TY - JOUR AB - UNDER ICAO REGULATIONS, all civil air traffic control officers are licensed by the civil aviation authority of the country in which they work. There are 2 parts to a licence. The first is the ‘rating’ which is the qualification to carry out specific control functions (using where appropriate particular radar equipment specified by type). The second is the validation of the rating which authorises the controller to carry out those functions at a nominated place—for instance London Airport.
