RICS has welcomed a move by the UK government which means that Registered Social Landlords (RSLs) will have to abide by the EU procurement rules, like all other public authorities. Hitherto they have been able to award contracts for building works, services, maintenance, etc. in the same way as private companies. Also last week the European Commission has produced a “Handbook on Green Public Procurement” which explains in clear, non-technical terms how public purchasers, such as schools, hospitals and national and local administrations, can take into account the environment when buying goods, services and works.
