROI of academic libraries in Arab countries. The results of the study in Phase 1 revealed that the AAU gained $0.95 for every $1 spent on subscriptions to online databases. For Phase 2, the findings indicated a negative ROI of $−0.70 for every $1 spent on library subscriptions to the IEEE database.

Research limitations/implications

This is a case study based on data collected from Al Ain University, United Arab Emirate (UAE). Therefore, the findings of the study may not be generalized, and other studies may find different results if more samples and data are used.

Originality/value

Although the proposed model has been cited by research papers indexed in the Scopus database, Web of Science, Google Scholar, Crossref and ResearchGate, none of these papers tested or verified the suggested ROI model. This study could be the first study testing the suggested model. The findings of the study may contribute to the application of the ROI model in the Arab countries, and particularly the academic libraries in the Arab world.

Abstract

Purpose

The purpose of this paper is to analyze the rationale for using social engineering as a tool to impact the nationalization of workforce in the United Arab Emirates (UAE).

Design/methodology/approach

Interpretative and exploratory approaches have been employed for this research. Accordingly, the study has extensively reviewed government documents, reports of international organizations and relevant academic literature, including journal articles, conference papers and unpublished dissertations.

Findings

The findings show that the UAE Government has initiated multiple policies and programs to enhance participation of indigenous Emiratis in the burgeoning labor market which has been hitherto dominated by the expatriates. However, while the Emiratization programs are on the verge of fulfilling the targets in the public sector job market, significant gaps exist between the targets and accomplishments in the private sector, causing policy concern.

Originality/value

This paper links theoretical insights from the social engineering model used in the social sciences research to analyze the dynamics of workforce nationalization. The study will be helpful to inform further empirical research in this area.

This appreciative inquiry study frames and reflects upon other ways of knowing: beliefs, values, and experiences of identity, diversity, and gender as lived in the Arab world and specifically in the United Arab Emirates. It emphasizes the paradigms informing ways of leading for western expatriate females and Middle East gulf region national females in leadership positions. Western ideology related to diversity, gender, and leadership are all reflected in ways of leading in the global society that is the United Arab Emirates but in some ways are contrary to Islamic notions of women as leaders in the Gulf region causing educational leadership female expatriates and nationals to shift paradigms and revisit their identity, gender, feminist beliefs, and ways of knowing leadership working in a global society.
