TY - JOUR AB - From the operating point of view there are two fundamental problems—that of finance and, to a lesser extent, time. Time in any event becomes less important if there is adequate finance. In the case of the library maintained by a technical society, finance is nearly always limited since the library is the private property of the society which is financed by its members' subscriptions. Practically ail the other problems faced by the librarian arise from the limitations of expenditure.
