Abstract

The concept of planning in a government environment shares premises with private sector planning, even though the planning process may differ due to differences in structure and purpose. The general reason for the planning function in the Ministry of Industry and Tourism of the Province of Ontario, for example, is to contribute to the development of economic policy in the government and to provide a wide variety of consultative and financial services to private sector manufacturing and tourism establishments. The purpose of the ministry, in contrast to the profit motive of private enterprise, is to direct this assistance to private business to achieve specified, province‐wide economic objectives.
