Abstract

Purpose

According to relational contract theory, relational governance has potential to improve public-private partnership (PPP) infrastructure project sustainability. The main purpose of this research is to investigate the association between relational governance and the sustainability of PPP infrastructure projects. Further, this study examines the mediating effect of managerial innovation and the moderating role of public involvement.

Design/methodology/approach

Research data were collected from 158 valid questionnaires completed by Chinese PPP professionals. Structural equation modeling (SEM) was then employed to test five hypotheses.

Findings

Results indicate a positive correlation between relational governance and PPP infrastructure project sustainability. This linkage is regulated by public involvement. In addition, managerial innovation plays a mediating role between relational governance and the sustainability of PPP infrastructure projects.

Originality/value

This study verifies the relationship between relational governance and PPP infrastructure project sustainability, as well as intermediary and regulatory factors, providing a new approach to achieving sustainability in PPP infrastructure projects.

Abstract

Purpose

Infrastructure development and management form the central part of the government's commitment and responsibility to deliver essential services to the communities. However, much focus has been placed on the development aspect, with very little focus on the management and maintenance aspects, causing service delivery problems. This study explores the causes of poor management of immovable municipal infrastructure in South Africa.

Design/methodology/approach

A qualitative approach was adopted; thus, a sample of 15 participants consisting of senior municipal workers, local organizations and forums in Ngqushwa Municipality in Eastern Cape were identified and interviewed. The interview data were analyzed using thematic content analysis to determine the common themes and the frequencies.

Findings

The study's findings indicate numerous causes of poor municipal infrastructure management, including lack of funding, lack of capacity, poor planning and oversight, lack of By-laws, grant dependency and corruption. The municipality's failure to address these issues has resulted in increased service protests, destruction of public property, interruption of services and loss of confidence in municipal administrations.

Research limitations/implications

Although the study concentrated on one municipality, the findings may be applicable to other South African municipalities.

Practical implications

To provide efficient services for the inhabitants to curtail aggravated service delivery protests, there is an urgent need for the municipalities to institute effective measures to manage and maintain the infrastructure that serves the communities.

Originality/value

The study has identified the factors underpinning ineffective management of the municipalities' facilities and the resultant's effects. Thus, the findings will guide the government and the authorities on the infrastructural management strategies for effective service delivery.

Abstract

Purpose

This paper aims to show a long run and causal association between economic growth and transport infrastructure.

Design/methodology/approach

In this study, the authors use ARDL models through the period 1990 – 2020 to investigate the relationship between transport infrastructure and economic growth in India.

Findings

The infrastructure has a positive impact on economic growth in India for the long run. Moreover, Granger causality test demonstrates a unidirectional relationship between transport infrastructure to economic development. Stimulatingly, the paper highlights the effect of air infrastructure statistically insignificant on economic growth in the long and short-run period.

Originality/value

The original outcome from the study delivers an inclusive depiction of determinants of economic growth from transport infrastructure in India, and these findings will help the policymakers to frame policies to improve the transport infrastructure. Hence, it is proposed that the government of Indian should focus more to upsurge the transport infrastructure for higher economic development.

Abstract

Purpose

The purpose of this study is to investigate the effect of gender differences in the perception of civil engineers and construction (CEC) students toward resilience to natural hazards and extreme events in a changing climate. This study also explores to what extent CEC students perceive the status of the US infrastructure systems similar to an external evaluation model (i.e. American Society of Civil Engineers Infrastructure Report Card).

Design/methodology/approach

An empirical study was conducted to examine the perception of resilience among 103 females and 279 male CEC students from 15 universities across the USA. The obtained data were quantified, and different statistical methods were used to explore the similarities and differences in the gender group responses.

Findings

The results indicated a significant mean difference (disagreement) between male and female groups in the importance of community resilience, management and handling of natural hazards. In addition, while there was no meaningful difference between female and male students in their content knowledge, female students showed a more accurate perception about impacting factors involved.

Originality/value

The findings of this study offer new insight into the impacts of gender differences in the perception of resilience, which can be used to enhance the educational experience of CEC female students in areas related to community and infrastructure resilience.

Abstract

Purpose

The purpose of this paper is to identify the need for and develop a framework for research on the effects UN peace operation infrastructure has on a host nation. Mission infrastructure serves primarily to sustain a mission. As the mission terminates, infrastructure is often transferred to the host nation. The mission infrastructures could have both positive and negative implications for the host nation and for local communities.

Design/methodology/approach

Exploratory approach to develop a foundation for a research agenda in an area with little existing research. Identify theoretical contributions related to infrastructures, combine with primary data from one peace operation, secondary data from five other peace operations and from the UN repositories.

Findings

This study proposes a research agenda. As such our findings relate to the identification and classification of different infrastructures and their interdependencies.

Research limitations/implications

This framework would contribute to new ways of exploring and analysing both the effectiveness of peace operations and the impact a mission has on the development in the host nation.

Practical implications

This study proposes a framework for research. As such, it will have implications primarily for researchers.

Social implications

Understanding the interdependencies between mission infrastructures and the material and social infrastructures of a host nation would help understanding what value mission infrastructure brings to a host nation and the local communities.

Originality/value

Analysing the logistics in peace support operations as networks of infrastructures bring new perspectives into humanitarian logistics.

Abstract

Purpose

This paper analyses the modern market for project finance, its sectorial structure and main development trends. This study aims to form a constructive diagnostic toolkit for investment support of infrastructure design in regions, taking into account spatial asymmetry in the context of an integrated management approach.

Design/methodology/approach

When analyzing the public–private partnership (PPP) project performance, it is reasonable to distinguish the following two levels of discount rates: state and private. To achieve a high level of development of the general infrastructure of a region, a conceptual approach to the formation of investment support for the development of regional infrastructure has been developed.

Findings

The scientific contribution of this study is to improve the approach to modeling investment support for regional infrastructure design in the context of spatial asymmetry. Implementation of infrastructure projects creates prerequisites for sustainable economic growth, improvement in business and investment and social attractiveness of the national economy and its regions.

Practical implications

The practical significance of this study is that its main provisions allow for an effective regional socio-economic policy, based on the systemic development of regional infrastructure and aim at boosting competitiveness.

Originality/value

Recommendations can be used by regional and local authorities to formulate a socio-economic strategy for regional development as well as by representatives of private business who intend to engage in regional PPP projects.

Abstract

Purpose

Inefficiencies in the power sector resulting from underinvesting and underselling reduce the ability of governments to adequately finance energy projects. The purpose of this paper is to explore mechanisms of energy financing, benefits and challenges associated with innovative financing of energy infrastructure as well as strategies to improve innovative financing of energy infrastructure.

Design/methodology/approach

Questionnaires were used to elicit responses from respondents. Seventy-eight responses were retrieved. Mean score ranking, Kruskal–Wallis test and discriminant validity were the analysis conducted.

Findings

Partial credit guarantee; partial risk guarantee; credit enhancement; and loan guarantees were the significant mechanisms. Production efficiency; reduce pressure on public budgets; access to management expertise; and self-sustainability of infrastructure facilities were the significant benefits. Lack of transparency and adequate data for risk assessment; high up-front cost; heterogeneity, complexity, and presence of a large number of parties; and lack of a clear benchmark for measuring investment performance were the severest challenges. Complete transparency and accountability; political stability and public view on private provision of energy infrastructure services; and macroeconomic environment were the significant strategies.

Practical implications

This study is beneficial to energy sector as the current government of Ghana hints on willingness to involve private sector in management of the power sector.

Originality/value

The novelty of this study is that it is a pioneering study in Ghana on innovative financing of energy infrastructure.

Abstract

Purpose

The historic Belt and Road Initiative (BRI) is an economic reform policy proposed by the Chinese Government that focuses on connectivity, improved collaboration and more robust economic relations. This paper aims to identify risks involved in BRI infrastructure project and establish a hierarchical relationship among them.

Design/methodology/approach

The methodology includes two phases, namely, identification of significant risks involved in the BRI project using systematic literature review and to develop a hierarchical relationship between the risks using interpretive structural modeling followed by the MICMAC analysis.

Findings

This work has identified the 11 risks of BRI infrastructure projects through academic literature. Based on the analysis, economic risk (R3), environmental risk (R1) and political risk (R2) are placed at level six in the ISM model and can significantly influence BRI infrastructure projects. These risks have high driving power, which exaggerates other risks.

Research limitations/implications

This study would help Engineering Procurements and Construction contractors in strategic decision-making select risk mitigation strategies and make robust and efficient infrastructure projects. However, additional factors may be considered, which are essential for the BRI infrastructure project.

Originality/value

This research’s novelty lies in the advancement of expertise in project risk assessment. This study contributes by identifying the most significant risks involved in the BRI project. The integrated ISM-MICMAC approach provides a macro picture of BRI project risks to formulate better strategies for its success.

Abstract

Purpose

The purpose of this study is to analyze the two-way causal nexus between macroeconomic factors such as foreign aid, industrialization, economic growth, population growth, urbanization, control of corruption and the infrastructure development index of the top-ranking African countries from 2003 to 2018.

Design/methodology/approach

The study adopts various econometric tools such as cross-sectional dependence test, panel unit root and cointegration test and Dumitrescu and Hurlin panel Granger causality test in ascertaining the relevant relationships between the variables under consideration.

Findings

The main findings of the Granger causality test result revealed a bidirectional causal relationship between foreign aid and infrastructure and between urbanization and infrastructure. The study also found unidirectional causality running from population growth to infrastructure while a zero causal relationship existed between industrialization and infrastructure, economic growth and infrastructure and lastly, between control of corruption and infrastructure. The study concludes that the major macroeconomic factors that influence infrastructure development in these selected African countries are foreign aid, population explosion and urbanization. Also, their high infrastructure development index has causal influence in only attracting more foreign aid and also promoting urban expansion.

Originality/value

To the best of the author's knowledge, the study is unique as it is the first to determine the two-way causal nexus between macroeconomic factors and infrastructure development using a sample of the top ten African countries in infrastructure ranking. The findings reflect the current situation in Africa.
