In late 1998, NISO (National Information Standards Organisation) appointed a standards committee to define the various transactions needed to support circulation activities among independent library systems. Circulation processes and services are evolving in directions that increasingly require computer applications to exchange information. Without an agreed standard for interchanging circulation information, interoperability has had to be specially arranged for each exchange.

The committee collected comments from many parts of the library world and will use these to draft a full standard, which will be available on the NISO Web site.
