Purpose

This chapter introduces the role that libraries play in promoting and fostering human rights and social justice within the communities they serve. In describing this role, it highlights the different ways in which information intersects with human rights and social justice.

Methodology/approach

This chapter offers a brief review of the existing body of literature related to human rights and social justice in the field of library and information science (LIS). After articulating the need for this edited volume, we introduce the four sections in this book: Conceptualizing Libraries as Institutions of Human Rights and Social Justice; Library Services to Marginalized Populations; Human Rights and Social Justice Issues in LIS Professions; and Human Rights and Social Justice Issues in LIS Education.

Findings

The social roles and responsibilities of libraries have expanded greatly in recent years. These roles and responsibilities, however, are not often framed within the discourse of human rights or social justice. Together, the chapters in this book—written by researchers, educators, and professionals—paint a comprehensive picture of the broad range of roles and contributions of libraries in human rights and social justice.

Originality/value

This chapter introduces a book that explores the current efforts of libraries to meet a wide range of community needs (including education, employment, social services, civic participation, and digital inclusion) through the lenses of human rights and social justice.

Conceptualizing Libraries as Institutions of Human Rights and Social Justice

Purpose

To understand the relationship of social justice ideas to the role of a public library and its organizational members, particularly in terms of how information services are developed to meet the needs of patrons. Additionally, this research also examines the relationship between public library organizational rhetoric and the social justice ideas used by organizational members.

Methodology/approach

Uses a single case study, mixed-method approach informed by Yin (2013) with semi-structured interviews of library staff, text analysis of organizational rhetoric (mission statement and strategic plan), observation of the library’s Board of Trustees and an emic-etic content analysis method developed in Dadlani and Todd (2014, 2016a, 2016b).

Findings

Some findings include that both utilitarian and egalitarian distributions of service were used, sometimes one replacing the other based on the supply-demand of the situation. In terms of what is meant by equality, there is a utilitarian idea to the use of resources, those geographically closer are given more benefits, at the same time, the library fulfills needs based on something like an equality of capabilities approach, where the basic functionings of the community are central. Unexpectedly, a tension was observed between the ideas of the library as an unbiased and neutral information conduit and the library as a community hub that also espouses particular cultural/public values. Importantly, it was found that social justice ideas, like equality, had significantly different meanings across members of the library staff, thereby highlighting the contestable nature of social justice concepts.

Originality/value

This research provides a methodological example of how the extant philosophical literature on social justice concepts can be used to analyze libraries. It also provides a structured approach to understanding the role of social justice in different forms of librarianship and may be applicable in other types of information intensive organizations (government agencies, corporate information centers, for example).

Purpose

This chapter argues that self-respect—an integral, but often overlooked value in discussions of social justice—provides a robust foundation upon which libraries might build a renewed defense of privacy and intellectual freedom in the face of today’s advanced information and communication technologies.

Methodology/approach

The chapter begins by laying out the value of self-respect for social justice as it has been defined in the domains of moral and political philosophy. From there, the author demonstrates the relevance of self-respect for libraries and, in particular, for underwriting important library values like privacy and intellectual freedom. Finally, the author presents two case examples—Library 2.0 and #AmazonFAIL—that further demonstrate how advanced ICTs have the potential to undermine libraries as a site of self-respect.

Findings

Through the use of relevant and current case examples, the chapter lays bare how the adoption of new ICTs and an uncritical adherence to Library 2.0 (and the Web 2.0 ideology that underwrites it) threatens to further marginalize users unable to navigate the increasingly complex (and increasingly opaque) systems of data collection, analysis, and dissemination.

Originality/value

This discussion surfaces and translates the value of self-respect from moral and political philosophy and makes it available for librarians and scholars interested in social justice issues in library and information science. Further, it preserves two key historical moments—the rise of Library 2.0 and the case of #AmazonFAIL—for current and future reflections by scholars, librarians, and other information professionals.

Purpose

This chapter highlights how effective school and public libraries not only provide resources and information about human rights but also actually ensure people’s human rights are being met through their resources and programming.

Methodology/approach

In this chapter, both human rights documents and library policies are studied to see how effective libraries help children and adults reach their full potential as human beings. Findings by other researchers in this area are also discussed. Concrete examples of human rights projects through school and public libraries in Winnipeg, Canada are identified. The benefits of collaboration are also explored.

Findings

Knowledgeable and passionate librarians in schools and public libraries are essential in providing quality education and information rights to children and adults. Through effective collaboration with teachers, other libraries and relevant organizations, children and adults have more opportunities to reach their full potential. Canada’s newest school library document called Leading Learning is explored.

Originality/value

This chapter provides a current snapshot of how school and public libraries are collaborating together and with various organizations in Winnipeg, Canada, to promote and ensure human rights for children and adults. Libraries are consciously blending the UN Declaration of Human Rights, the Conventions on the Rights of the Child along with national and international library policy documents to ensure effective access to quality education and information rights for everyone. Dynamic and evolving libraries are also supporting human rights by incorporating innovative concepts, programs and resources such as Universal Design for Learning, Learning Commons, Makerspaces and prison libraries.

Library Services to Marginalized Populations

Purpose

This chapter analyzes the role of public libraries in providing access to information to Internally Displaced Persons (IDPs) in Nigeria. It examines some of the challenges experienced by the public library system in ensuring equitable access to information to such disadvantaged groups. It also looks at the concept of social exclusion in the context of public library services in Nigeria and how it can be tackled.

Methodology/approach

The study employed a survey method; data were collected through the administration of structured questionnaires to the study population.

Findings

Outcomes from the study point to a need for the development of a policy framework by the National Library of Nigeria and increased partnership between public libraries and other stakeholders in formulating more proactive strategies toward meeting the information needs of IDPs in the affected communities.

Practical implications

Implications from the findings of the study provide a basis by which more proactive measures can be taken toward intervention by public libraries and other stakeholders in the community.

Originality/value

Few studies on the public library in Nigeria have focused on addressing problems of disadvantaged groups in the society. This chapter has examined the fundamental role public libraries can play in confronting the social exclusion of IDPs and also provided useful insights to the nature of their information needs in their given context.

Purpose

Since the 1994 regime change many South African public libraries have been destroyed by the communities they were serving which raises questions about how communities perceive these libraries. With the loss of activist library organizations, few insights are gained from activists or critical librarianship on how to respond. In this context, the chapter examines public library social inclusion and poverty alleviation initiatives, and government conditional grants to public libraries.

Methodology/approach

Using a transformative paradigm, a qualitative approach and thematic analysis, the chapter examines recent literature on public libraries and social inclusion, and local annual and parliamentary reports. A mini-survey yields case study material.

Findings

The findings augment the scarce store of recent evidence on South African public libraries. Most provinces had built new libraries, upgraded others, and installed information and communication infrastructure to enhance access. Problems included governance, fund wastage, and staffing. The libraries have great potential to improve their relevance for local communities.

Research limitations

The poor survey response rate and lack of a comprehensive national database on public libraries limits the research. Annual reports are uneven in comprehensiveness, making comparison difficult.

Practical implications

The chapter recommends (i) creating a national information system to monitor service delivery via the grants and enable rigorous investigation of their impact and (ii) increased government support for public library social inclusion initiatives.

Originality/value

First hand evidence from local librarians and official reports demonstrates the grants’ effect on public library promotion of social inclusion and shows what is possible in a situation of historical inequities.

Purpose

In India, recently on December 11, 2013, the Supreme Court re-established a ban on gay sex following a four-year period of decriminalization that had helped bring homosexuality out of the closet in this communally conservative country. In the light of such prosecution and denial of lesbian, gay, bisexual, and transgender (LGBT) human rights in India, this chapter presents a library manifesto of action for progressive change in support of this marginalized and “invisible” population.

Methodology/approach

Content analysis of online news articles published during November 14, 2013–January 14, 2014 in The Times of India (http://timesofindia.indiatimes.com/india), one of India’s most popular English newspaper, identifies proactive economic, educational, legal, political, and social actions libraries can adopt as agents of human rights protection to integrate a social justice agenda on behalf of this subjugated population.

Findings

This chapter presents an action-based manifesto consisting of realities experienced by sexual minorities in India and future economic, educational, legal, political, and social actions libraries can take on their behalf.

Research limitations/implications

This research showcases the meaningful role of the library and information science professions in potentially shaping community-wide progressive changes to address the information needs and expectations of underserved populations who are marginalized owing to conservative laws, policies, practices, and politics. It also adopted an innovative strategy in library circles and human rights research of examining online news articles to explore the relevance of the information found in the news covered related to the adoption of an archaic law denying equal rights for sexual minorities in India.

Methodology/approach

Framed around the Williams Institute report Public Attitudes toward Homosexuality and Gay Rights across Time and Countries (2014), and incorporating aspects of queer theory, this chapter will explore some of the literature discussing libraries and the LGBTQIA+  community. It will then detail some specific examples of activities libraries are engaging in to support LGBTQIA+  rights.

Findings

Many libraries around the globe appear to be offering special programs and services for LGBTQIA+  persons.

Research limitations/implications

This is not a systematic review of library services to the LGBTQIA+  community. The author relied on freely available information sources.

Originality/value

Highlights some of the excellent work libraries are doing in support of LGBTQIA+  human rights. The role of libraries are constantly changing, this chapter points to the potential for libraries to take a stronger role to enact social justice and support human rights.

Purpose

To identify challenges which prison inmates face in obtaining meaningful access to the courts in the absence of constitutionally mandated access to a prison law library.

Methodology/approach

Beginning with a historical framework, the research explores a study of three pivotal legal cases, highlighting how the prison law library doctrine has evolved over time. Further secondary source research is conducted to illustrate the importance of the issue to the modern day inmate.

Findings

Jurisprudence of the prison law library doctrine never clearly defines what alternative measures to a prisoners right to access a library are or can be. Many decisions simply list suggestions and leave it to the correctional facility to tailor reasonable measures that work with their institution, heavily relying upon a separation of powers justification.

Research limitations/implications

The present research implicates a continuity of a lack of meaningful access to the courts to underserved communities.

Social implications

The present research provides a necessary starting point for further sociological field research into the area of prison law libraries as a Fourteenth Amendment necessity. This research illustrates a foundational flaw in providing inmates with meaningful access to courts and will educate judges and prison administrators alike about this constitutional violation.

Originality/value

Moreover, the present research provides librarians, attorneys, judges, politicians, community members, prison officials, and prison inmates with the vital information necessary to uphold the prisoners Due Process right to meaningful access to the court.

Human Rights and Social Justice Issues in LIS Professions

Purpose

This chapter explores the relationship between unionization in the information sector and the concepts of human rights and social justice.

Methodology/approach

Recent trends in unionization rates in the United States and Canada are examined, as well as examples of union activity in the information sector drawn from the Union Library Workers blog. The concept of social justice unionism and its applicability to the information sector is discussed.

Findings

While overall unionization rates in both the United States and Canada are in decline, unionization rates in libraries and other information institutions in both countries are among the highest of any industrial sector. Unions continue to engage in activities that promote the rights of their workers and the people who benefit from the services these workers provide.

Social implications

Social justice unionism offers a way for library workers to actively promote social justice for all, not just their workers and their patrons, through a commitment to broader issues affecting their communities at large.

Originality/value

Much of the work on unionization in the information sector focuses on “bread-and-butter” issues related directly to unionized workers and the benefits that unionization brings to both the workers and their workplaces. This chapter explores the role of the union in promoting human rights and social justice on a broader scale, introducing a discussion of the concept of social justice unionism.

Purpose

The purpose of this chapter is to provide a personal-professional reflection on Canadian author Toni Samek’s learning since publication of her 2007 book project entitled Librarianship and human rights: A twenty-first century guide.

Methodology/approach

The reflection, written in first-person and accessible terms appealing to a broad readership, is structured by the following sections: introduction; privilege and position; sobering experiences; the risk factor; a common project; unease; expectation; and, closing thoughts.

Practical implications

This endeavor encourages contributors to the field of library and information studies to situate their work within micro (individuals), meso (institutions), and macro (society) level understandings of privilege and power, including respect for the compassion and conviction demonstrated by street-level library and information workers who may never be rewarded for their good fights, or worse, may suffer loss(es) because of them.

Originality/value

This reflective work affirms the book’s original dedication in Librarianship and human rights: A twenty-first century guide to the many courageous library and information workers throughout the world and through the generations who have taken personal and professional risk to push for social change, as well as the enduring value of librarianship and human rights as a common project and one that involves both learning and unlearning. Librarianship and human rights: A twenty-first century guide was used as an example, when in 2007, activist librarian proposed the subject heading “critical librarianship” to the Cataloging and Support Office of the Library of Congress. This reflection adds to that case.

Purpose

To discuss the problem of cultural imperialism as it relates to human rights and to provide a framework for applying human rights to Library and Information Services (LIS) so as to respect diverse worldviews.

Methodology/approach

The chapter is theoretical in nature but also draws out important practical implications. The problem is described and addressed using the approach of philosophical ethics emphasizing moral pluralism. Political and moral theories are compared and lessons drawn from them for LIS practice.

Findings

Drawing on the work of philosopher Jacques Maritain (1949) as well as contemporary human rights theory, an understanding of human rights as pluralistic and evolving practical principles is developed. Using Maritain’s conception of human rights as a set of common principles of action, guidelines for applying human rights in ways that avoid cultural imperialism are provided.

Social implications

The findings of this chapter should assist LIS professionals in understanding the relationship between human rights and cultural diversity. In addition, it gives professionals a framework for understanding and applying human rights in a ways that respects cultural diversity.

Originality/value

This chapter develops an original approach to applying human rights in a way that respects cultural diversity.

Purpose

The purpose of this chapter is to delineate a number of factors unique to archives that problematize commonly accepted rhetoric in library and information studies (LIS).

Methodology/approach

This study reports on an analysis of several core concepts in archival studies (evidence, access, and power) and delineates how such concepts differ from dominant conceptions in the study of libraries.

Findings

Our research shows how archives call into question three dominant discursive tropes in LIS: the primacy of informational value (as opposed to evidential value in archives); universal access as a professional and ethical obligation; and the assumption that information institutions are universally benevolent. Although such tropes have been increasingly challenged by growing numbers of critical LIS scholars, we argue that they remain dominant discursive formations in LIS and reflect key areas of divergence that differentiate archives from libraries and distinguish the professional ethos of archivists and librarians.

Originality/value

This is the first chapter to delineate how archives differ from libraries in regard to human rights concerns and will spark discussion about such differences between the fields.

Purpose

This chapter introduces an initiative of the Spectrum Doctoral Fellows to build an online resource that engages the Library and Information Studies (LIS) community in a discussion of social justice initiatives within the field. This tool further develops a social justice framework that raises awareness of and integrates social justice methodologies into LIS curricula and library practices. This framework facilitates community building and the empowerment of the populations they serve.

Methodology/approach

Using an iterative approach to user-centered design, the Social Justice Collaboratorium (SJC) development process consists of input from a community of engaged users to inform the wireframe, prototype, testing, and development phases. This includes gathering substantial qualitative and quantitative data such as surveys of LIS faculty, practitioners and students, as well as tracking web analytics once the tool is live.

Practical implications

The SJC allows for the confluence of research, resources, networks, best practices, and LIS school models in a centralized medium. Designed for LIS practitioners, faculty, staff, and students, as well as those interested in project management, resource development, and collaborative work, the SJC supports different approaches to social justice in LIS.

Originality/value

The SJC will be accessible to a distributed community of social justice LIS scholars, practitioners, students, and activists. Contributions from the community of users throughout every stage of the development process ensures participation, stewardship, and intentionality. In this way, the SJC will be a transformative tool for the LIS community as a vehicle for promoting equity and social change.

Human Rights and Social Justice Issues in LIS Education

Purpose

To present and explore the need for alternative narratives to be included in library and information science (LIS) curricula.

Methodology/approach

This chapter examines LIS and its curricula through the Storytelling Project (STP) framework. STP theorizes that there are four types of stories: stock, concealed, resistance, and emerging/transforming stories.

Findings

Each of these story types exists in LIS, but in unequal proportion. LIS curriculum should include more stories of resistance and more emerging/transforming stories. These stories should also facilitate the emergence of the “new storytellers,” faculty members and instructors in LIS graduate programs who are working diligently to incorporate new stories into the classroom by creating learning environments that accommodate and encourage discussions of race, privilege, social justice, and other necessary and difficult issues.

Practical implications

The STP story typology forms a counter-storytelling matrix that can allow LIS educators an opportunity to diversify their content and teaching styles, ultimately enriching their students, their programs, and the profession.

Originality/value

This chapter expands LIS pedagogy by infusing elements of diversity, social justice, and theory from the related field of education.

Purpose

How do students comment on ethical principles, which principles are important for their awareness of librarianship, how do they understand the relevance of human rights for their future work?

Methodology/approach

The case study presents the results of a lecture on information rights and ethics with 50 Master students in library and information sciences (LIS) at the University of Lille (France) in 2014–2015. Students were asked to comment on the core principles of the International Federation of Library Association (IFLA) Code of Ethics.

Findings

The students see the library as a privileged space of access to information, where the librarian takes on the function of a guardian of this specific individual freedom—a highly political role and task. This opinion is part of a general commitment to open access and free flowing resources on Internet. They emphasize the social responsibility toward the society as a whole but most of all toward the individual patron as a real person, member of a cultural community, a social class or an ethnic group. With regard to Human Rights, the students interpret the IFLA Code mainly as a code of civil, political, and critical responsibility to endorse the universal right of freedom of expression. They see a major conflict between ethics and policy. The findings are followed by some recommendations for further development of LIS education, including internship, transversality, focus on conflicts and the students’ cognitive dissonance and teaching of social skills, in terms of work-based solidarity and collective choices.

Originality/value

The chapter is qualitative research based on empirical data from a French LIS Master program.

Purpose

This investigation aims to highlight the need for the information professions globally to value diverse knowledge paradigms in a world where people from diverse cultures and backgrounds interact with information on a daily basis. We provide examples from the Library and Information Science (LIS) profession in New Zealand which has been shaped by socially and culturally inclusive education and practices which take into account diverse ways of knowing and understanding the world and information.

Methodology/approach

An investigation into socially and culturally inclusive LIS education initiatives worldwide contextualizes a discussion of current LIS curricula in New Zealand and their delivery. The achievements and challenges in LIS education, the library profession, and library service are considered alongside the rich and varied nature of New Zealand society and the provision and accessibility of library services.

Findings

LIS education is at the start of this process, and New Zealand education providers promote a range of socially and culturally inclusive practices within their programs resulting in LIS graduates who are equipped to make ongoing contributions to an inclusive society through their professional work. We conclude that these three inseparable components of LIS in New Zealand result in social and cultural inclusion, but can always be further enhanced.

Originality/value

This chapter draws attention to the absence of consideration for non-Western knowledge paradigms in LIS curricula worldwide, and brings together diverse examples, mandating for library services and a library profession that reflect the rich social and cultural makeup of the communities we serve. We conclude that three inseparable components of LIS in New Zealand result in social and cultural inclusion, and there is always opportunity for further enhancement.

Purpose

Cultural competency is essential for all library and information science (LIS) professionals, including students and instructors within LIS educational programs. This chapter demonstrates that students and student groups that focus on diversity and inclusion issues can play an important role in advancing their own—and their instructors’—cultural knowledge, attitude, and skills.

Methodology/approach

A review of existing literature together with examination of a case study from the author’s own experience.

Findings

Diversity and inclusion is rarely adequately integrated into LIS education. Through service learning, students have provided rich and varied opportunities for learning through events, projects, and presentations. LIS professionals within information organizations of all kinds can benefit from starting their own groups dedicated to diversity and inclusion.

Originality/value

Little literature exists on the role of students in increasing cultural competency with the LIS professions.

Conclusion

Purpose

This chapter summarizes the core human rights and social justice functions of libraries.

Methodology/approach

After reviewing how each chapter of this edited volume offers evidence of libraries’ clear contributions in the area of human rights and social justice, this chapter explores in greater detail how the current environment in which libraries operate impacts their ability to promote human rights and social justice.

Findings

In many communities, libraries are the only institution capable of fulfilling a wide array of social justice and human rights roles. As they seek to fulfill these roles, however, libraries face significant challenges related to the lack of emphasis on considerations of human rights and social justice within the pedagogy, research, and practice of our field.

Originality/value

This chapter serves as a call to action for library practitioners, educators, and researchers to better articulate the social justice and human rights roles of libraries to policy-makers, funders, politicians, and community members.
