Pigasus Software has announced the cost-free INDEPENDENCE™ Request Management System, making the means to communicate in ISO 10161 freely available to libraries with limited software choices.

Pigasus Software's WINGS™ Request Management System, a fully functional set of tools for managing the full range of interlibrary loan and document delivery request-related tasks, has been available since 1998. The INDEPENDENCE System, based on WINGS technology, will enable any library to send and receive the full suite of ISO 10161 messages.

ISO 10161 is the international standard for interlibrary loan and document delivery processing. Adoption by libraries throughout the community has been slow due to the relative scarcity of ISO-speaking software and the relative high cost of acquiring such programs. Since it is based on the WINGS System, the INDEPENDENCE Request Management System includes a full implementation of ISO 10161 and will be IPIG Profile conformant.

The INDEPENDENCE System is intended for small, independent ILL offices which would otherwise have no practical way to obtain ISO ILL software. Libraries using the INDEPENDENCE System will be able to send requests to and receive requests from libraries using any vendor's IPIG Profile conformant software. The INDEPENDENCE System is limited, however, in that it does not include advanced features such as automatic routing and unmediated processing.

Around the same time Pigasus Software, Inc. announced an agreement with Sea Change Corporation to include the WebClarity™ Z39.50 search engine in all WINGS Request Management Systems. Under the terms of this agreement, all new WINGS Systems will include a two-user license for the WebClarity Web-to-Z39.50 gateway. Pigasus Software is also retrofitting, without additional charge, all of its existing WINGS Systems to include WebClarity.

The WINGS Request Management System uses Z39.50 in two ways. First, library patrons may use WebClarity to search library databases throughout the world. Once they locate an item which they want, they simply press an "ILL Request" button to create an interlibrary loan request within the WINGS System. Since the patron does not re-key any data, the library staff are assured of receiving an accurate citation.

Second, the library staff can use WebClarity to locate potential suppliers of requested items. By pressing a single QUEST™ Holdings link button within the WINGS System's staff interface, an ILL practitioner can simultaneously search the catalogues of multiple lending libraries. This "broadcast search" provides the quickest and most efficient ownership verification available in any interlibrary loan software package today.
