At a seminar organised by Managing Information, Charles Oppenheim warned that "senior managers in organisations will have to accept that they must allocate more money for copyright clearance where any copying will be for a commercial purpose". He emphasised that it was the activity of the individual (i.e. whether they anticipated that they would make money out of the research they were carrying out) rather than the nature of the organisation which would be the deciding factor as to whether fair dealing applied or not

The Bookseller reports on the threat to commercial companies document delivery costs as the EU directive makes its way through the various European parliaments.

"Publishers and authors could benefit from a leap in copyright revenues under proposals for tighter controls on the photocopying and scanning of books in businesses. Books and journals copied for commercial purposes can currently be exempted from copyright law under a 'fair dealing' restriction. But changes to enforce stricter commercial licensing are contained in draft amendments to UK law to accommodate the European Community directive on copyright. The Copyright Licensing Agency, which collects fees for copying on behalf of rights holders, expects a flood of new licence applications from companies of all sizes if the amendments go through. It predicts a four or five-fold increase in the level of licences in the commercial sector, which already number about 1,200."
