AB  - The abatement of the Cold War and the declining threat of nuclear conflict have awakened U.S. politicians to the dangers of the U.S.'s losing its industrial base. That is not to suggest that economic growth and competitiveness issues were completely neglected previously; rather, it indicates that the warning signs managers and researchers often raised had not captured adequate attention. It is true that the U.S. still leads the world in productivity, but its rate of productivity growth continues to lag behind numerous competitors (Greenhouse, 1992).
