The CIB has released the first strategic framework of key performance indicators for the construction industry that will be used to track industry improvement generally, and progress in implementation of the Egan and Latham agendas in particular. The indicators cover cost, time, predictability, defects, safety, productivity, profitability and client satisfaction.

"The name of the game is performance measurement," said CIB chief executive Don Ward. "We can harness the unique network represented by the CIB's member bodies to provide the most meaningful statistics for the performance of the industry as a whole. For example, the DETR has a wealth of data which it has made available to us, as has the Health and Safety Executive, and the Construction Clients Forum agreed to use its annual survey of client satisfaction to help us. We will collate these figures in the most useful way and publish an annual report of the industry's performance. Individual firms will then be able to compare their performance with their competitors, as will clients. As well as tracking industry improvement this will allow us to provide a useful tool for those firms who have not yet woken up to the need for improvement in their own businesses."

The CIB has published a free fact sheet describing the framework. The figures for pan-industry performance will be made available through the newly-launched Construction Best Practice Programme, with the first full set of data expected to be published in early 1999.

A new steering group has been formed under the CIB's aegis to help the industry and Government coordinate the wide range of different benchmarking initiatives and sources of relevant information. This is initially chaired by Alan Crane, and its first decision was to adopt the CIB framework as the basis for key performance indicators (KPIs) to be used to measure the demonstration projects associated with the Egan-related movement for innovation. Simple definitions for each KPI have been agreed.
