The method forms stripe image for side of paper to be counted, and each piece of stripe is corresponding to a piece of stripe. Then, data process is carried out for the stripe image. The disclosed counting device includes following parts: mechanical platform of image collection in use for placing paper to be counted; a camera installed on side of the said platform is perpendicular to the side of the paper to be counted; illuminated light sources at left and right sides of camera are installed near to the paper to be counted; a photo sensor is in lower part inside the platform; a computer includes a image collection card connected to the computer; and a I/O signal interface card for receiving signal from the photo sensor. When paper to be counted is moved to proper position, the camera takes an image. When paper to be counted is continuous moved to second proper position, the photo sensor sends signal to inform computer to start controlling image collection and detection.
