Every one a crisis

A member of my management team seems to believe in "management by crisis". It's not that he (for it is a "he") creates crises, rather that he talks everything up as though it were a crisis. The psychology seems to be that he thinks that I am more likely to take an active part in discussion, to allow extra resources or take some other action to solve "the crisis". Of course, after a few times it becomes obvious that this is a constant escalation and can safely be trimmed back to the level of "situation". The real problem – remember the boy who cried "Wolf!" – is that when he comes to me with a real crisis, I might not recognize it. I think some re-education and re-programming – of him – is necessary.
