Sympathy for government?

The UK Government has recently been criticised for being overly bureaucratic. Now, one can argue whether some governments are more bureaucratic than others, but one has to have some sympathy for any government in these litigious times. All sorts of checks and balances have to be in place to demonstrate that an official agency is not negligent in some form of other. The real question, therefore, is “Do we have a bureaucratic government because society compels it to be so?” If so, is there an answer? Or are we stuck moving on a journey to somewhere no-one wants to go?
