Abstract

The elimination of economic impediments and dismantling of trade restrictions have increasingly become a common feature in the economic integration across nations in the world. Many countries in several regions in the world have increased their intra-flows of goods and also inputs. The Arab region has experienced an increase in their labour flows, in particular during the period of oil boom. Consequently, the remittances among the Arab countries registered a steady increase; especially remittances from the Arab Gulf countries (Gulf cooperation council region). Using the panel data fixed effects estimation, the study investigates the relationship between remittances and economic integration in the Arab region covering the period 1983–2003. Despite the rising tide in intra-Arab labour flows, we argue, the harmonisation of economic policies and the removal of further obstacles to intra-labour flows are necessary to give a further fillip to economic integration in the Arab world. Moreover, our work shows that a reduction of the gap between per capita gross domestic products of the Arab countries is important for enhancing Arab economic integration.

It reports certain Internet characteristics and e‐commerce issues in the region and brings some of the critical challenges facing the diffusion of the Internet and its applications in Arab countries to the attention of policy makers in these nations. Overall, the review reveals that most Arab countries still have a long way to cover before being able to fully realize the benefits of the Internet.

Abstract

Purpose

This study aims to analyze the impact of Arab Revolution on the Arabian Gulf security by applying on Yemeni Revolution. This can be achieved by analyzing the threat of Arab Spring Revolutions to the national security of the Gulf Cooperation Council (GCC) countries after the breakout of demonstrations and protests in some of the member states. In addition to its analysis of threat of the Regional Security of the Gulf as a result of Yemeni Revolution and Civil War and Iranian intervention to support Houthis within light of regional anarchy and security competition according to the Neorealism and how the GCC Countries face such threats.

Design/methodology/approach

The study depended on the historical methodology to track the developments of some events related to the Gulf Security and crisis in Yemen. Moreover, it used the analytical approach to analyze the impact of Arab Revolutions and Yemeni Civil War on the Arab Gulf Security. In addition, it depended on the realistic approach to explain the security state at the national and regional level of the Arab Gulf countries within light of regional anarchy, security competition and Iranian support to Houthis “Non-State Actors” (Kenneth Waltz), as well as the offensive realism (John Mearsheimer).

Findings

The Arab Revolutions had an effect on the national security of GCC countries according to the Neorealism due to the breakout of demonstrations and protests in Saudi Arabia, Kuwait and Sultanate of Oman which reached to the degree of threatening the existence of the state as in Bahrain. The Gulf Regional Security is influenced by Revolution and Civil War in Yemen as a result of that Iranian support to Houthis within light of security competition between Iran and Saudi Arabia, leading to the threat of the Arabian Gulf Security as Yemen is the southern gate to the GCC Countries and having joint borders with Saudi Arabia and Sultanate of Oman. Moreover, the GCC countries dealt with that threat individually, such as, performing internal reforms, or collectively through using military force, such as Bahrain and Yemen (Offensive Realism).

Originality/value

This study is an introduction to explain the Arab Spring Revolutions, conflict in Yemen and its threat to the Arab Gulf Security according to the Neorealism based on that the GCC countries sought to keep its existence and sovereignty in confrontation to the demonstrations and internal protests and to keep the regional security in confrontation to the threats of neighboring countries such as the Civil War in Yemen and the Iranian Support to Houthis in light of the regional anarchy.

Abstract

Purpose

The purpose of this paper is to assess and evaluate the role of information and communication technologies as a proposed solution to reduce poverty in the Arab countries and therefore achieve sustainable development.

Design/methodology/approach

In this article, the authors have taken a somewhat extensive review of the different aspects of ICTs in DCs with particular focus on Arab countries. Given the current poor conditions and isolation of Arab countries from the rest of the world, a number of fundamental research questions are addressed.

Findings

Empowering nations with ICTs could increase productivity, promote human development, create knowledge, disseminate information and reduce poverty.

Originality/value

The paper highlights the importance of building ICTs capacity for both promoting human development and enhancing capabilities of people to participate in the economy.

Abstract

Purpose

This study aims at evaluating the technical efficiency (TE) of healthcare systems in the Arab region and exploring the key factors that affect the efficiency performance.

Design/methodology/approach

The study applies a two-stage Data Envelopment Analysis (DEA) approach to a sample of 20 Arab countries. In the first stage, a DEA model is used to calculate the TE scores of the examined healthcare systems in 2019 and 2010, following both the output and input orientations of efficiency. In the second stage, a censored Tobit model is estimated to investigate the determinants of healthcare efficiency.

Findings

DEA results of 2019 indicate that achievable efficiency gains of the Arab countries range from 0.4% to 16% under the output and input orientations, respectively. Six countries are efficient under both orientations. Although the average efficiency scores of the Arab countries have deteriorated between 2010 and 2019, Djibouti and Sudan had the greatest efficiency improvements between the two years. Bahrain, Mauritania, Morocco and Qatar proved to be efficient in 2010 and 2019 under the two orientations of efficiency and according to the two DEA specifications followed. The Tobit model reveals that corruption and government health expenditure tend to have an adverse impact on healthcare efficiency.

Originality/value

The author evaluates healthcare efficiency and healthcare's efficiency determinants in the Arab countries. Regardless Arab countries' diversity, these countries are facing common health challenges, including diminishing role of governments in healthcare financing; increased out-of-pocket healthcare spending; poor healthcare outputs and prevalence of health inequities resulting from weak governance institutions. Comparing the efficiency of healthcare systems between 2010 and 2019 gives insights on the potential impact of the Arab spring uprisings on healthcare efficiency. Moreover, examining the determinants of healthcare efficiency allows for better understanding of how to improve the efficiency of healthcare systems in the region.

Abstract

Purpose

The purpose of this paper is to investigate the effects of trade and institutional quality on pollution in the Arab countries.

Design/methodology/approach

The analysis is based in fixed estimation procedure. It utilises cross‐country data for 13 Arab countries into a reduced form equation.

Findings

The empirical findings provide strong evidence that across the Arab countries, trade, industrial activity and income have a positive effect on pollution. The test of the Environmental Kuznets Curve (EKC) is found to be negative, providing strong support for the EKC hypothesis. The results also provide strong evidence that regulatory quality has a significant negative effect on pollution.

Originality/value

This paper makes a new contribution on the effect of trade and institutional quality on emission levels in the Arab countries.

The existing situation of library and information infrastructure in Arab countries is examined. Six factors studied were: status of the national library, state of the art of national bibliographic control, availability of indexing and abstracting services, state of inter‐library co‐operation, existing networking connections, and applications of modern technology. The information was gathered by reviewing the relevant literature and by administering a questionnaire to selected resource persons in the relevant countries. Information collected from 15 countries revealed some inherent shortcomings in the infrastructures of these countries which impede any efforts towards networking and resource sharing.

Abstract

Purpose

The purpose of this paper is to explore the nature and contents of Islamic management practices and their consequent implications for human resource management (HRM) in Arab countries. In addition, it aims to examine the implications for multinational companies (MNCs) operating in Islamic countries and the impact of globalisation before proceeding to an analysis of managerial problems in Arab countries and the need for understanding Islamic management principles by Arab (national) and international managers.

Design/methodology/approach

The paper takes the form of a qualitative approach based on an extensive review of relevant literature and the employment of examples from selected Arab countries.

Findings

The study reveals that a gap exists between the theory of Islamic management and the practice of management in Arab countries. Management in Arab countries is informed and heavily influenced by non‐Islamic traditional and national cultural values and norms of different countries and by Western management thinking rather than Islamic principles derived from the Holy Quran (words of God) and the Hadith (words of the Prophet Mohamed).

Research limitations/implications

The paper argues that one of the main reasons for the lack of progress in most Arab and Islamic countries is the mismatch between global integration and local responsiveness because of an excess forward diffusion of Western management and business practices with little understanding and, hence, the implementation of Islamic management principles by both local and international managers in Arab countries. It adopts the view that there is a gap between the knowledge possessed by national and international managers in order to manage locally and what is required from the local workforce to be managed effectively. The main limitation of this study is the lack of empirical research evidence to support the points deducted from this review of literature.

Practical implications

Understanding Islamic management principles could help to develop a more appropriate type of management best practice in Arab and Islamic countries while still benefiting from the transfer of relevant Western management techniques and Western technology. The paper also argues that a reverse diffusion of management knowledge and skills by managers of MNCs is very important for the effective management of human resources in host countries. National cultural contexts and different views of work values have made a major impact on the ability of firms to address HRM issues in different cultural settings.

Originality/value

The paper contributes to the comparatively sparse literature on Islamic management and its applications by identifying key issues for HRM implementation and in developing Western understanding of Islamic management systems.

The Arab countries are a complex and diverse world, within which exists a cultural diversity that manifests in multiple dimensions: ethnic, tribal, religious, and linguistic, resulting from history, tradition, and immigration. This chapter aims to shed light on the diversity spread across the Arab countries in general, and on the management of this diversity in businesses. We first offer a general description of the societal context of the Arab countries and then highlight the religious, cultural, and ethnic diversity that exists within this context. In the third and fourth parts of this chapter, we outline the means of managing this diversity.
