I have been writing about HIPs and HCRs for most of my 12 years as Editor (and more recently, Co-editor) of this journal and now they are no more! RICS is of the opinion that HIPs have failed to address the significant problems in the home buying process they were originally supposed to tackle, and RICS is pleased that one of the first acts of the new coalition Government has been to abolish them. Taking a swift decision will have minimised the impact on the market and ensured that estate agents who stick to the rules will not lose out. They say that the Government must now use this opportunity to move onto positive discussions about improving the home buying process, working closely with the industry and professional bodies that have already done a lot of work on this issue. An Energy Performance Certificate (EPC) will still be required but in future this will only have to have been booked prior to the commencement of marketing. The EPC rating will be required to be added to the particulars as soon as it is received and must be available prior to exchange of contracts.
