Abstract

The slump in the building industry has produced one side‐effect welcomed by both management and unions. Lump labour — provided by men who use their self‐employed status to dodge taxes and National Insurance payments — is on the decline. But fundamental changes are needed if the industry is to rid itself of this controversial practice completely, reports John Bingham.
