Abstract

An important reason for the wide gap between developed countries such as the USA, Japan, the Federal Republic of Germany and Britain on the one hand and those like Nigeria on the other, which are yet to “take off” economically and technologically, may be found in the quality of information systems designed to meet the needs of the scientific community and public authorities, especially decision‐makers. Whereas the former have established fairly sophisticated information‐systems, sometime employing the latest technological gadgets, e.g. computers for information storage and retrieval, the latter, particularly those in Africa, are yet to achieve this.
