Abstract

Purpose – This chapter reviews the provision for freight transport in Shanghai, and makes recommendations for the development of road freight including the aspects of optimizing the port transportation system, strengthening the planning and construction of freight terminals, promoting the formation of a city distribution system, adjusting downtown traffic policies, and promoting the provision of road freight information systems.

Methodology – Based on primary data and observation, this chapter describes the status of road freight in Shanghai and details existing problems. Based on experience elsewhere it then proposes changes in policy.

Findings – This chapter proposes some recommendations as follows: optimizing the collection and distribution system of the Shanghai port, planning, and construction of road freight terminals, adjusting the freight traffic policy in the central area and improving the performance of freight firms.

Implications – These recommendations, based on good practice elsewhere, should both enhance the efficiency of road freight in Shanghai and reduce its environmental impacts.

Value of chapter – The study will help the sound and orderly development of Shanghai's road freight transportation, better satisfy the needs of the people, and promote the development of Shanghai economy.

Abstract

Purpose – To investigate the potential impacts of future climate change in the United Kingdom on its road and rail networks.

Methodology/approach – The climate change impacts of increasing summer temperatures, decreasing winter temperatures, increased heavy precipitation, greater numbers of extreme weather events and rises in sea level are reviewed.

Findings – Surface transportation is the most exposed element to the localised impacts of climate change. High summer temperatures will result in road rutting, rail buckling and decreased thermal comfort, whereas more intense winter precipitation will cause flooding, landslips and bridge scour across all modes. For all impacts, it is the extreme events (e.g. heat waves and storms) that are potentially the most devastating. As shown, there are some positive climate change impacts. For example, in the case of winter maintenance, all transport networks stand to benefit.

Originality/value – In order for transport to react appropriately to the potential changes in climate, it is essential to understand how the road and rail networks may be affected and to build strategies for both adaptation and mitigation into plans for future developments for both modes.

Male identity and motor-mobility are deeply intertwined across much of the globe but nowhere is this relationship more strongly in evidence than in Africa. On the African continent, road transport work has always appeared, in essence, to be a masculinist domain: it is almost always men who are seen driving commercial vehicles, regulating loading activities in the lorry and bus parks (and now the motorcycle stages), undertaking roadside repairs, vulcanising tyres, and even serving fuel. This does not mean that women are entirely absent from the sector, but their place is commonly peripheral – constrained at least in part by hegemonic norms of femininity that shape women’s self-understandings. They typically supply cooked food, alcohol and sex to male road workers, or take on back-breaking work in the lowliest – and lowest paid – of porterage roles, head-loading goods along the road, carrying materials when assisting men making and mending roads, or loading vehicles. From time to time, women have aspired to infiltrate more lucrative areas of the sector, especially through ownership of commercial vehicles, but their closer engagement with the oily nuts and bolts of the road business remains rare.

This chapter draws on a wide range of published and grey literature and some personal ethnographic research from a diversity of African countries and contexts to examine women’s efforts at engagement in the sector. The discussion spans women’s employment in road transport services (porterage, ticket-selling, taxis, buses, Bus Rapid Transit [BRT] and commercial trucks) and the road construction that supports transport service operations (engineering, planning, contracting, and labouring). The authors pay particular attention to the factors that so often continue to impede women’s progress in these arenas. The concluding section first references COVID-19 and its detrimental impacts on women transport workers’ jobs, then considers the potential for overcoming current barriers and promoting a more central space for women in transport operations, a development that could provide significant benefits across the sector.

Abstract

As the land transport task, especially road is expected to increase significantly, by 2015, it would hardly be surprising that many policy makers will look to some form of urban transport environmental control long before this date. One method is via the introduction of a set of operational environmental hurdles. This is not a new concept. However, this paper proposes a new environmental initiative for urban transport operations. The scheme which is simple for both operators and regulators proposes an effective and meaningful operational rating system which reflects the efforts an operator may go to in their internal fleet environmental policies in purchasing equipment, daily workload planning, waste disposals policies etc.

The three tiered environmental operator performance rating scheme, the E-plus scheme has three levels of operator segmentation. A good basic auditable level of environmental compliance, an E rating, an excellent rating E plus, and an exceptional rating would be an E double plus. Probably no fleets currently in Australia would earn a double plus rating at this time.

Why should there be a road transport operator environmental rating scheme? Firstly as a measurable benchmark for the community and the fleet operators themselves. Secondly and a factor of growing importance is for the customers who are the buyers of freight services. Already customers are specifying in their tender requirements that transport operator environmental competencies and capabilities be listed. This may aid the selection of an operator for a specific task. For example; food sensitive freight handling may require specific food certification scheme adoption such as the HACCP classification system. Similarly an urban courier contract may specify, environmental credentials which sit under an ISO 14000 framework. However, what more specific operator differentiation criteria can be requested by the customer? The E plus system is being designed for this very purpose. In Australia some regulators and teaching centres have begun to take an interest in this transport operator framework.
