Designing a system: objectives, aims and factors

Abstract

Faced with the challenge of presenting the opening paper to this Aslib Conference, it was my wish to offer something rather impressive—a milestone, perhaps, in the literature of systems design. To be perfectly frank, it has not quite worked out that way. My thoughts on the subject changed direction several times during the paper's long gestation. Experiences in the course of its preparation brought new ideas. As a result, what you are about to receive is not so much a Conference paper as an account of my attempts to prepare one.
