Despite the fact that recent anthropological interest in infrastructure has done much to illuminate the infrastructure asset as an assemblage of actors, technologies and ideas, an interdisciplinary approach is required to unpack how the infrastructure project comes together as an assemblage and to define the role that financial technologies and discourses play in shaping it. Here, an interdisciplinary approach is applied to a novel infrastructure asset, London's Thames Tideway Tunnel, in order to show how multiple actors and visions of the world are brought together to make the infrastructure asset come to fruition. The paper concludes that this interdisciplinary approach to infrastructure can allow us to keep multiple sides of the infrastructure project in sight simultaneously. This includes both the creation of a rhetorical vision and spectacle around the asset, and the underlying financial arrangements that bind it together. If we do so, we can understand how new infrastructural forms utilise particular financial technologies and ideas to change the relationship between the public and the private, and between consumers and providers, and act towards the creation of a new āpublic goodā that normalises private provision.
Part I Money, Community and Morality
Abstract
Russia is one of the few countries where surrogacy is both legal and regulated. Still, volatile legislation and the lack of public acceptance of the practice make surrogacy an experience that is hard to navigate. This chapter presents an exploration of the meanings Russian surrogates attach to their work, remuneration for it, and their relationships with intended parents. Drawing on 23 semi-structured interviews with surrogates, we find that while Russian surrogates frame surrogacy as a job and engage in calculations of a fair price for their services, they provide unrequited care for intended parents and their children and embed surrogacy in the context of their motherhood as a way to provide and care for their own children. In this, Russian surrogates occupy the typical position of a post-Soviet āmother-workerā.
Abstract
Existing models of gift applied to religious charities are either abstract or sometimes very limited in their applicability to understand the reciprocal relationships throughout the interconnected chain of giving and receiving charities. The paper contributes to this debate by asking: How gift economy explains the circulation of charities across interconnected spheres of local governance? And what are the implications of these inter-linkages for social welfare provisions where states are ineffective in the provision of these services? To answer these questions, the study presents the case of Zakat in Islam and Dasvandh in Sikhism in the northwest of Pakistan. In both the cases, charity is an important element of the social welfare provision within local governance structure. The findings suggest that conceptualizations of the religious charities as a triad including God, the rich and the poor are unsuitable gift models for grasping the role of charities in the local governance of social welfare provision.
Abstract
This paper analyzes the communal fund of a school alumni association in South Korea and attempts to expand the understanding of money's social role in maintaining its network. The analysis concentrates on the account book of the 1974 alumni association of Hani High School in Seoul and follows the expenditure traces of its communal fund since 1987. Over the last 30 years, money for the communal fund has been regularly collected at the alumni reunions and distributed on various ceremonial occasions, such as member weddings and funerals. By defining the alumni association as a type of kye, this study explores the correlation between the communal fund's operation and the members' belongingness in the association. Most of them have actively engaged in operating their communal fund. They have applied flexible management regulations, reflecting members' respective financial conditions and life events. In the distribution of their fund, not only economic principles but also moral and normative standards are manifested. The 1974 alumni association and their communal fund demonstrate the symbolic meaning of money and its active role in a community. It also challenges the widespread belief that money is an alienating object in the market society. Indeed, money has morality and the potential to help maintain social ties in the long run.
Abstract
Microcredit schemes fashioned after the Grameen Bank model are widely acclaimed for their potential for empowering the poor through access to credit based on social collateral. However, women market vendors in Ibadan refer to microcredit loans as owo komulelanta, a term which translates as āresting the breasts on a hot kerosene lantern,ā a plain critique of the stringent conditions of loan repayment. This paper presents the lived experience of borrowers based upon ethnographic fieldwork conducted between 2017 and 2019. It reflects on the Nigerian state's neoliberal policies of microfinance and the experience of women borrowers. The paper argues that socialāemotional vulnerability of women borrowers is exacerbated by the acceptance of a loan due to the rigid system of repayment and harassment from providers.
Part II Food and Clothing
Abstract
In the attempt to address food insecurity and food waste, food rescue has been presented by advocates in high-income countries as an alternative model to conventional food banks. Although supermarkets and restaurants in industrialized nations ā including New Zealand, the focus of my case study ā are constantly stocked with 150ā200% of surplus food over what it takes to nutritionally feed their populations (Stuart, 2012), they continue to report high rates of food insecurity, such as in New Zealand where just 60.8% of households report being fully food secure (NZ Ministry of Health, 2019). To explore one approach to food security initiatives in urban areas, I conducted a nine-week ethnographic case study of Kaibosh Food Rescue, a non-profit food aid initiative in Wellington, New Zealand, which collects and redistributes āfood wasteā. By following the food through its social life and interviewing an array of stakeholders, I found that once food is declared as āwasteā by supermarkets, in its afterlife rescued food continues to embody multiple values. I argue that not only does this rescued food still hold much nutritional value, but it can also create social spaces, facilitate action and help empower recipients, all of which were facilitated by the presence of food that in the commercial food industry realm was declared to have no value.
Abstract
Buying secondhand clothing is not only interesting for consumers wanting to save money but also for sustainable clothing enthusiasts. It is now among a number of consumption practices which slow down fast fashion production while saving 10 to 20 times the energy (Fletcher, 2008, p. 100). While most of the recent scholarly work focuses on secondhand consumers (Bianchi & Birtwistle, 2010; Franklin, 2011; Norum, 2015), this paper aims to examine business activities. This perspective from economic anthropology enhances understandings of secondhand clothing, as research to-date has tended to neglect the semiotic function of clothing while underlining exchanges. To gain insight into the dynamics of the sector in Germany today, two businesses from Hamburg have been ethnographically examined by the author since 2014. This study outlines their work practices and explains the development of this high-end segment of the market from the 1970s until the digital age. For businesses, the digitalization of the trade has had massive effects on their business practice because it seems to solve inherent problems connected to the selling of pre-owned clothing. I argue that the digitalization did not only promote acceptance of buying secondhand clothing in Germany but also the emergence of new businesses models.
Abstract
When it comes to the analysis of markets, difference has been described as a tool for competition and for carving out specific target groups. Once it is taken as factual, the significance of difference for market processes is undoubted. Taking a practice theoretical perspective at the market for Islamic fashion in Berlin, this paper explores what comes before. It intends to investigate not only the effects of difference but also its performance. Investigating how difference is accomplished by entrepreneurs as active agents of the market will also shed light on the societal surroundings of the market and the ways in which it is embedded in its sociocultural and discursive environment, hence highlighting the significance of its context for economic action, and vice versa.
Part III New Developments in Latin America
Abstract
Since the introduction of product certification in the 1980s, fair trade has grown apart from its social justice roots and the focus has steadily shifted away from calls for institutional market reform, corporate accountability, and fair prices, and toward a celebratory embrace of poverty alleviation and income growth through market integration and business partnerships. This paper examines fair trade's narratives of poverty and partnerships, focusing on the brand communication strategies employed by influential fair trade organizations and businesses. These are compared with how fair trade coffee producers in southern Mexico understand and practice partnership, demonstrating some of the ways in which the latter resist narrative framings which position them as entrepreneurial businesspeople first and cooperativistas second. The business partnerships between coffee buyers and producers are highly asymmetrical, and the partnerships that matter most for the Oaxacan coffee farmers are not with global businesses and certifiers, but instead with each other and their producer organizations. These relationships did not originate with fair trade, although, they are, in part, sustained by this system which supports democratically organized producer groups, the sharing of technical and market information, and communal management of the fair trade premium. In contrast to the organizations that certify and market their products, the paper demonstrates how farmers regard their precarious economic circumstances as an issue of social justice to be addressed through increased state support rather than market empowerment. The analytical juxtaposition of farmers' attitudes with fair trade organizational priorities contributes to the expanding literature examining how fair trade policies are experienced on the ground.
Abstract
This study examines the cost-effectiveness of reintegrating ex-combatants from armed groups in Colombia. After an ethnographic exploration of the challenges of reintegration that ex-combatants face, I evaluate the cost-effectiveness of the reintegration program operated by the Agency for Reincorporation and Normalization (Agencia para la ReincorporaciĆ³n y la NormalizaciĆ³n, ARN), the government agency that handles the reintegration of ex-combatants from all armed groups in Colombia. I analyze the agency's approaches (past, current, and proposed) toward reintegrating ex-combatants from various armed groups, comparing the financial costs against outcomes. The ARN has been successful at achieving two of its primary goals: minimizing recidivism and maximizing employment of ex-combatants. Only 10% of ARN program participants rejoin criminal groups and 93% find employment across both the formal and informal sectors (informal employment is widespread in Colombia and Latin America). The ARN has been unsuccessful at providing adequate security for ex-combatants. Approximately 6% of ex-combatants enrolled in the ARN program have been murdered since 2001: approximately 3,000 program participants have been assassinated. Next, I evaluate the cost-effectiveness of both the ARN's overall program and its outcome across different regions and demographics of the participant population. Finally, I suggest ways that other countries facing the challenge of reintegrating populations of ex-combatants can learn from the Colombian experience, as well as ways that Colombia can improve its own reintegration cost-effectiveness.
Abstract
The paper is the story of the marginalization of the concept of networks of dyadic exchanges or patronage and clientage by Brazilian intellectuals and Brazilianist academics. I contend that though it is a pervasive pattern in the culture of the nation, Brazilian intellectuals wrote about patronage/clientage as an aspect of politics that is responsible for the country's backwardness and underdevelopment. Anthropologists, for the most part, judged it to be exploitative of the people involved and believed that it should be eliminated. The Workers Party (Partido dos Trabalhadores or PT), as it implemented a highly commended conditional cash transfer program to help the poor, attempted to replace it with an alternative way they believed electoral politics ought to be conducted. I suggest that the pattern continues to be more than exchanges between political office seekers and voters in Brazil as it transcends the political, economic, and religious categories of modernity and may provide the most needy with what the labor market does not.
