Sustainable development in European Commission's Impact Assessments for 2003

Following the launch of the EU's Sustainable Development Strategy and the Better Regulation Action Plan, in 2003 the Commission introduced a new system of integrated impact assessment for all of its major policy proposals. This was to incorporate a form of sustainability impact assessment (SIA), taking full account of all significant economic, environmental and social factors. This IEEP report for the UK Department of the Environment, Food and Rural Affairs (DEFRA) assesses how far the extended impact assessments produced in 2003 actually reflect sustainable development considerations.
