Points out that there is no agreement on the most appropriate way to measure the quality of health care, despite the emphasis placed on the issue of performance within recent reforms in the UK National Health Service. Focusing on Primary Care Groups, sets out their remit for commissioning, monitoring and supplying health care, and discusses how their overall performance can be assessed. Reports a study, based on 11 general practices in London, which sought to identify their current approaches to measuring performance and to identify the potential for refining these or developing new performance measurements. Interviews ten general practitioners, ten practice nurses and seven practice managers from across the 11 practices and identifies priority areas for developing performance measures – patient experience, clinical activity, service development and innovation, access, health promotion, cost effectiveness and outcomes. Looks at each area, in turn, to identify the aspects of performance to be measured. Draws up a developmental framework based on this, showing how the areas interlink and indicating how various activities fit into the framework.
