is the recipient of the Journal's Outstanding Paper Award for Excellence for his paper

"Capacity planning: modelling unplanned admissions in the UK NHS''

which appeared in International Journal of Health Care Quality Assurance, Vol. 16 No. 4, 2003

Steve Moore, having joined the NHS in 1989 as a trainee accountant, qualified as a chartered management accountant in 1995. He moved from finance to contracting and worked in the purchasing sector of the internal market through the 1990s as a contracts accountant. He completed a postgraduate degree in Health Economics in 2002 and has been employed by Plymouth Primary Care Trust as a health economist/analyst for the last two years. His current work is focused on the longer-term planning of health care in the city of Plymouth, attempting to bring a health economic viewpoint to local decision making. In particular, he is closely involved in the planning of a new Independent Sector Treatment Centre for orthopaedic patients in the Plymouth area.
