The year 2000, the dawn of the 21st century, is a mere de‐cade away. Dynamic changes are now underway that will have a dramatic impact on our public and non‐profit or‐ganisations — both politically and managerially. Forces of change are now in motion that will require many organisa‐tions to change in order to meet the public's rightful expec‐tations for effective performance. The milestone changes examined in this article are based on predictable trends that will have a measurable impact on public and non‐profit agencies across the nation. They will also test the abilities of governing bodies and top management as they strive to maintain their constituencies and services.
