Abstract

Within the Federal Government, there is a manufacturing operation, the Government Printing Office (GPO), that operates without subsidy or direct appropriation from Congress and that must recover its total costs—including labor, materials, overhead, amortization of machinery, and operation of its buildings—just as any large corporation must do if it intends to remain in business.
