In line with the EU institutions' transparency policy, as from 1 January 2002, access to and consultation of all official documents available in the EUR-Lex portal, especially to documents published in the Official Journal, is free of charge, irrespective of adoption or publication date, or the formats involved.

The portal, developed and managed by the Office for Official Publications of the European Communities (EUR-OP), offers an integrated access to legal texts that can be found in the CELEX, EUR-Lex and Court of Justice's CURIA Web sites. It also provides links to PreLex, the European Commission's database on inter-institutional procedures, and OEIL, the European Parliament's legislative observatory, as well as other legislative sites of the EU institutions and in the Member States. Access to the value-added services of CELEX will continue to be subject to payment.
