The UK Select Committee on Science and Technology report on STM publishing is now out and available at: www.publications.parliament.uk/pa/cm200304/cmselect/cmsctech/399/39903.htmIt is reviewed briefly in the “Literature review” in this issue. There has been much support for the Select Committee’s positive view of open access publishing. Whilst Elsevier has predictably mounted a robust defence of its own publishing model there is criticism from Jeremy Warner in The Independent (20 July 2004) who argues that “the case against them (the commercial publishers) never really stacked up”. He concludes that:

Having failed to pin any charges of significance on Reed, the MPs reserve their greatest strictures for the government, which they accuse of failing to respond in a coherent manner to the “problem” of scientific publishing. Perhaps that’s because the government, unusually for an organisation that likes to meddle, has figured out that the changes demanded would almost certainly cost the taxpayer a great deal more than the present system while undermining a hugely successful British industry in the process.
