Junior staff in UK local authorities are, on average, productive only 32 percent of the time during working hours, says management consultancy Knox D’Arcy following a survey of 1,855 workers. This compares with an average of 44 percent in the private sector.

This means that proposed cuts and efficiencies – already starting to bite – should be easily achievable if these public sector workers can be “brought up to” private sector levels.
